    The effect of school quality on educational attainment and wages

    The paper examines the effects of school pupil-teacher ratios and type of school on educational attainment and wages using the British National Child Development survey (NCDS). The NCDS is a panel survey which has followed a cohort of individuals born in March 1958, and has a rich set of background variables recorded throughout the individual's life. The results suggest that, once we control for ability and family background, the pupil-teacher ratio has no impact on educational qualifications or on male wages. It has an impact on women’s wages at the age of 33, particularly those of low ability. We also find evidence that those who attend selective schools have better educational outcomes and, in the case of men, higher wages at the age of 33. The impact is higher for the type of individuals who are less likely not to attend selective schools, but for whom a comparison group does exist among those attending

    Ethnic parity in labour market outcomes for benefit claimants

    A significant gap exists in the UK between the employment rate for Ethnic Minorities and that for Whites. From a policy perspective, it is important to know whether this gap is due to differences in the characteristics of White and Ethnic Minority groups (which reduce the employability of Ethnic Minority groups relative to Whites) or whether it results from some form of discriminatory behaviour in the labour market. In this paper, we use administrative data to estimate ethnic differences in employment and benefit receipt amongst individuals who began claiming a Jobcentre Plus benefit in 2003. In contrast to much of the previous UK literature, we use a number of different quantitative techniques to estimate this gap, and show that in a lot of cases the estimates obtained are very sensitive to the techniques used. We argue that for the questions we are interested in and the data we have, propensity score matching methods are the most robust approach to estimating ethnic parity. We compare this preferred approach with estimates derived using alternative approaches commonly used in the literature (generally regression-based techniques) to determine the extent to which more straightforward methods are able to replicate those produced by matching. In many cases, it turns out not to be possible to calculate satisfactory quantitative estimates even with matching techniques: the characteristics of Whites and Ethnic Minorities are simply too different before the Jobcentre Plus intervention to reliably estimate the parameters of interest. Moreover, for a number of the groups, results seem to be very sensitive to the methodology used. This calls into question previous results based on simple regression techniques, which are likely to hide the fact that observationally different ethnic groups are de facto being compared on the basis of parametric extrapolations. Two groups for which it was possible to calculate reasonably reliable results are incapacity benefit (IB) and income support (IS). For these groups we find that large and significant raw penalties almost always disappear once we appropriately control for pre-inflow background and labour market characteristics. There is also a good degree of consistency across methodologies

    A hermeneutic inquiry into user-created personas in different Namibian locales

    Persona is a tool broadly used in technology design to support communicational interactions between designers and users. Different Persona types and methods have evolved mostly in the Global North, and been partially deployed in the Global South every so often in its original User-Centred Design methodology. We postulate persona conceptualizations are expected to differ across cultures. We demonstrate this with an exploratory-case study on user-created persona co-designed with four Namibian ethnic groups: ovaHerero, Ovambo, ovaHimba and Khoisan. We follow a hermeneutic inquiry approach to discern cultural nuances from diverse human conducts. Findings reveal diverse self-representations whereby for each ethnic group results emerge in unalike fashions, viewpoints, recounts and storylines. This paper ultimately argues User-Created Persona as a potentially valid approach for pursuing cross-cultural depictions of personas that communicate cultural features and user experiences paramount to designing acceptable and gratifying technologies in dissimilar locales

    Young adult carers: the impact of caring on health and education

    Research has shown that young people who care for parents and relatives (young carers and young adult carers) are at greater risk of mental and emotional difficulties and are more likely to do badly at school or college. To explore the difficulties faced by young adult carers (aged 14 to 25) in the UK, an online survey was conducted. Almost half (45%) of the 295 respondents reported having a mental health problem. The relationship between the extent of caring and perceived mental health problems, and the impact of caring responsibilities on work and education were investigated

    Improving co-design methods implies that we need to understand those methods, paying attention to not only the effect of method choices on design outcomes, but also how methods affect the people involved in co-design. In this article, we explore participants' experiences from a year-long participatory health service design project to develop ‘Better Outpatient Services for Older People’. The project followed a defined method called experience-based design (EBD), which represented the state of the art in participatory service design within the UK National Health Service. A sample of participants in the project took part in semi-structured interviews reflecting on their involvement in and their feelings about the project. Our findings suggest that the EBD method that we employed was successful in establishing positive working relationships among the different groups of stakeholders (staff, patients, carers, advocates and design researchers), although conflicts remained throughout the project. Participants' experiences highlighted issues of wider relevance in such participatory design: cost versus benefit, sense of project momentum, locus of control, and assumptions about how change takes place in a complex environment. We propose tactics for dealing with these issues that inform the future development of techniques in user-centred healthcare design

