    Confluence and contours: reflexive management of environmental risk

    Government institutions have responsibilities to distribute risk management funds meaningfully and to be accountable for their choices. We took a macro-level sociological approach to understanding the role of government in managing environmental risks, and insights from micro-level psychology to examine individual-level risk-related perceptions and beliefs. Survey data from 2,068 U.K. citizens showed that lay people's funding preferences were associated positively with beliefs about responsibility and trust, yet associations with perception varied depending on risk type. Moreover, there were risk-specific differences in the funding preferences of the lay sample and 29 policymakers. A laboratory-based study of 109 participants examined funding allocation in more detail through iterative presentation of expert information. Quantitative and qualitative data revealed a meso-level framework comprising three types of decisionmakers who varied in their willingness to change funding allocation preferences following expert information: adaptors, responders, and resistors.     The Nature of the Near-IR Core Source in 3C 433

    We report the analysis of near-infrared imaging, polarimetric and spectroscopic observations of the powerful radio galaxy 3C433, obtained with the HST and UKIRT telescopes. The high spatial resolution of HST allows us to study the near-nuclear regions of the galaxy (<1 kpc). In line with previous observations, we find that 3C433 has an unresolved core source that is detected in all near-IR bands, but dominates over the host galaxy emission at 2.05 um. Our analysis reveals: (1) the presence of a dust lane aligned close to perpendicular (PA=70\pm5\degr) to the inner radio jet axis (PA=-12\pm2\degr); (2) a steep slope to the near-IR SED (α=5.8±0.1\alpha=5.8\pm0.1; Fννα_{\nu}\propto\nu^{-\alpha}); (3) an apparent lack of broad permitted emission lines at near-IR wavelengths, in particular the absence of a broad Paα\alpha emission line; and (4) high intrinsic polarization for the unresolved core nuclear source (8.6±18.6\pm1 per cent), with an E-vector perpendicular (PA=83.0\pm 2.3\degr) to the inner radio jet. Using five independent techniques we determine an extinction to the compact core source in the range 3<A_V<67 mag. An analysis of the long wavelength SED rules out a synchrotron origin for the high near-IR polarization of the compact core source. Therefore, scattering and dichroic extinction are plausible polarizing mechanisms, although in both of these cases the broad permitted lines from the AGN are required to have a width >10^4 km/s (FWHM) to escape detection in our near-IR spectrum. Dichroic extinction is the most likely polarization mechanism because it is consistent with the various available extinction estimates. In this case, a highly ordered, coherent toroidal magnetic field must be present in the obscuring structure close to the nucleus.Comment: 12 pages, 5 figures, accepted for publication in MNRA

    Severe sepsis: variation in resource and therapeutic modality use among academic centers

    BACKGROUND: Treatment of severe sepsis is expensive, often encompassing a number of discretionary modalities. The objective of the present study was to assess intercenter variation in resource and therapeutic modality use in patients with severe sepsis. METHODS: We conducted a prospective cohort study of 1028 adult admissions with severe sepsis from a stratified random sample of patients admitted to eight academic tertiary care centers. The main outcome measures were length of stay (LOS; total LOS and LOS after onset of severe sepsis) and total hospital charges. RESULTS: The adjusted mean total hospital charges varied from 69429toUS69 429 to US237 898 across centers, whereas the adjusted LOS after onset varied from 15.9 days to 24.2 days per admission. Treatments used frequently after the first onset of sepsis among patients with severe sepsis were pulmonary artery catheters (19.4%), ventilator support (21.8%), pressor support (45.8%) and albumin infusion (14.4%). Pulmonary artery catheter use, ventilator support and albumin infusion had moderate variation profiles, varying 3.2-fold to 4.9-fold, whereas the rate of pressor support varied only 1.92-fold across centers. Even after adjusting for age, sex, Charlson comorbidity score, discharge diagnosis-relative group weight, organ dysfunction and service at onset, the odds for using these therapeutic modalities still varied significantly across centers. Failure to start antibiotics within 24 hours was strongly correlated with a higher probability of 28-day mortality (r(2 )= 0.72). CONCLUSION: These data demonstrate moderate but significant variation in resource use and use of technologies in treatment of severe sepsis among academic centers. Delay in antibiotic therapy was associated with worse outcome at the center level

    MEMS Mega-pixel Micro-thruster Arrays for Small Satellite Stationkeeping

    Small satellites flying in clusters require periodic “stationkeeping” to keep them in place. The required impulse is very small – the goal is not to keep the individual satellites in rigid formation, but only to keep them in well-defined orbitals with respect to one another. The necessary impulse, therefore, is only the amount needed to overcome the difference in drag between the most-affected and the least-affected satellites in the cluster. Estimates are that the differential drag can be overcome by providing ~1 mNsec (micro-Newton second) to ~1 mN sec (milli-Newton second) every 10 to 100 seconds throughout each satellite’s mission. The system we are developing will do that. The thrusters have very low power and energy thresholds for ignition (~10 mWatts, ~100 μJoules), and no moving parts so they are expected to be highly reliable.     Diversity of Phylogenetic Information According to the Locus and the Taxonomic Level: An Example from a Parasitic Mesostigmatid Mite Genus

    Molecular markers for cladistic analyses may perform differently according to the taxonomic group considered and the historical level under investigation. Here we evaluate the phylogenetic potential of five different markers for resolving evolutionary relationships within the ectoparasitic genus Dermanyssus at the species level, and their ability to address questions about the evolution of specialization. COI provided 9–18% divergence between species (up to 9% within species), 16S rRNA 10–16% (up to 4% within species), ITS1 and 2 2–9% (up to 1% within species) and Tropomyosin intron n 8–20% (up to 6% within species). EF-1α revealed different non-orthologous copies within individuals of Dermanyssus and Ornithonyssus. Tropomyosin intron n was shown containing consistent phylogenetic signal at the specific level within Dermanyssus and represents a promising marker for future prospects in phylogenetics of Acari. Phylogenetic analyses revealed that the generalist condition is apomorphic and D. gallinae might represent a complex of hybridized lineages. The split into hirsutus-group and gallinae-group in Dermanyssus does not seem to be appropriate based upon these results and D. longipes appears to be composed of two different entities
