Internationale Aktivitaeten und Erfahrungen im Bereich der Offshore-Windenergienutzung

Current activities in the area of offshore wind energy are being made only in the European Community in the form of concrete plans or as projects. Denmark and Sweden began as pioneers in the setting up of offshore wind parks along their coast in the Baltic Sea. As a world-wide first, Denmark saw the practicality of offshore wind energy as a way of reducing the emission of CO_2 and opening new doors in the wind energy branch. Essential is not to name the ambitious goals, but that at the designated suitable regions, pilot projects are implemented therefore initiating extensive research and development projects. Our European neighbours have shown us through their own experience what great potential and underlying dynamic offshore wind energy has. The development of projects can be given with confidence to private sector, if however the main consensus from promoters and environmentalists is desired, then in this instance the governmental participation as a guide would be desirable. Weiterer Ausbau der Windenergienutzung im Hinblick auf den Klimaschutz. T. 1

Wesentliches Ziel des Forschungsvorhabens ''Weiterer Ausbau der Windenergienutzung im Hinblick auf den Klimaschutz'' ist die Analyse der bisherigen Entwicklung der Windenergie, die Bestandsaufnahme der derzeitigen Situation und eine Beurteilung einer zukuenftigen Entwicklung der Offshore-Windenergienutzung in Deutschland. Wichtiger Gegenstand von Analyse und Bestandsaufnahme sind Konflikte mit dem Naturschutz, insbesondere Avifauna, und eine moegliche Belastung der Bevoelkerung. Um in Deutschland auch in Zukunft Flaechen fuer die Windenergienutzung bereitstellen zu koennen, gewinnt die Offshore-Windenergienutzung auch in Deutschland immer groessere Aufmerksamkeit. Ergebnisse einer Analyse des Festlandbereiches aus der Sicht des Natur- und Umweltschutzes sind daher beim zukuenftigen Ausbau des Offshore-Bereiches zu beruecksichtigen. Aufgabe des Forschungsvorhabens ist es, Vorschlaege zu erarbeiten, die oekologischen Bedenken gegen die Windenergienutzung Rechnung tragen und darstellen, wie auftretende Hemmnisse fuer eine umwelt-, natur- und landschaftsvertraegliche Nutzung der Windenergie abgebaut werden koennen. Um eine Bewertung der zukuenftig zu erwartenden Entwicklung der Windenergienutzung Offshore zu ermoeglichen und Planungserfordernisse und Zielsetzung der Genehmigungen zu erarbeiten, wurden im Rahmen eines zweiten Workshops Informationen der derzeitigen Offshore-Windenergieplanungen gesammelt und gleichzeitig einem Fachpublikum zugaenglich gemacht werden. (orig.)The main goals of the research project '' Further expanding the utilization of wind energy with regard to protecting the climate'' are to analyse the development of wind energy up today, assessing the present situation and assessing the future development of the offshore utilization of wind energy in Germany. An important subject of the analyses and assessments are conflicts with nature protection, especially the avifauna and a possible pollution caused to the people. In order to be able to provide areas for utilizing wind energy also in the future in Germany, the offshore utilization of wind energy is given more and more attention. Therefore, the results of an analysis of the continental area from the viewpoint of protecting nature and environment have to be taken into consideration when expanding the offshore area in the future. It is the task of the research project to work out proposals taking in to consideration the ecological concerns against wind energy and showing how to overcome hindrances on the way to utilizing wind energy without harming the environment, nature and landscape.
