Regional Lobbying in Brussels. A Case Study on the Mobilization of the Regional Offices on the ‘EU Strategy for the Baltic Sea Region'
Regional offices grow of more and more importance for the interest representation in Brussels. This study involves what determines if a region takes lobbying actions, what mobilization variables are important for the performance and what lobbying strategy is supposed to be the most successful. The study is a case study on the regional mobilization within the development of the ‘EU Strategy for the Baltic Sea Region’ and is based on empirical data gained by interviews with regional offices and Commission officials. Since there is usually a lack of theoretical backgrounds within lobbying, a theoretical framework with different lobbying strategies and several mobilization variables that determine these strategies was evolved. It turned out that the variables of representation, agenda setting and resources are the main influences for the different strategies, which is highly related to the decision making power of the region, the amount of partners established in the office and the interest in European issues at the home level. The main instrument used by the offices, a coalition, was not as successful as expected. a simple tool for the analysis of periodic cotyledon and leaf movement in Arabidopsis thaliana
Background The analysis of circadian leaf movement rhythms is a simple yet
effective method to study effects of treatments or gene mutations on the
circadian clock of plants. Currently, leaf movements are analysed using time
lapse photography and subsequent bioinformatics analyses of leaf movements.
Programs that are used for this purpose either are able to perform one
function (i.e. leaf tip detection or rhythm analysis) or their function is
limited to specific computational environments. We developed a leaf movement
analysis tool—PALMA—that works in command line and combines image extraction
with rhythm analysis using Fast Fourier transformation and non-linear least
squares fitting. Results We validated PALMA in both simulated time series and
in experiments using the known short period mutant sensitivity to red light
reduced 1 (srr1-1). We compared PALMA with two established leaf movement
analysis tools and found it to perform equally well. Finally, we tested the
effect of reduced iron conditions on the leaf movement rhythms of wild type
plants. Here, we found that PALMA successfully detected period lengthening
under reduced iron conditions. Conclusions PALMA correctly estimated the
period of both simulated and real-life leaf movement experiments. As a
platform-independent console-program that unites both functions needed for the
analysis of circadian leaf movements it is a valid alternative to existing
leaf movement analysis tools
A generic ensemble based deep convolutional neural network for semi-supervised medical image segmentation
Deep learning based image segmentation has achieved the state-of-the-art
performance in many medical applications such as lesion quantification, organ
detection, etc. However, most of the methods rely on supervised learning, which
require a large set of high-quality labeled data. Data annotation is generally
an extremely time-consuming process. To address this problem, we propose a
generic semi-supervised learning framework for image segmentation based on a
deep convolutional neural network (DCNN). An encoder-decoder based DCNN is
initially trained using a few annotated training samples. This initially
trained model is then copied into sub-models and improved iteratively using
random subsets of unlabeled data with pseudo labels generated from models
trained in the previous iteration. The number of sub-models is gradually
decreased to one in the final iteration. We evaluate the proposed method on a
public grand-challenge dataset for skin lesion segmentation. Our method is able
to significantly improve beyond fully supervised model learning by

Accumulation of Four Electrons on a Terphenyl (Bis)disulfide
The activation of N2, CO2 or H2O to energy-rich products relies on multi-electron transfer reactions, and consequently it seems desirable to understand the basics of light-driven accumulation of multiple redox equivalents. Most of the previously reported molecular acceptors merely allow the storage of up to two electrons. We report on a terphenyl compound including two disulfide bridges, which undergoes four-electron reduction in two separate electrochemical steps, aided by a combination of potential compression and inversion. Under visible-light irradiation using the organic super-electron donor tetrakis(dimethylamino)ethylene, a cascade of light-induced reaction steps is observed, leading to the cleavage of both disulfide bonds. Whereas one of them undergoes extrusion of sulfur to result in a thiophene, the other disulfide is converted to a dithiolate. These insights seem relevant to enhance the current fundamental understanding of photochemical energy storage
Pronounced mediastinal emphysema after restorative treatment of the lower left molar-a case report and a systematic review of the literature
This case report presents an iatrogenic induced mediastinal emphysema after restorative treatment of the lower left second molar, aimed to highlight the potential life-threatening consequences, and providing diagnostics and treatment concepts of complicated dental induced emphysema based on literature review. A 74-year-old female patient was admitted to the emergency department due to a fall on her shoulder. Additional finding was a significant swelling of the face and neck. In the computer tomography of the head, neck, and thorax, a humerus fracture and pronounced soft tissue emphysema from the infraorbital region to the mediastinum was detected. The patient reported that she had been treated by her dentist 4Â days earlier. The treatment had to be discontinued after beginning of a pronounced swelling. Other reasons for the emphysema could be excluded out on an interdisciplinary teamwork. The patient was monitored as an inpatient for 5Â days and received intravenous antibiotic therapy. This case report shows the rare complication of pronounced mediastinal emphysema after root canal treatment. Emphysema should always be a differential diagnosis of soft tissue swelling and, in case of doubt, a general medical presentation should be made
Prevalence of RT-qPCR-detected SARS-CoV-2 infection at schools: First results from the Austrian School-SARS-CoV-2 prospective cohort study.
