    Peer observation of teaching: a decoupled process

    This article details the findings of research into the academic teaching staff experience of peer observation of their teaching practice. Peer observation is commonly used as a tool to enhance a teacher's continuing professional development. Research participants acknowledged its ability to help develop their teaching practice, but they also reported that it could operate superficially as a tick box exercise, that its outcomes were frequently decoupled from formal staff development processes, and that its purpose and usefulness therefore seemed unclear. This article argues that the presence of decoupling reinforces the need to account for structural factors that can interact with peer observation of teaching to ensure it is a meaningful exercise for all teaching staff. It concludes that the published academic literature is perhaps guilty of overplaying the role of personal choice and individual tutor characteristics when addressing the complex issue that is staff disengagement with peer observation of teaching. © The Author(s) 2011

    Remote medico-legal assessment by telephone during COVID-19: Monitoring safety and quality when documenting evidence of torture for UK asylum applicants

    Due to the Covid-19 pandemic, we developed remote assessment to provide interim medicolegal reports, ensuring people could obtain medical evidence to support their asylum claim. The Freedom from Torture research ethics committee approved the project. To audit this new way of working we collected feedback from the doctors, interpreters, individuals being assessed, and senior medical and legal staff who reviewed the reports. This paper presents findings from the first 20 assessments. Individuals reported that the doctors developed good rapport, but in 35% of assessments reported that there were some experiences they felt unable to disclose. In 70% of assessments, doctors felt that rapport was not as good as when face-to-face. In a majority of assessments the doctor was unable to gain a full account of the torture or its impact. Doctors reported feeling cautious about pressing for more information on the telephone, mindful of individuals’ vulnerability and the difficulty of providing support remotely. Nevertheless, in 85% of assessments doctors felt able to assess the consistency of the account of torture that was given with the psychological findings, in accordance with the Istanbul Protocol. The surveys indicated factors that hindered the assessment: inability to observe body language, the person’s ill health, and confidentiality concerns.  The limitations of these assessments underline the need for a follow-up face-to-face assessment to expand the psychological assessment and undertake a physical assessment. This research indicates that psychological medico-legal reports can safely be produced by telephone assessment, but are more likely to be incomplete in terms of both full disclosure of torture experiences and psychological assessment

    Understanding and Assessing Climate Change: Implications for Nebraska

    This report was commissioned by the UNL Institute of Agriculture and Natural Resources (IANR) with the objective of evaluating and summarizing the existing scientific literature related to our changing climate. Scientists from the IANR’s School of Natural Resources and the Department of Earth and Atmospheric Sciences in the College of Arts and Sciences have been the principal contributors to the report under the able leadership of long-time, internationally leading applied climate scientist Professor Don Wilhite. Their efforts have resulted in a timely and seminal reference for state and local policy-makers, government agency leaders, private industry, and indeed all citizens of our great state. Globally, we face significant economic, social, and environmental risks as we confront the challenges associated with climate change. The body of scientific evidence confirms with a high degree of certainty that human activities in the form of increased concentrations of greenhouse gases (GHGs) since the beginning of the Industrial Revolution, changes in land use, and other factors are the primary cause for the warming that the planet has experienced, especially in recent decades. Is there a debate within the scientific community with regard to observed changes in climate and human activities as the principal causal factor? The short answer here is “no”, at least certainly not among climate scientists—that is, those scientists who have actual expertise in the study of climate and climate change. For more than a decade, there has been broad and overwhelming consensus within the climate science community that the human-induced effects on climate change are both very real and very large. The debate in 2014 is restricted to precisely how these changes will play out and what actions we will need to take to adapt to and mitigate the effects of these changes. The magnitude and rapidity of the projected changes in climate are unprecedented. The implications of these changes for the health of our planet, and the legacy we will leave to our children, our grandchildren and future generations are of vital concern. Therefore, it is imperative that we develop strategies now to adapt to the multitude of changes we are experiencing and will continue to experience in our climate. This process of adaptation must begin at the local level, where these changes are being observed and their impacts felt. However, global agreements on the reduction of GHG emissions are a critical part of the solution in terms of mitigating as much future warming as possible. The approach taken in this report is to review the voluminous scientific literature on the subject and interpret—given time and resource constraints—our current understanding of the science of climate change and the implications of projections of climate change for Nebraska. The goal of this report is to inform policy makers, natural resource managers, and the public about 1) the state of the science on climate change, 2) current projections for ongoing changes over the twenty-first century, 3) current and potential future impacts, and 4) the management and policy implications of these changes. Hopefully, this report will lead to a higher degree of awareness and the initiation of timely and appropriate strategic actions that enable Nebraskans to prepare for and adapt to current and future changes in our climate

