Multi-modal Medical Neurological Image Fusion using Wavelet Pooled Edge Preserving Autoencoder
Medical image fusion integrates the complementary diagnostic information of
the source image modalities for improved visualization and analysis of
underlying anomalies. Recently, deep learning-based models have excelled the
conventional fusion methods by executing feature extraction, feature selection,
and feature fusion tasks, simultaneously. However, most of the existing
convolutional neural network (CNN) architectures use conventional pooling or
strided convolutional strategies to downsample the feature maps. It causes the
blurring or loss of important diagnostic information and edge details available
in the source images and dilutes the efficacy of the feature extraction
process. Therefore, this paper presents an end-to-end unsupervised fusion model
for multimodal medical images based on an edge-preserving dense autoencoder
network. In the proposed model, feature extraction is improved by using wavelet
decomposition-based attention pooling of feature maps. This helps in preserving
the fine edge detail information present in both the source images and enhances
the visual perception of fused images. Further, the proposed model is trained
on a variety of medical image pairs which helps in capturing the intensity
distributions of the source images and preserves the diagnostic information
effectively. Substantial experiments are conducted which demonstrate that the
proposed method provides improved visual and quantitative results as compared
to the other state-of-the-art fusion methods.Comment: 8 pages, 5 figures, 6 table
A Narrative Review on Priorities of Mental Health Issues among Transgenders: “So Near, Yet so Far”
In recent years there is a rapid rise in coming out of sexual and gender minority adults to their family members and society. Unfortunately, studies on unmet health needs of transgenders with a special focus to mental health is under-researched in India. The current paper aimed to explore about the mental health of transgenders and a literature search was done using PubMed, Google Scholar, and Scopus databases for the following medical subject headings (MeSH) key terms “transgender”, “mental Health”, “social stigma”, “LGBT”, “gender dysphoria”, “genderqueer”, “intersex”, “MSM”, “hijra”, “gay”, “lesbian”, “bisexual”, and “homosexual”. Transgender individuals were found to show high rates of mental health concerns. The most common mental health problems that we have shown in this review article are depression, obsessive-compulsive disorders, generalized anxiety disorders, suicidal attempts and bipolar disorders. Transgender people are at more risk for mental health problems than their heterogenous counterparts. The intervention program to eliminate or reduce these problems needs to be planned carefully, considering all the determinants
Numerical analysis of film boiling around horizontal cylindrical surfaces

due to its wide spread applications in nuclear reactors, metal
processing, manufacturing and chemical refineries. Existence
of vapor film around the heater can cause advantages as well as
disadvantages for various applications in industry and daily life.
Hence understanding the film formation and its subsequent
release in the form of bubble are dealt carefully by researchers
in heat transfer community. Critical vapor thickness and
average heat flux are the essential parameters which govern the
release of vapor mass in the form of isolated bubbles from the
surface. Experimental evidences have been reported in order to
find out film dynamics for some specific fluids. However
understanding it from the fundamental physics is still due and
becomes a major challenge for heat transfer community. In this
paper, numerical analysis of the film boiling heat transfer on a
horizontal cylinder is presented to determine the effect of
superheating on the heat transfer coefficient and film thickness
in a pool. Findings from the present study will develop
knowhow about the film formation and its role in enhancing the
boiling heat transfer coefficient.am201
Cosmology with decaying tachyon matter
We investigate the case of a homogeneous tachyon field coupled to gravity in
a spatially flat Friedman-Robertson-Walker spacetime. Assuming the field
evolution to be exponentially decaying with time we solve the field equations
and show that, under certain conditions, the scale factor represents an
accelerating universe, following a phase of decelerated expansion. We make use
of a model of dark energy (with p=-\rho) and dark matter (p=0) where a single
scalar field (tachyon) governs the dynamics of both the dark components. We
show that this model fits the current supernova data as well as the canonical
\LambdaCDM model. We give the bounds on the parameters allowed by the current