    Economics of education research: a review and future prospects

    In this paper we offer an appraisal of the economics of education research area, charting its history as a field and discussing the ways in which economists have contributed both to education research and to education policy-making. In particular, we highlight the theoretical and methodological contributions that economists have made to the field of education during the last 50 years. Despite the success of the economics of education as a field of inquiry, we argue that some of the contributions made by economists could be limited if the economics of education is seen as quite distinct from the other disciplines working in the field of education. In these areas of common interest, economists need to work side by side with the other major disciplines in the field of education if their contribution to the field is to be maximised, particularly in terms of applying improved methodology. We conclude that the study of education acquisition and its economic and social impact in the economics of education research area is very likely to remain a fertile research ground. Acknowledgement

    Evaluating the effects of microphysical complexity in idealised simulations of trade wind cumulus using the Factorial Method

    The effect of microphysical and environmental factors on the development of precipitation in warm idealised cloud is explored using a kinematic modelling framework. A simple one-dimensional column model is used to drive a suite of microphysics schemes including a flexible multi-moment bulk scheme (including both single and dual moment cloud liquid water) and a state-of-the-art bin-resolved scheme with explicit treatments of liquid and aerosol. The Factorial Method is employed to quantify and compare the sensitivities of each scheme under a set of controlled conditions, in order to isolate the effect of additional microphysical complexity in terms of the impact on surface precipitation. At relatively low updraught speeds, the sensitivity of the bulk schemes was found to depend on the assumptions made with regards the treatment of droplet activation. It was possible to achieve a much closer agreement between the single and dual moment bulk schemes by tuning the specified droplet number concentration in the single moment scheme, suggesting that a diagnostic representation of droplet number may be an acceptable alternative to the more expensive prognostic option. However the effect of changes in CCN concentration were found to produce a relatively stronger effect on precipitation in the bulk schemes compared to the bin scheme; this is believed to be a consequence of differences in the treatment of drop growth by collision and coalescence. Collectively, these results demonstrate the usefulness of the Factorial Method as a model development tool for quantitatively comparing and contrasting the behaviour of microphysics schemes of differing levels of complexity within a specified parameter space

    Factors influencing ice formation and growth in simulations of a mixed-phase wave cloud

    In this paper, numerical simulations of an orographically induced wave cloud sampled in-situ during the ICE-L (Ice in Clouds Experiment - Layer clouds) field campaign are performed and compared directly against the available observations along various straight and level flight paths. The simulations are based on a detailed mixed-phase bin microphysics model embedded within a 1-D column framework with the latest parameterizations for heterogeneous ice nucleation and an adaptive treatment of ice crystal growth based on the evolution of crystal habit. The study focuses on the second of two clouds sampled on 16th November 2007, the in-situ data from which exhibits some interesting and more complex microphysics than other flights from the campaign. The model is used to demonstrate the importance of both heterogeneous and homogeneous nucleation in explaining the in-situ observations of ice crystal concentration and habit, and how the ability to isolate the influence of both nucleation mechanisms helps when quantifying active IN concentrations. The aspect ratio and density of the simulated ice crystals is shown to evolve in a manner consistent with the in-situ observations along the flight track, particularly during the transition from the mixed-phase region of the cloud to the ice tail dominated by homogeneous nucleation. Some additional model runs are also performed to explore how changes in IN concentration and the value of the deposition coefficient for ice affect the competition between heterogeneous and homogeneous ice formation in the wave cloud, where the Factorial Method is used to isolate and quantify the effect of such non-linear interactions. The findings from this analysis show that the effect on homogeneous freezing rates is small, suggesting that any competition between the microphysical variables is largely overshadowed by the strong dynamical forcing of the cloud in the early stages of ice formation

    High-Frequency network activity, global increase in Neuronal Activity, and Synchrony Expansion Precede Epileptic Seizures In Vitro

    How seizures start is a major question in epilepsy research. Preictal EEG changes occur in both human patients and animal models, but their underlying mechanisms and relationship with seizure initiation remain unknown. Here we demonstrate the existence, in the hippocampal CA1 region, of a preictal state characterized by the progressive and global increase in neuronal activity associated with a widespread buildup of low-amplitude high-frequency activity (HFA) (100 Hz) and reduction in system complexity.HFAis generated by the firing of neurons, mainly pyramidal cells, at much lower frequencies. Individual cycles ofHFAare generated by the near-synchronous (within 5 ms) firing of small numbers of pyramidal cells. The presence of HFA in the low-calcium model implicates nonsynaptic synchronization; the presence of very similar HFA in the high-potassium model shows that it does not depend on an absence of synaptic transmission. Immediately before seizure onset, CA1 is in a state of high sensitivity in which weak depolarizing or synchronizing perturbations can trigger seizures. Transition to seizure is haracterized by a rapid expansion and fusion of the neuronal populations responsible for HFA, associated with a progressive slowing of HFA, leading to a single, massive, hypersynchronous cluster generating the high-amplitude low-frequency activity of the seizure
