Regional structures and employment perspectives for the trades

Den Ausgangspunkt für das Forschungsprojekt Regionale Strukturen und Beschäftigungsperspektiven im Handwerk bildete die auf Praxis-Erfahrungen gestützte Überlegung, dass der Wirtschaftsbereich Handwerk trotz einer großen regionalwirtschaftlichen und beschäftigungspolitischen Bedeutung sowohl in der regionalen Strukturpolitik als auch bei kommunaler und regionaler Wirtschaftsförderung einen relativ geringen Stellenwert hat. Ein daraus abgeleitetes Ziel des umsetzungsorientierten Teils der Untersuchung in der Region Stuttgart war es, "das Handwerk bei der Regionalpolitik und bei der Wirtschaftsförderung stärker ins Spiel bringen!" Zu diesem Zwecke wurden regionalspezifische Ansatzpunkte für handwerksbezogene Regionalpolitik eruiert und regionale Handlungsfelder zur beschäftigungswirksamen Stabilisierung und Förderung des Handwerks ermittelt. Zuvor ging es beim analytischen Teil des Forschungsprojekts vor allem um die empirische Untersuchung von regionalen Strukturen der Handwerkswirtschaft und ihrer Entwicklung, um die Analyse von Entwicklungstrends, Veränderungsdynamiken, Potenzialen und Risiken für die Handwerkswirtschaft sowie um die vergleichende Analyse der Entwicklung der Handwerkswirtschaft mit der Gesamtwirtschaft im Kontext des sozioökonomischen Strukturwandels. Dabei kam ein Methodenmix zum Zuge. Aus der sekundärstatistischen Analyse von regionalen Beschäftigungsstrukturen und der Entwicklung der Handwerkswirtschaft insbesondere in der Region Stuttgart sowie aus darauf aufbauenden Expertengesprächen wurden folgende handwerksbezogene regionalpolitische Handlungsfelder abgeleitet: (1) Weiterbildung im Handwerk, (2) Innovationen und ihre Markterschließung durch das Handwerk, (3) Image und Attraktivität des Handwerks für Auszubildende, (4) Unternehmenskooperationen und Netzwerke im Handwerk. In der zweiten, umsetzungsorientierten Phase wurden ausgewählte regionale Handlungsfelder exemplarisch konkretisiert und gemeinsam mit regionalen Akteuren in der Region Stuttgart weiterverfolgt. Dabei galt dem innovationsorientierten Handlungsfeld ein Hauptaugenmerk. Im Anwendungsfeld Solartechnik wurde der Erarbeitungsprozess eines Wirtschaftsförderungskonzepts initiiert und begleitet. Über die thematischen Handlungsfelder hinaus wurde für die regionale Ebene eine konzeptionell und strategisch orientierte Befassung mit der Handwerkswirtschaft angeregt - z. B. mit Hilfe des Instruments "REK Handwerk" (Regionales Entwicklungskonzept Handwerk).The starting point for the research project "regional structures and employment perspectives for the trades" was the consideration, based on field experience, that even though the trade sector of the economy has great regional economic and employment political importance, it is underrepresented in regional structural policies as well as in municipal and regional economic growth programs. A deduced goal for the implementation-oriented section of the research was to increase the importance of the trades in regional politics as well as in economic growth policies. For that purpose specific approaches for trades-oriented regional policies had to be identified. Furthermore regional initiatives, which would stabilize employment numbers and strengthen the trades, had to be determined. In the analytical section of the research project priority was given to the empirical examination of regional structures within the trades and the development of such. Further relevant was the analysis of development trends, the dynamics of change, the potentials and risks for the trades as well as the comparative analysis of the development of the trades with the total economy in context of the shifting socio-economic structure. For this a combination of methods was utilized. The secondary statistical analysis of regional employment structures and the development of the trades industry, in particular within the region Stuttgart, augmented by interviews with experts provided the following trades specific, regionally oriented policy parameters: (1) further training and education in the trades, (2) innovations and their utilization for the marketplace by the trades, (3) a positive image and attractive appeal of the trades for trainees, (4) cooperative ventures between companies and networking within the trades. In the second stage, oriented towards implementation, selected policy parameters for the region Stuttgart were exemplified and then further explored with the cooperation of stakeholders in the region. Special attention was given to the innovation-oriented policy parameter. In the field of solar technology an economic stimuli program was initiated, conceptualized and participated in. Aside from the example subjects, a conceptual and strategy oriented course of action with the trades was initiated on a regional level, for example by utilizing the "REK Handwerk" (Regionales Entwicklungskonzept Handwerk / regional development program for the trades)

Die Perspektiven vieler Automobilzulieferer sind im Zeichen der Transformation unsicher geworden. Die Elektrifizierung des Antriebsstrangs wird forciert und der Pkw-Absatz verschiebt sich schneller als erwartet zu batterieelektrischen Fahrzeugen. Eine Neuorientierung auf Produkte jenseits des Verbrenners ist für Zulieferer zur Notwendigkeit geworden. An den Standorten geht es darum, den Fade-out konventioneller Produkte mit dem Fadein neuer Produkte zu koordinieren und die Beschäftigten dabei mitzunehmen. Ein wichtiges Handlungsfeld für Mitbestimmungsträger ist das Einfordern nachhaltiger Standortstrategien
