What\u27s Right with Welfare? The Other Face of AFDC
Eleven million people, mostly mothers and children, depend on Aid to Families with Dependent Children, America\u27s largest child welfare program. Much is wrong with AFDC welfare, and serious efforts are being made, again, to reform it. So far, no major attempts at reform have been successful. If reform is to succeed, we must understand what needs to be corrected and what does not.
What\u27s right with welfare? This study, not an apology or excuse for AFDC, answers that rarely asked question. Part I surveys background. Part II cites myths and criticisms of AFDC and portrays poverty as it afflicts children and female-headed households. The focus of the analysis is on the depiction of 12 positive features of AFDC. Hidden in this unpopular form of aid are income transfer policy principles important to any consideration of welfare reform. To overlook these principles and to continue to ignore what is right with welfare may doom all efforts at reform.
Our blindness to what is good about AFDC extends to most public social programs and all become vulnerable to attack and budget reductions. Americans need to be made aware of the desirable aspects of their social programs. By scrutinizing AFDC, the most maligned of programs, this analysis is a step in that direction
SurfStat.australia: a Statistics Textbook for the Web
SurfStat is a web site comprising the complete text of an introductory service course in Statistics, but with several added interactive features. It demonstrates the concept that existing text-based teaching material (course notes) can be renovated and enlivened for web-based delivery without massive commitment of programming effort. The SurfStat project thus contrasts with projects elsewhere, which showcase very polished material but after years of development are far from delivering a complete course. The web technology is limited to what can be handled by an unadorned browser, including use of frames, JavaScript and CGI scripts for indexing but without video, sound, Shockwave or other multimedia plug-ins. Assessing heat pumps as flexible load
In a future power system featuring significant renewable generation, the ability to manipulate domestic demand through the flexible operation of heat-led technologies such as heat pumps and micro-combined heat and power could be a critical factor in providing a secure and stable supply of electrical energy. Using a simulation-based approach, this study examined the linkage between the thermal characteristics of buildings and the scope for flexibility in the operating times of air source heat pumps. This was assessed against the resulting impact on the end-user’s comfort and convenience. A detached dwelling and flat were modelled in detail along with their heating system in order to determine the temporal shift achievable in the heat pump operating times for present-day and future dwellings. The simulation results indicated that the scope for shifting heat pump operating times in the existing building stock was limited, with time shifts of only 1–2 h achieved before there was a serious impact on the comfort of the occupant. However, if insulation levels were dramatically improved and substantial levels of thermal buffering were added into the heating system, sizable time shifts of up to 6 h were achievable without a significant impact on either space or hot water temperatures
Applying the adaptive model of comfort
This note is directed to one major aspect of the comfort of building occupants – namely, thermal comfort. Even though it may be difficult to isolate thermal sensations from the whole of comfort itself, humans have a strong physiological connection with their thermal environment. Our thermal perceptions and sensations often vary greatly, especially between our indoor and outdoor environments. We may be totally comfortable lounging under a shade cloth on a 35°C day with a stiff breeze enveloping our body, but would never tolerate similar conditions indoors. Such divergent perceptions of the same thermal stimulus across differing contexts raise countless questions about just what the determinants of thermal comfort actually are, and how they may be managed against the demands for an environmentally responsive architecture. <br /
Internet-delivered eye movement desensitization and reprocessing (iEMDR): An open trial
© 2013 Spence J et al. Recent research indicates internet-delivered cognitive behavioural therapy (iCBT) can reduce symptoms of post traumatic stress disorder (PTSD). This study examined the efficacy of an internet-delivered treatment protocol that combined iCBT and internet-delivered eye movement desensitization and reprocessing (iEMDR), in an uncontrolled trial. Eleven of the 15 participants completed post-treatment questionnaires. Large effect sizes were found from pre-treatment to 3-month follow-up ( d = 1.03 - 1.61) on clinician-assessed and self-reported measures of PTSD, anxiety and distress, with moderate effect sizes ( d = 0.59 - 0.70) found on measures of depression and disability. At post-treatment, 55% of the participants no longer met criteria for PTSD and this was sustained at follow-up. Symptom worsening occurred in 3 of 15 (20%) of the sample from pre- to post-treatment; however, these participants reported overall symptom improvement by follow-up. Future research directions for iEMDR are discussed
A study on the bending of laminated glass under blast loading
Background: The bending behaviour of laminated glass plays an important role in determining its overall response to blast loading. It is costly and difficult to characterise the bending behaviour by carrying out full-scale blast tests, therefore an alternative method is required. Objective: The objective of this study is to understand the response of laminated glass under high-rate bending in the laboratory at rates representative of blast loading. Methods: In this paper a novel testing method is presented in which laminated glass strips of 700 mm long by 60 mm wide are tested up to speeds of 10 m/s in the laboratory. The laminated glass is accelerated to speeds comparable to blast loading and then brought to rest at its edges to mimic impulsive blast loading conditions. Different interlayer thickness, impact speeds, and boundary conditions were explored. Additionally, modelling methods were used to study the flexural rigidity of post-cracked laminated glass. Results: From the experiments it was found that the interlayer thickness plays a key role in determining whether the dominant failure mechanism is de-bonding of interlayer from the glass or interlayer tearing. In addition, it was found that by allowing the frame to bend under loading, the laminated glass can carry greater loads without failure. Finally, an iterative method was used to quantify the flexural rigidity of post-cracked laminated glass depending on the speed of travel. This is a novel finding as it is usually assumed that laminated glass behaves like a membrane in the post-cracked phase of the response. Conclusion: In modelling and design of laminated glass structures under blast loading, post-crack flexural rigidity must be taken into account. Additionally, having novel frame designs to add further load bearing capacity to the framing members, plays a key role in reducing the load intensity on the laminated glass structure
