    Induced Traffic and its Treatment in the Evaluation of Motorway Projects

    The purpose of this paper is to define factors that influence the emergence of induced i.e. generated traffic for experts involved in highway feasibility studies. An explanation of the practical methods for forecasting generated traffic is done by reviewing international experiences in the relevant literature. Also, the idea underlying this paper is to explain the different treatments of generated traffic in evaluating highway projects with no tolls, which is based on socio-economic aspects versus the evaluation of highway projects with tolls, which is based on financial aspects. Finally, we propose that since it is hard to measure the economic benefits from indirect effects (in the evaluation of socio-economic aspects) the evaluators could determine the economic benefits of the generated traffic using the same procedure as for normal traffic.     Theoretical study has covered the advantages of utilization of highways for traffic of freight vehicles and road toll payment. The conclusion has been drawn that the utilization of highways for traffic of heavy vehicles appears indispensable and highly justifiable also in the conditions of road toll payment. In illustration of the structure of the traffic flow on the roads in Croatia, a detailed structure has been shown for the sections of the highway on the Zagreb-Prvča (near Nova Gradiška) route.</p

    The experience of major cities in Europe and in the worldhas influenced the dimensioning of the required capacities ofthe transportation means. Based on this knowledge, the criteriafor using individual modes and systems as well as types of transportationmeans were created. The increase in passenger flowsbeyond capacity margins has resulted in the introduction oftransportation means of higher capacities. The decision on thevery choice is made on the basis of an integral analysis of advantagesand drawbacks of individual modes and systems, includingin the decision-making process the current situation inthe traffic in the city with the evaluation of passenger flow valuesin the future. The size of the traffic demands in the City ofZagreb requires higher capacity transportation means, on thestandard rail system gauge, featuring much higher commercialspeed, reliability, comfort, safety in relation to the previoustransportation means. The decision about the mode and thesystem should be made as soon as possible

    The described sub-model is just one small segment of theTraffic Study of the City of Zagreb, in the development of whichnumerous foreign and national experts and institutions tookpart. After comprehensive collection and processing of inputdata, the traffic experts, using the software package "MVATRIPS" for the analysis and search for optimal solutions to theproblem of traffic system, provided the models of public urbantransit for the future.This paper describes the analysis and assessment of sub-models in road traffic assignment for the morning peak, afternoonpeak and average off-peak hours. The principles of assignmentprocedure have been described as well as the convergencetests. The following has been specified: the users categories,the public transit pre-load, and the passenger car unit(PC U). The key guideline in selecting the route is a generalisedformulation of costs presented in the paper. The procedures ofcalibration and the assessment of the finite model have alsobeen defined according to the screenline flows, link flows, andtravelling times. In the end, the summary is given of the basiccharacteristics of the finite travelling matrices
