Management Practices and Effectiveness of Universities at Lifelong Learning Realization
The article is devoted to the consideration of organizational mechanisms and practices. They contribute to increasing the role of higher education organizations in the implementation of lifelong learning programs and ensure the financial stability of organizations. Within the frame of the article, the data of the “New Opportunities for Everyone” federal project realization collected during a survey of university leaders were analyzed. Heads of lifelong learning programmes departments of 51 universities, realized the federal project, have been participating in the survey, as well as over 15.3 thousand students who provided a description of the qualitative characteristics of the educational services and programmes.The results of survey showed that the number of students participating in lifelong learning programmes at universities increase, as well as the profitability of the programmes potentially depends on management solutions: implementation of a strategy for the lifelong learning programmes development, the university’s participation in federal projects and programmes, implementation of new programmes offered (orientation on different target groups, training the corporate groups, the introduction of online modules and digitalization of programs, initiating the programmes for the development of supra-professional and digital skills), digitalization of lifelong learning programmes and use the network forms of cooperation, taking into account the specialists’ skills needed for employers, expanding relations with enterprises and business partners in the region.The authors of the article formulated proposals and recommendations for the lifelong learning programmes development in regional universities, taking into account the needs of employees, the needs of the real sector of the economy, the financial and economic effectiveness of educational service
Lifelong Learning in the System of Higher Education: the State of the Problem and the Strategy of Integrating Educational Activities and Research
The authors of this article consider the current situation of lifelong learning education in leading Russian universities and define some possible strategies for integrating scientific research with educational activities. The empirical bases were: 1) statistical data on the activities of educational institutions of higher education (N = 1180), 2) dataset of monitoring the activities of universities participating in the federal academic leadership programme “Priority-2030”, 3) dataset of a survey of heads of centers for further vocational education in Russian universities (N = 450) as part of the Project “Monitoring of education markets and organizations (MEMO)”. The authors identified strategies for combining scientific and educational activities for lifelong learning programs at universities in the interests of the development of individual consumers, enterprises and branches of the national economy. The authors also found that universities take into account the social needs of society and the preferences of employers, but to a very small extent focus on transforming their scientific results into a new educational product for mass consumers. The significant focus of universities on research activities to a certain extent hinders the development and launch of new education programs, however, it is a group of research universities that demonstrates a higher cost of programs sold. The authors consider, how universities can be focused on working with the population or industry enterprises, integrating the research results into the modules of education programs, and stimulating an increase in the number of teachers combining research and teaching activities, at realizing the third University’s mission and taking into account the research grant volume

The article analyzes complementary professional education as it is today, considers the problems of social demand for such educational services in modern Russia. Besides, the author raises a number of disputable questions concerning the shift in the place and role of complementary professional education institutions in Russian educational system
Governmental Support of Lifelong Learning at Universities under the Federal Project ‘New Opportunities for Everyone’
Настоящая работа посвящена анализу государственной поддержки вузов, реализовавших в 2019 году программы непрерывного образования для взрослых граждан в рамках федерального проекта «Новые возможности для каждого». Цель исследования заключалась в выявлении взаимосвязи между результатами участия вузов в федеральном проекте и условиями развития системы непрерывного образования в регионах. Было проведено сопоставление данных о масштабах обучения граждан и привлечения средств на реализацию проекта с социально-экономическими показателями регионов.
Исследование показало, что государственная поддержка вузов в виде выделения субсидий стимулирует эти образовательные организации к дополнительному увеличению масштабов обучения взрослого населения за счет софинансирования со стороны реального сектора экономики. Для наращивания объемов обучения и привлечения внебюджетных средств вузы активно используют свой ранее приобретенный значительный опыт взаимодействия с работодателями. Установлено, что наиболее высокую активность в реализации программ дополнительного профессионального образования проявляют вузы, наименее ориентированные на научно-исследовательскую деятельность. В то же время активное участие образовательных организаций высшего образования в федеральном проекте свидетельствует о наличии у них заинтересованности в наращивании новой аудитории обучающихся. Посредством корреляционного анализа выявлена взаимосвязь между результатами реализации федерального проекта и социально-экономическими показателями развития субъектов Российской Федерации.
Предложены рекомендации по повышению эффективности мероприятий федерального проекта, которые могут быть использованы в ходе его дальнейшей реализации. Также сформулированы предложения по развитию системы непрерывного образования в университетах с фокусом на запросы региональных экономик.The article discusses state support for universities implementing lifelong education programs for adults in 2019 under the federal project «New Opportunities for Everyone». The aim of research was to identify the pattern of synergies between the outcomes of universities’ participation in the project and conditions for the development of the lifelong education system in regions. We compared the data on the scale of lifelong education and of the project’s funding with the socio-economic indicators of the Russian regions.
The study showed that state subsidies for higher education institutions encourage them to further increase the scale of adult education by raising co-funding from the real sector of the economy. To develop lifelong education and raise non-public funds, universities are actively using their previously acquired experience of interacting with employers. Universities that develop programs of additional vocational training most actively are those that are least focused on research activities. At the same time, universities’ willingness to participate in the federal project shows their interest in attracting new student audience. Our correlation analysis has revealed a relationship between the results of the federal project and socio-economic indicators of Russian regions.
The article offers recommendations for enhancing the efficiency of the federal project and for stimulating the development of lifelong learning system at universities with a focus on the needs of regional economies.Исследование выполнено на основе результатов Мониторинга реализации мероприятий федеральных проектов, программ, направленных на обновление работающими гражданами профессиональных компетенций, проводимого Национальным исследовательским университетом «Высшая школа экономики» по заказу Министерства науки и высшего образования Российской Федерации
