This article explores “A Midsummer Masquerade” by O’ Henry in terms of culture-specific markers of the author’s individual style and cultural metaphors as potential interpretation gaps. An attempt is made to elicit implicit information on quasi-words and malapropisms, allusions to the Bible, references to historical personages and political events. Approaches to short story translation are considered in light of P. Newmark’s insights into the nature of this genre and his typology of short story specific characteristics, which are relevant for translation. The conclusions draw on key points of the general cognitive theory of translation and modern Americans’ comments on the selected fragments. Through showing the potential diversity of interpretation, this research highlights the importance of background cultural knowledge and considers some cases of untranslatabilityСтатья посвящена исследованию культурно-специфических аспектов и метафор рассказа О’ Генри «Летний маскарад», маркирующих идиостиль писателя. Потенциальный «зазор» интерпретации выявляется на основе реконструкции имплицитной информации, кодируемой квазисловами и малапропизмами, библейскими аллюзиями, отсылками к политическим событиям и историческим персонажам. В основе выбора объектов анализа лежит типология ключевых характеристик жанра короткого рассказа в контексте принципиальной переводимости, предложенная П. Ньюмарком. Интерпретативный потенциал рассматриваемых единиц обсуждается с использованием данных, полученных от информантов, на основании основных положений общей когнитивной теории перевода. Множественность возможных интерпретаций избранных фрагментов текста подтверждает необходимость сближения культурных контекстов автора и рецептора для достижения феноменологического тождеств

LEGAL APPROACHES FOR THE REGULATION OF CRYPTOCURRENCY AND ICO IN FOREIGN COUNTRIES AND THE EUROPEAN UNION

The prerequisites and main trends in the development of the latest financial technologies (FinTech) are considered. The emerging approaches to the legal regulation of ICO and crypto currency in foreign countries and the European Union (EU) are analysed. It is concluded that the legal ways of regulating new phenomena are ambiguous while in the main states adhere to the principle of technological neutrality. In relation to the EU member states, there is a need to comply with the supranational legislation of the European Union. PROBLEMS OF ENVIRONMENTAL HEALTH: RETROSPECTIVE ANALYSIS ON THE EXAMPLE IRKUTSK OBLAST

The article presents important medico-ecological problems: preservation of an effect of influence of air pollution in the subsequent generations; environmental and medical consequences of the cumulative ecological danger; taking into account regional features at the harmonization of hygienic standards; use of modern approaches to formation of target preventive programs. Relevance of these problems is observed on the example of Irkutsk region. Irkutsk region is one of the largest advanced industrial subjects of Russian Federation. The leading industries are energy, pulp-and-paper and chemical, wood and woodworking, nonferrous metallurgy, mechanical engineering. Concentration of the industry in the south of the region has led to high man-caused environmental load. Under conditions of reduced ability to self-purification of environmental objects this fact results in formation of zones of ecological trouble. Environmental and medicosocial problems occurring in a long-term technogenic mercury pollution are very important and require more systematic studies. Bratsk water reservoir is strongly polluted by technogenic Hg. Among rural population living near the toxicant sources the signs of unfavorable mercury effects have been revealed: mercury microcirculation in the organism (10,5 % of cases with group level urinary mercury > 5,2 microg/l), disorders of vegetative nervous system (87 % in intact group vs 43 % in the group of comparison; р ≤ 0,05) and pathology of thyroid glands (14,6 % children in intact group vs 8,1 % in the group of comparison; р ≤ 0,05). The aims of ecological medicine must include prevention as well as safe remediation and translational therapeutic intervention in human populations after exposures. IDENTIFICATION OF PRIORITY AREAS OF FOREIGN POLICIES OF THE MEMBER STATES OF THE EURASIAN ECONOMIC UNION IN THE FRAMEWORK OF BILATERAL COOPERATION

The article is devoted to identifying priority areas of foreign policy of the Eurasian Economic Union (hereinafter – EAEU) member states in the framework of bilateral cooperation, reflected in national legal and other acts and documents, determining the main vector of the implemented foreign policy of each of the EAEU member states. As a result of the study, it has been concluded, that foreign policy issues are solved by each member of the EAEU independently. The lack of coordinated approaches to the implementation of the foreign policy activities of the EAEU member states, including in the framework of bilateral cooperation, cannot but affect the development of all economic integration. This mediates the need to model a coordinated approach to the implementation of the foreign policy of the EAEU member states as an integration unity, within the framework of which the interests of each EAEU member will be taken into account, together with the interests of the organization. This will contribute to enhancing the economic interaction of the national economies of the EAEU members and to strengthening the integration potential of the EAEU, which in the context of increasing geopolitical tension is especially relevant