    Strategically using public housing assets could transform our middle suburbs

    ‘Greyfields’ in the Australian context have been defined as those ageing but occupied tracts of inner and middle ring suburbia that are physically, technologically and environmentally failing. The research sought to test the potential of an innovative design based approach to create coordinated precincts in these suburbs involving the coordinated redevelopment of multiple, non-contiguous public housing lots (rather than relying on the ‘default’ option of incremental market based development of in-fill housing and piecemeal selling off of public housing properties). Recent public housing investments (under the Social Housing Initiative) were typically planned with job creation in mind rather than innovative housing outcomes, but innovations were still apparent. Innovations were generally simple such as improvements to parking arrangements and interfaces of private dwellings with common areas and public spaces and arrangements for tenancy mix and social diversity. Innovations were often more apparent when governments partnered with Community Housing Organisations who could access alternative land and funding sources, offer design and delivery expertise and facilitate mixed tenancy outcomes. Innovation also was more likely when there was a ‘champion’ for design quality, relaxation of selected planning controls, and project alignment with existing urban renewal strategies. The Department of Human Services (Victorian Government) was found to have existing housing assets in sufficient number (more than 6500 DHS properties) in well-located areas of Melbourne’s middle suburbs that were clustered in ways broadly suitable for coordinated precinct redevelopment. Preliminary investigations suggest the same in Sydney and Brisbane. The coordinated precinct approach could offer an effective model for redeveloping dispersed public housing assets. Integrated redevelopment can achieve substantial increases in dwelling yield—design scenarios developed in this study delivered two to four times the number of dwellings when compared to business-as-usual dual occupancy outcomes. A precinct design approach is potentially more efficient because it allows for non-uniform, flexible siting of higher density buildings, effective program mixes, efficient parking arrangements and a variety of households and tenure types to be accommodated across a neighbourhood.     Review of best management practices for aquatic vegetation control in stormwater ponds, wetlands, and lakes

