Mobilising Urban Policies: The Policy Transfer of US Business Improvement Districts to England and Wales
This paper examines the ways in which policies are transferred between places: how they are disembedded from, and re-embedded into, new political, economic and social contexts. To do this, the paper will draw upon a case study of the transfer of Business Improvement Districts (BIDs) from the US to England and Wales. Within this, the paper demonstrates how they were a response to fiscal problems facing city-centre management in England and Wales; how US BIDs were socially constructed as `successful' and `transferable'; and how the BID `model' was reshaped prior to and following its rolling-out in England and Wales. The paper concludes by stressing six wider conceptual points about the nature of urban policy transfer
Identification of Srp9 as a febrile seizure susceptibility gene
Objective: Febrile seizures (FS) are the most common seizure type in young children. Complex FS are a risk factor for mesial temporal lobe epilepsy (mTLE). To identify new FS susceptibility genes we used a forward genetic strategy in mice and subsequently analyzed candidate genes in humans. Methods: We mapped a quantitative trait locus (QTL1) for hyperthermia-induced FS on mouse chromosome 1, containing the signal recognition particle 9 (Srp9) gene. Effects of differential Srp9 expression were assessed in vivo and in vitro. Hippocampal SRP9 expression and genetic association were analyzed in FS and mTLE patients. Results: Srp9 was differentially expressed between parental strains C57BL/6J and A/J. Chromosome substitution strain 1 (CSS1) mice exhibited lower FS susceptibility and Srp9 expression than C57BL/6J mice. In vivo knockdown of brain Srp9 reduced FS susceptibility. Mice with reduced Srp9 expression and FS susceptibility, exhibited reduced hippocampal AMPA and NMDA currents. Downregulation of neuronal Srp9 reduced surface expression of AMPA receptor subunit GluA1. mTLE patients with antecedent FS had higher SRP9 expression than patients without. SRP9 promoter SNP rs12403575(G/A) was genetically associated with FS and mTLE. Interpretation: Our findings identify SRP9 as a novel FS susceptibility gene and indicate that SRP9 conveys its effects through endoplasmic reticulum (ER)-dependent synthesis and trafficking of membrane proteins, such as glutamate receptors. Discovery of this new FS gene and mechanism may provide new leads for early diagnosis and treatment of children with complex FS at risk for mTLE
Arenas, arena architecture and the impact on location desirability: the case of `Olympic Arenas' in Prenzlauer Berg, Berlin
This paper investigates impacts of three multifunctional sports arenas situated in Berlin-Prenzlauer Berg, Germany, employing highly disaggregated data on land values. The three arenas, their architecture and location within the city were explicitly designed to contribute to revitalisation of their economically deprived neighbourhoods. A difference-in-differences approach is employed to check for structural breaks in development of land values within areas of potential impact. The results suggest that arenas emanate positive externalities that improve location desirability in their neighbourhoods. However, evidence also supports concerns that the negative external effects of arenas may adversely affect neighbourhoods, when not addressed appropriately during planning

The Effect of Community Gardens on Neighboring Property Values
Cities across the United States that have considerable vacant land are debating whether to foster community gardens on that land, while cities with land shortages are debating when to replace gardens with other uses. Meanwhile, many cities are looking for new ways to finance green spaces. Little empirical evidence about the neighborhood impacts of community gardens is available, however, to inform the debate or to help cities design financing schemes. This article estimates the impact of community gardens on neighborhood property values, using rich data for New York City and a difference-in-difference specification of a hedonic regression model. We find that gardens have significant positive effects, especially in the poorest neighborhoods. Higher-quality gardens have the greatest positive impact. Employment, Social Mobility and Neighbourhood Effects: The Case of Sweden
In science and in society at large, there is a big debate going on about the existence and potential impact of 'neighbourhood effects'. The dominant question is: does the social composition of the neighbourhood have specific positive or negative effects on the career prospects of those who are living there? We seek to contribute to this debate by investigating the relationship between individual social mobility and the social composition of the residential environment. For that purpose we analysed new longitudinal Swedish data, which is available at the individual level. We particularly focused our attention on the employment careers of individuals in relation to the levels of employment or unemployment in their individual environments. Environment effects on social mobility were isolated, controlling for relevant variables that were available at the individual level. We were also able to control for changes in the environments over time. Individual longitudinal data could be used over the period 1991-9. The analyses revealed that their environment appears to have a moderate yet clear impact on the employment prospects of unemployed individuals. The academic relevance of the article is in its contribution to the theoretical underpinnings of the human-environment relationship; the societal relevance is to the area-based policies and the housing policies aimed at social mixing, which are currently being developed in many places in the Western world.
