    In his important and provocative book, The Good Citizen, Michael Schudson argues that there have been four distinct eras of American civic life, each characterized by a different model of citizenship. In the first era, roughly corresponding to the eighteenth and early nineteenth centuries, citizens deferred to the leadership of political elites, and civic responsibility consisted mainly of affirming the legitimacy of this ruling caste. In the second era, in place throughout the remainder of the nineteenth century, citizens played a more central role, though one orchestrated by strong local party organizations that mobilized the masses through patronage, entertainment, and other individual, material rewards rather than through detailed appeals to ideology or issues

    In a letter to W. T. Barry, James Madison wrote that a popular government, without popular information or the means of acquiring it, is but a prologue to a farce or a tragedy, or perhaps both. Much like Madison\u27s words to Barry, the title of this book Communicating Politics: Engaging the Public in Democratic Life-is based on two principal assumptions: that an informed public is crucial to democracy; and that the key to assuring such a public is the availability of engaging yet informative and accessible campaign communication. While many of the studies and essays contained in this volume are devoted to assessing, and making recommendations for improving, the current state of campaign communication, this chapter provides an overview of what Americans know about politics and why it matters. The information presented here draws heavily from my previous work in this area (Delli Carpini & Keeter, 1996). The literature on political knowledge provides fairly compelling evidence for five characterizations regarding what Americans know: (1) the average American is poorly informed but not uninformed; (2) aggregate levels of political knowledge have remained relatively stable over the past 50 years; (3) Americans appear to be slightly less informed about politics than are citizens of other comparable nations; (4) average levels of knowledge mask important differences across groups; and (5) knowledge is tied to many attributes of good citizenship

    The history of radio is inextricably suffused with politics. Though licensed experimental stations were transmitting as early as 1916, the first scheduled and advertised radio program in America-broadcast on November 2, 1920, from Pittsburgh\u27s KDKA-was an 18-hour marathon on the election returns of the Harding-Cox presidential race. Over the following months, KDKA broadcast numerous other civic-oriented programs. In November 1921, radio beamed the voice of the .U.S. president overseas for the first time when RCA\u27s powerful Port Jefferson, Long Island, station went on the air with an international address by President Harding that was heard by radio listeners in Europe, Japan, Australia and Central and South America. While Harding was the fi rst president to use radio as a means of political communication, Calvin Coolidge - who succeeded Harding on his death in August 1923 - was more adept at it, a fact Coolidge recognized. I am very fortunate that I came in with the radio, Coolidge commented. I can\u27t make an engaging, rousing or oratorical speech...but I have a good radio voice, and now I can get my message across to [the public] without acquainting them with my lack of oratorical ability

    Age and History: Generations and Sociopolitical Change

    It is the possibility of change in the human condition that underlies both the practice and the study of politics. History is chronic1ed by deviations from the past. Political philosophies have come into existence, individuals have risen to power, governments have toppled, because of the promise of change or the fear of it. Even a preoccupation with stability, which characterizes many political ideologies, governments, and traditions of research, is driven by the specter of potential change. Politics is the art/science of controlling changes in the human condition. Not surprisingly, therefore, institutions, processes, periods, and moments of real or potential change dominate its study. It is at points of discontinuity, such as the outbreak of war or the peaceful transfer of power among competing elites, that visions of Utopia and Armageddon flick momentarily into our collective mind\u27s eye. Even periodic change that occurs under the constraints of carefully developed rituals, traditions, and institutions contains the possibility of major disjunctures from the past and so also evokes the hopes and fears associated with the unknown. Of course, such controlled change is usually much less traumatic for the political system. Indeed, one of the major functions of political institutions is to cope with the inevitability of change in a way that maximizes its predictability. In the United States, for example, the holding of periodic, staggered elections, the existence of a two-party system, the separation of powers, and so on, all work to channel political change along a predictable, moderate course (Burnham 1970; Ginsberg 1982). It is in this context of continuity and change that the importance of generations to the study of politics is best understood. There is no more fundamental transfer of power, and therefore no more fundamental potential for change, than that which occurs between generations. This is so because, unlike any other type of change, it is inevitable, it is all-inclusive, and it is untested

    Race and Community Revitalization: Communication Theory and Practice

    The words community and communications are both derived from the Latin word for common. According to John Dewey, people live in a community by virtue of the things they have in common; and communication is the way in which they come to possess things in common (1915: 4). Dewey’s point — that communities can not exist without communications — leads to a corollary: that the nature and health of a community depends upon the nature and health of its communications capacity. Thus, to revitalize a community necessarily means revitalizing communications. Communications can take many forms, ranging from face-to-face conversations among family, friends, and neighbors to the broader flows of information that are provided through the mass media. All these forms are central to the way communities are constructed, maintain themselves, interact with other communities, and impact the political process. In this paper I will address how the communications environment, as currently structured, has contributed to many of the problems faced by inner city racial and ethnic communities in the United States. In order to address this issue I will first discuss the importance of communications to community development. In the next four sections I will examine relevant research regarding four key elements of the mass media: structure; access and control; content; and impact. In the sixth section, I will explore the literature regarding less mediated, more interpersonal communications. Throughout sections two through five I will pay specific attention to what existing communications theories and research tell us (explicitly or implicitly) about issues of race and ethnicity, especially as they relate to poor urban communities. Finally, I will discuss issues regarding the intersection of race, class, and communications that require further study, and how changes in the communications environment might contribute to the revitalization of urban communities
