In search of gender differences in access to continuing training: Is there a gender training gap and if yes, why?
Gender differences in access to continuing training are often argued to be a central cause of persisting gender inequalities in occupational attainment. Yet, existing empirical work has presented rather mixed evidence regarding a potential gender gap. With the aim to gain a better understanding of the mechanisms underlying training participation, this paper carries out an empirical test of the central theoretical models commonly used to explain the (alleged) gender gap. Using data from the European Social Survey, we find that working men are more likely to train than working women, controlling for worker and job characteristics. Moreover, common theoretical approaches to understanding gendered training behaviour show some explanatory power for male workers, while they largely fail to predict women's training incidence. -- Geschlechterunterschiede im Zugang zu beruflicher Weiterbildung gelten weiterhin als wichtige Ursache weiter bestehender Ungleichheiten zwischen den Geschlechtern in Bezug auf deren Chancen am Arbeitsmarkt und deren beruflichen Erfolg. Allerdings schaffen empirische Studien bis dato keine Klarheit darĂŒber, ob bzw. welche Geschlechterunterschiede im Weiterbildungsverhalten tatsĂ€chlich bestehen. Die vorliegende Analyse untersucht, auf Basis harmonisierter Survey-Daten des European Social Survey 2004, berufsbezogene WeiterbildungsaktivitĂ€ten in Europa und testet eine Reihe von mikroökonomischen und soziologischen Theorien (z.B. Humankapitaltheorie, Geschlechtersegregation am Arbeitsmarkt, Diskriminierung durch den Arbeitgeber etc.), die hĂ€ufig zur ErklĂ€rung von Geschlechterunterschieden in der Teilnahme an Weiterbildung herangezogen werden. Der Beitrag untersucht die Mechanismen, die einem potenziell geschlechtsspezifischen Teilnahmeverhalten an beruflicher Weiterbildung zugrunde liegen. Die Ergebnisse der Analyse zeigen, dass mĂ€nnliche Arbeitnehmer, ceteris paribus, hĂ€ufiger an berufsbezogener Weiterbildung teilnehmen als weibliche Arbeitnehmer. Als Fazit kann festgestellt werden, dass die vorherrschenden theoretischen AnsĂ€tze mehr ErklĂ€rungskraft fĂŒr das Weiterbildungsverhalten von MĂ€nnern als fĂŒr jenes von Frauen haben. Vor allem in Bezug auf weibliches Weiterbildungsverhalten bei PrĂ€senz von Betreuungspflichten fĂŒr kleine Kinder zeigen sich vorherrschende ErklĂ€rungsmodelle als wenig valid.

International Mediation : A Specific Diplomatic Tool For Emerging Countries ?
It is widely acknowledged that emerging countries are characterised by active
foreign policies. This article intends to shed light on a specific and unaddressed domain of
emerging countriesâ foreign policies by reflecting on the use of international mediation. Two
major questions will be addressed. Has international mediation become a âniche diplomacyâ
for emerging countries, meaning that mediation is particularly targeted for diplomatic activity?
Do emerging countries really develop specific mediation strategies in comparison to
developed countries?
By studying international mediation at the conceptual and practical levels and in relation
with the countriesâ foreign policy goals, this work will show that Turkey stands out for having
gone further in making international mediation a âniche diplomacyâ, with an evident will to
institutionalise this practice. South Africa, Brazil and China use this non-coercive tool on a
more ad hoc basis â even if with a varied frequency â while India is not yet involved in this
field of activity. It will also highlight the fact that emerging countries have so far not brought
about substantial change in the practice of mediation. Where the specificity of emerging
countriesâ approach is more evident is in the mediating role they intend to play, on a more
global scale, between the developed and the developing world

Les dilemmes territoriaux d'Israël
Le grand historien du peuple Juif, Simon Doubnov, qui fut assassinĂ© en 1941 lors de la liquidation du ghetto de Riga, avait isolĂ© trois stades successifs dans la formation des types nationaux. Le premier qualifiĂ© par lui, de racial, caractĂ©rise les communautĂ©s ethniques soudĂ©es par des liens biologiques et unis par des convergences culturelles (croyances, conceptions du monde et surtout, langue). Lui succĂšde le stade politico-territorial oĂč apparaĂźt un pouvoir organisĂ© (Ătat) qui, en instaurant une certaine discipline sociale, unifie politiquement le peuple qui est soumis Ă son autoritĂ© et le dote d'une conscience nationale partagĂ©e. Reste l'Ă©tape ultime du dĂ©veloppement national : quand, malgrĂ© la perte de son indĂ©pendance politique et de sa terre natale, un peuple continue de subsister, il a atteint le stade suprĂȘme de la nation spirituelle oĂč l'unitĂ© nationale tient grĂące au ciment d'une culture commune. La mobilisation du religieux dans le conflit israélo-arabe
La confrontation judĂ©o-arabe, en Palestine, est Ă©minemment politique, cela nâimplique nullement que le religieux nây a pas une part, une part changeante certes, mais indĂ©niable. La dispute porte sur la Terre sainte, un lieu auquel les trois monothĂ©ismes sont attachĂ©s et met aux prises des Juifs et des Arabes (en majoritĂ© musulmans) qui, pour nombre dâentre eux, ont une proximitĂ© avec leur religion respective Ă la fois comme pratique et comme croyance. En soi cette identification religieuse est neutre, elle ne produit des effets que dans certains contextes historiques, lorsquâelle se trouve mobilisĂ©e politiquement par des acteurs. Elle peut alors donner naissance Ă des « nationalismes religieux » - dans lesquels la visĂ©e nationale est totalement subsumĂ©e sous le projet religieux. Elles entretiennent du cĂŽtĂ© juif comme musulman des logiques dâabsolu qui empĂȘchent alors lâĂ©mergence de tout compromis.The Judeo-Arab conflict in Palestine is eminently political; this in no way denies the part played by religion, which has a changing, but undeniable role. The dispute is over the Holy Land, a place that the three monotheisms are highly attached to and opposes Jews and Arabs (mostly Muslims) who, for the most part, are closely tied to their respective religions both as a practice and as a belief. In itself, this religious identification is neutral; it only has an impact in certain historical contexts, when it is turned into a political movement by people. It can then give rise to âreligious nationalismsâ â in which the nation as an objective is entirely subsumed under the religious agenda. Il y a prĂšs de trente ans, au sortir de la guerre de Kippour, Nahum Goldmann, un homme exceptionnel qui joua, souvent dans lâombre, un rĂŽle dĂ©cisif dans la crĂ©ation de lâĂtat juif, publiait sous ce titre une mise en garde contre lâimpasse dans laquelle sâenfermait lâĂtat dâIsraĂ«l.
