The Voice of Civil Society Organisations in Georgia's Climate Policy

Ambitious climate protection is a complex challenge and task for society as a whole which requires the interaction of a wide range of actors. Civil society organisations (CSOs) play a crucial role in shaping the national climate policy framework and its implementation. They are a constructive driving force in the transformation process, bringing the needs and interests of local people into national and international discourse. International agreements and national laws require their participation in environmental decision-making processes. But which opportunities do Georgian CSOs currently have to participate in national climate policy? This article analyses opportunities for and barriers to participation in climate political decision-making, for example during the update of Georgia's National Determined Contribution (NDC), and gives recommendations on how the involvement could be improved in the future

Chancen und Grenzen der Beteiligung der Zivilgesellschaft an der nationalen Klimapolitik der Ukraine

Mit der Ratifizierung des Pariser Abkommens hat sich die Ukraine dazu verpflichtet, sich nationale Klimaziele zu setzen, die mit dem 1,5-Grad-Ziel in Einklang stehen. In diesem Prozess spielen ukrainische Nichtregierungsorganisationen (NGOs) eine entscheidende Rolle, denn sie engagieren sich für die notwendige Ambitionssteigerung und versuchen, die Politik dahingehend zu beeinflussen. Einige aktuelle Beispiele zeigen, dass NGOs bereits in die Entwicklung bestimmter klimabezogener Strategien, Programme und Pläne einbezogen werden und von einigen unterstützenden Strukturen profitieren. Es gibt jedoch noch viel Verbesserungspotenzial auf dem Weg zu einer tatsächlich partizipatorischen Klimapolitik

Participation of Civil Society in Georgia’s Climate Policy

The topic of the issue is “Participation of Civil Society in Georgia’s Climate Policy”. Firstly, Giorgi Mukhigulishvili provides an overview of the current national climate policy as described in the Nationally Determined Contribution document (national climate goals formulated to achieve the targets of the Paris Agreement). Secondly, based on the requirement that participation of civil society is required within the development of such documents, Larissa Donges and Mikheil Kurdadze examine how participation rights are being implemented in practice. Thirdly, Anna Samwel and Ana Muradashvili add a different perspective to this issue, namely the question of why gender matters in climate policies.Das Thema der Ausgabe lautet „Die Beteiligung der Zivilgesellschaft an der Klimapolitik von Georgien“. Zunächst gibt Giorgi Mukhigulishvili einen Überblick über die aktuelle nationale Klimapolitik, wie sie im Dokument „Nationally Defined Contribution“ (national festgelegter Beitrag gemäß dem Pariser Klimaabkommen) beschrieben ist. Zweitens untersuchen Larissa Donges und Mikheil Kurdadze die Umsetzung von Beteiligungsrechten in der Praxis, ausgehend von der Forderung, die Zivilgesellschaft an der Entwicklung solcher Dokumente zu beteiligen. Drittens beleuchten Anna Samwel und Ana Muradashvili dieses Thema unter einem weiteren Gesichtspunkt: Die Frage, warum Gender in der Klimapolitik eine Rolle spielt.ISSN:1867-932