    Auckland Council (AC) is responsible for the development and operation of a stormwater network across the region to avert risks to citizens and the environment. Within this stormwater network, aquatic vegetation (including plants, unicellular and filamentous algae) can have both a positive and negative role in stormwater management and water quality treatment. The situations where management is needed to control aquatic vegetation are not always clear, and an inability to identify effective, feasible and economical control options may constrain management initiatives. AC (Infrastructure and Technical Services, Stormwater) commissioned this technical report to provide information for decision- making on aquatic vegetation management with in stormwater systems that are likely to experience vegetation-related issues. Information was collated from a comprehensive literature review, augmented by knowledge held by the authors. This review identified a wide range of management practices that could be potentially employed. It also demonstrated complexities and uncertainties relating to these options that makes the identification of a best management practice difficult. Hence, the focus of this report was to enable users to screen for potential options, and use reference material provided on each option to confirm the best practice to employ for each situation. The report identifies factors to define whether there is an aquatic vegetation problem (Section 3.0), and emphasises the need for agreed management goals for control (e.g. reduction, mitigation, containment, eradication). Resources to screen which management option(s) to employ are provided (Section 4.0), relating to the target aquatic vegetation, likely applicability of options to the system being managed, indicative cost, and ease of implementation. Initial screening allows users to shortlist potential control options for further reference (Section 5.0). Thirty-five control options are described (Section 5.0) in sufficient detail to consider applicability to individual sites and species. These options are grouped under categories of biological, chemical or physical control. Biological control options involve the use of organisms to predate, infect or control vegetation growth (e.g. classical biological control) or manipulate conditions to control algal growth (e.g. pest fish removal, microbial products). Chemical control options involve the use of pesticides and chemicals (e.g. glyphosate, diquat), or the use of flocculants and nutrient inactivation products that are used to reduce nutrient loading, thereby decreasing algal growth. Physical control options involve removing vegetation or algal biomass (e.g. mechanical or manual harvesting), or setting up barriers to their growth (e.g. shading, bottom lining, sediment capping). Preventative management options are usually the most cost effective, and these are also briefly described (Section 6.0). For example, the use of hygiene or quarantine protocols can reduce weed introductions or spread. Catchment- based practices to reduce sediment and nutrient sources to stormwater are likely to assist in the avoidance of algal and possibly aquatic plant problems. Nutrient removal may be a co-benefit where harvesting of submerged weed biomass is undertaken in stormwater systems. It should also be considered that removal of substantial amounts of submerged vegetation may result in a sudden and difficult-to-reverse s witch to a turbid, phytoplankton dominated state. Another possible solution is the conversion of systems that experience aquatic vegetation issues, to systems that are less likely to experience issues. The focus of this report is on systems that receive significant stormwater inputs, i.e. constructed bodies, including ponds, amenity lakes, wetlands, and highly-modified receiving bodies. However, some information will have application to other natural water bodies

    Taking the long view on writing development

    Studies on writing development have grown in diversity and depth in recent decades, but remain fragmented along lines of theory, method, and age ranges or populations studied. Meaningful, competent writing performances that meet the demands of the moment rely on many kinds of well-practiced and deeply understood capacities working together; however, these capacities’ realization and developmental trajectories can vary from one individual to another. Without an integrated framework to understand lifespan development of writing abilities in its variation, high-stakes decisions about curriculum, instruction, and assessment are often made in unsystematic ways that may fail to support the development they are intended to facilitate; further, research may not consider the range of issues at stake in studying writing in any particular moment. To address this need and synthesize what is known about the various dimensions of writing development at different ages, the coauthors of this essay have engaged in sustained discussion, drawing on a range of theoretical and methodological perspectives. Drawing on research from different disciplinary perspectives, they propose eight principles upon which an account of writing development consistent with research findings could be founded. These principles are proposed as a basis for further lines of inquiry into how writing develops across the lifespan

    Literature Review : The Contribution of Social and Cultural Infrastructure to Liveability

    This literature review was commissioned to support the Northern Sydney Regional Organisation of Councils (NSROC) in obtaining a better understanding of the role of social and cultural infrastructure in enhancing regional liveability. The review of research and policy initiatives is across 15 Australian and 6 international reports which discuss the value of social and cultural infrastructure, and its relationship with liveability. From this review, it was clear that not only is there no single, definitive understanding of social and cultural infrastructure, but social infrastructure often embraces cultural infrastructure in conceptual terms. For this reason, the report proposes that the synthetic notions of culturally-focused social infrastructure and/or socially-focused cultural infrastructure are used in the interests of flexibility and feasibility

    Creative Production Synergies in Penrith and the Blue Mountains

    Regional leadership in arts and cultural production is evident in Penrith and the Blue Mountains through the different yet complementary approaches of the City Councils. This research project began in August 2019, the interview phase was completed in early December 2019, and this report was completed in June 2020. Therefore, the research spanned a very challenging period of drought and severe bushfires over the summer across New South Wales, followed almost immediately by the COVID-19 pandemic. Businesses in arts and recreation services were among the first and most severely affected by the need to enforce Government social distancing restrictions, with 94 per cent of the sector reporting an adverse impact of the Government restrictions in the March Business COVID-19 survey (Australian Bureau of Statistics 2020). This report has shown the need for investment in creative production capacity building – a need which has now significantly increased