BACKGROUND: The role of schools in the SARS-CoV-2 pandemic is much debated. We aimed to quantify reliably the prevalence of SARS-CoV-2 infections at schools detected with reverse-transcription quantitative polymerase-chain-reaction (RT-qPCR). METHODS: This nationwide prospective cohort study monitors a representative sample of pupils (grade 1-8) and teachers at Austrian schools throughout the school year 2020/2021. We repeatedly test participants for SARS-CoV-2 infection using a gargling solution and RT-qPCR. We herein report on the first two rounds of examinations. We used mixed-effects logistic regression to estimate odds ratios and robust 95% confidence intervals (95% CI). FINDINGS: We analysed data on 10,734 participants from 245 schools (9465 pupils, 1269 teachers). Prevalence of SARS-CoV-2 infection increased from 0·39% at round 1 (95% CI 028-0·55%, 28 September-22 October 2020) to 1·39% at round 2 (95% CI 1·04-1·85%, 10-16 November). Odds ratios for SARS-CoV-2 infection were 2·26 (95% CI 1·25-4·12, P = 0·007) in regions with >500 vs. ≤500 inhabitants/km2, 1·67 (95% CI 1·42-1·97, P<0·001) per two-fold higher regional 7-day community incidence, and 2·78 (95% CI 1·73-4·48, P<0·001) in pupils at schools with high/very high vs. low/moderate social deprivation. Associations of regional community incidence and social deprivation persisted in a multivariable adjusted model. Prevalence did not differ by average number of pupils per class nor between age groups, sexes, pupils vs. teachers, or primary (grade 1-4) vs. secondary schools (grade 5-8). INTERPRETATION: This monitoring study in Austrian schools revealed SARS-CoV-2 infection in 0·39%-1·39% of participants and identified associations of regional community incidence and social deprivation with higher prevalence. Treatment outcome of IDH1/2 wildtype CNS WHO grade 4 glioma histologically diagnosed as WHO grade II or III astrocytomas
Background
Isocitrate dehydrogenase (IDH)1/2 wildtype (wt) astrocytomas formerly classified as WHO grade II or III have significantly shorter PFS and OS than IDH mutated WHO grade 2 and 3 gliomas leading to a classification as CNS WHO grade 4. It is the aim of this study to evaluate differences in the treatment-related clinical course of these tumors as they are largely unknown.
Methods
Patients undergoing surgery (between 2016–2019 in six neurosurgical departments) for a histologically diagnosed WHO grade 2–3 IDH1/2-wt astrocytoma were retrospectively reviewed to assess progression free survival (PFS), overall survival (OS), and prognostic factors.
Results
This multi-center study included 157 patients (mean age 58 years (20–87 years); with 36.9% females). The predominant histology was anaplastic astrocytoma WHO grade 3 (78.3%), followed by diffuse astrocytoma WHO grade 2 (21.7%). Gross total resection (GTR) was achieved in 37.6%, subtotal resection (STR) in 28.7%, and biopsy was performed in 33.8%. The median PFS (12.5 months) and OS (27.0 months) did not differ between WHO grades. Both, GTR and STR significantly increased PFS (P < 0.01) and OS (P < 0.001) compared to biopsy. Treatment according to Stupp protocol was not associated with longer OS or PFS compared to chemotherapy or radiotherapy alone. EGFR amplification (P = 0.014) and TERT-promotor mutation (P = 0.042) were associated with shortened OS. MGMT-promoter methylation had no influence on treatment response.
Conclusions
WHO grade 2 and 3 IDH1/2 wt astrocytomas, treated according to the same treatment protocols, have a similar OS. Age, extent of resection, and strong EGFR expression were the most important treatment related prognostic factors
Sensitivity and specificity of the antigen-based anterior nasal self-testing programme for detecting SARS-CoV-2 infection in schools, Austria, March 2021.
This study evaluates the performance of the antigen-based anterior nasal screening programme implemented in all Austrian schools to detect SARS-CoV-2 infections. We combined nationwide antigen-based screening data obtained in March 2021 from 5,370 schools (Grade 1-8) with an RT-qPCR-based prospective cohort study comprising a representative sample of 244 schools. Considering a range of assumptions, only a subset of infected individuals are detected with the programme (low to moderate sensitivity) and non-infected individuals mainly tested negative (very high specificity)
