    From Irrational to Non-Unitary: on the Haffnian and Haldane-Rezayi wave functions

    We study the Haffnian and Haldane-Rezayi quantum Hall wave functions and their quasihole excitations by means of their `root configurations', and point out a close connection between these seemingly different states. For both states, we formulate a `generalized Pauli-principle', which allows to count the degeneracies of these states.     Bond, Jinxed Bond: Advocating for the Repeal of the Statutory Ban on Federal Review of Discretionary Bond Determinations Under 8 U.S.C. § 1226(e)

    On average, the government detained a daily population of 19,416 noncitizens in fiscal year 2021. Of the 22,712 bond hearings immigration courts held during this same period, judges denied bond in sixty-nine percent of the cases. Despite the fact that many of these individuals could spend months or even years in detention, the decision of whether to detain belongs exclusively to the Executive Branch, and usually a single immigration judge, without opportunity for judicial review. Consequently, the lack of opportunity to contest the immigration judges’ decisions in federal court has in part led to the prolonged detention of thousands of noncitizens by the United States government who are otherwise eligible for release. This Note demonstrates that the current detention scheme, including bond hearings, disadvantages noncitizens by presuming and favoring detention. Consequently, this Note argues that to ensure a fair bond hearing and reduce the number of detained noncitizens, Congress should permit federal review of immigration judges’ discretionary custody decisions by repealing the jurisdiction stripping statute of 8 U.S.C. § 1226(e)

    Spin Fluctuations and the Pseudogap in Organic Superconductors

    We show that there are strong similarities in the spin lattice relaxation of non-magnetic organic charge transfer salts, and that these similarities can be understood in terms of spin fluctuations. Further, we show that, in all of the kappa-phase organic superconductors for which there is nuclear magnetic resonance data, the energy scale for the spin fluctuations coincides with the energy scale for the pseudogap. This suggests that the pseudogap is caused by short-range spin correlations. In the weakly frustrated metals k-(BEDT-TTF)_2Cu[N(CN)_2]Br, k-(BEDT-TTF)_2Cu(NCS)_2, and k-(BEDT-TTF)_2Cu[N(CN)_2]Cl (under pressure) the pseudogap opens at the same temperature as coherence emerges in the (intralayer) transport. We argue that this is because the spin correlations are cut off by the loss of intralayer coherence at high temperatures. We discuss what might happen to these two energy scales at high pressures, where the electronic correlations are weaker. In these weakly frustrated materials the data is well described by the chemical pressure hypothesis (that anion substitution is equivalent to hydrostatic pressure). However, we find important differences in the metallic state of k-(BEDT-TTF)_2Cu_2(CN)_3, which is highly frustrated and displays a spin liquid insulating phase. We also show that the characteristic temperature scale of the spin fluctuations in (TMTSF)_2ClO_4 is the same as superconducting critical temperature, which may be evidence that spin fluctuations mediate the superconductivity in the Bechgaard salts.Comment: 7 pages, 4 figures; to appear in PR

    A Wire Position Monitor System for the 1.3 GHZ Tesla-Style Cryomodule at the Fermilab New-Muon-Lab Accelerator

    The first cryomodule for the beam test facility at the Fermilab New-Muon-Lab building is currently under RF commissioning. Among other diagnostics systems, the transverse position of the helium gas return pipe with the connected 1.3 GHz SRF accelerating cavities is measured along the ~15 m long module using a stretched-wire position monitoring system. An overview of the wire position monitor system technology is given, along with preliminary results taken at the initial module cool down, and during further testing.     On a class of algebro-geometric solutions to the Ernst equation

    We discuss a class of solutions to the Ernst equation in terms of theta functions with characteristics. We show that it is necessary to take into account a phase factor, which arises from a shift by a lattice vector, and impose conditions on the characteristics of the theta functions in order for the presented function to solve the Ernst equation for all the considered parameters