A New Multimodal Medical Image Fusion based on Laplacian Autoencoder with Channel Attention
Medical image fusion combines the complementary information of multimodal
medical images to assist medical professionals in the clinical diagnosis of
patients' disorders and provide guidance during preoperative and
intra-operative procedures. Deep learning (DL) models have achieved end-to-end
image fusion with highly robust and accurate fusion performance. However, most
DL-based fusion models perform down-sampling on the input images to minimize
the number of learnable parameters and computations. During this process,
salient features of the source images become irretrievable leading to the loss
of crucial diagnostic edge details and contrast of various brain tissues. In
this paper, we propose a new multimodal medical image fusion model is proposed
that is based on integrated Laplacian-Gaussian concatenation with attention
pooling (LGCA). We prove that our model preserves effectively complementary

Intel 8085 Microprocessor Simulation Tool OneX Simulator
In spite of the advancement in computer architecture and availability of microprocessors (ex. Intel Core i7 etc.) with speed thousand times greater, microprocessor 8085 is still widely used in academia for education and research purposes. To make the microprocessor 8085 more accessible and portable, many simulators for the same have been introduced over the past years with various level of user friendliness. This paper proposes a simple yet powerful enhanced simulator, namely OneX which is capable of real time code parsing, error handling and label parsing for different addresses. Proceedings of the NIAS Workshop to discuss Power Distribution Sector Reforms in India - Role of Regulators and the Private Sector (NIAS Workshop Report No. NIAS/NSE/EECP/U/WR/20/2022)
Independent regulation is at the core of the electricity reform legislation enacted in India as Electricity Act, 2003. It
addressed the power distribution segment, which is the cash register for the entire sector, by transferring the reins of
governance of the sector from government to regulatory agencies. Yet, nearly two decades later, government seems to
have wrested back control, reducing the regulator to a mere accounting intermediary.
The accumulated losses of all State-owned DISCOMs at the end of 2020 have crossed Rs.5 lakh crore even after three
rounds of reform between 2003 and 2019. In 2021, the Government of India has decided to pump in Rs.3 lakh crore
more under the ‘Revamped Distribution Sector Scheme’ to turn around the DISCOMs. This approach is unsustainable
and flags serious managerial deficiencies within the State-owned DISCOMs and the effectiveness of the regulatory
mechanism in this sector.
One of the key reasons for the continuing losses of DISCOMs is the steep escalation in power purchase cost which
accounts for 70-80% of the annual expenditure of the DISCOMs. The sharp hike in PPC that cannot be recovered from
the ultimate consumers immediately has a cascading effect on generation and transmission companies, with overdue
amounts of Rs.1 lakh crore from DISCOMs.
Further, due to the cash crunch, most DISCOMs cannot invest in upgrading the sub-distribution infrastructure. Therefore,
it is evident that structural reforms introduced in the form of unbundling and corporatization of vertically integrated
utilities and independent regulation and the new governance paradigm designed to depoliticize decision-making in the
sector have spectacularly failed. In this context, the workshop sought views from stakeholders on the course corrections
and the way forward by inter alia, addressing the following key questions:
• What role can regulators play in improving the performance of the State-owned DISCOMs?
• Is privatization of DISCOMs with a large share of agricultural consumption possible? If so, under what structure
(100% privatization or PPP or Distribution Franchisee) and policy guidelines?
• What are the potential gains and pitfalls of privatizing loss-making DISCOMs? How can the Regulators play a role
in ensuring a smooth transition?
• Regulatory independence and to some extent, even autonomy, despite the many protections accorded in the statute,
have remained illusory. How to address this issue? Does it call for amendments to the selection committee, selection
criteria and measures to insulate them from political interference?
The Energy, Environment and Climate Change Program in NIAS organized this Workshop on 9 April 2022 to enable
experts and key stakeholders to deliberate on the above issues and suggest the way forward. This report presents the gist
of each talk during the workshop and the panel discussions, culminating in concrete proposals to ensure the effectiveness
of the independent regulatory paradigm and improve the long-term viability of the DISCOMs. The implementation of
these proposals is critical to facilitate the ongoing energy transition while safeguarding public interes
