    Large Scale Institutional Changes: Land Demarcation Within the British Empire

    This paper examines the economics of large scale institutional change by studying the adoption of the land demarcation practices within the British Empire during the 17th through 19th Centuries. The advantages of systematic, coordinated demarcation, such as with the rectangular survey, relative to individualized, haphazard demarcation, such as with metes and bounds, for reducing transaction costs were understood by this time and incorporated into British colonial policy. Still, there was considerable variation in the institutions adopted even though that the regions had similar legal structures and immigrant populations. We study the determinants of institutional change by developing an analytical framework, deriving testable implications, and then analyzing a data set that includes U.S., Canadian, Australian, and New Zealand temperate colonies using GIS data. We find that a simple framework that outlines the costs and benefits of implementing the demarcation systems can explain the different institutions that are observed. Once in place, these institutions persist, indicating a strong institutional path dependence that can influence transaction costs, the extent of land markets, and the nature of resource use. The agricultural land institutions that we examine remain in force today, in some cases over 300 years later. In this regard, institutions of land are durable, much as are other institutions, such as language and law.

    Springback analysis of AA5754 after hot stamping: experiments and FE modelling

    In this paper, the springback of the aluminium alloy AA5754 under hot stamping conditions was characterised under stretch and pure bending conditions. It was found that elevated temperature stamping was beneficial for springback reduction, particularly when using hot dies. Using cold dies, the flange springback angle decreased by 9.7 % when the blank temperature was increased from 20 to 450 °C, compared to the 44.1 % springback reduction when hot dies were used. Various other forming conditions were also tested, the results of which were used to verify finite element (FE) simulations of the processes in order to consolidate the knowledge of springback. By analysing the tangential stress distributions along the formed part in the FE models, it was found that the springback angle is a linear function of the average through-thickness stress gradient, regardless of the forming conditions used

    The Effects of Video Gaming on Work Group Performance

    Organizational tasks are complex and time-sensitive, requiring group effort to achieve goals under pressure. To improve group performance, organizations often invest in a services designed to strengthen teams (e.g., ropes courses). However, such activities are time- and resource-expensive and have demonstrated mixed results. To proffer a more practical (shorter and less expensive) alternative, we explore the potential of video gaming as a team building activity. To this end, we employed a multi-experiment study in which we administered competitive and cooperative video games to newly formed work groups. To theoretically explain the effects of video gaming on group performance, we adapt the theoretical construct to flow to the group level. Our results reveal that all forms of video gaming had a positive effect on group performance. However, competitive versus cooperative gaming have different effects on the sub-constructs of group flow. Therefore, optimal results are obtained with cooperative-competitive video games

    How food regulators communicate with consumers about food safety

    Purpose – The purpose of this paper is to report how food regulators communicate with consumers about food safety and how they believe consumers understand their role in relation to food safety. The implications of this on the role of food regulators are considered. Design/methodology/approach – In total, 42 food regulators from Australia, New Zealand and the UK participated in a semi-structured interview about their response to food incidents and issues of food regulation more generally. Data were analysed thematically. Findings – Food regulators have a key role in communicating information to consumers about food safety and food incidents. This is done in two main ways: proactive and reactive communication. The majority of regulators said that consumers do not have a good understanding of what food regulation involves and there were varied views on whether or not this is important. Practical implications – Both reactive and proactive communication with consumers are important, however there are clear benefits in food regulators communicating proactively with consumers, including a greater understanding of the regulators’ role. Regulators should be supported to communicate proactively where possible. Originality/value – There is a lack of information about how food regulators communicate with consumers about food safety and how food regulators perceive consumers to understand food regulation. It is this gap that forms the basis of this paper

    Drought Management Concepts: Lessons of the 1976-1977 U.S. Drought

    Three approaches to drought management are developed as generalized mathematical models. Each model is then applied to particular locations in Utah using the hydrologic/economic data from the 1976-77 drought. The modeling approaches include: (1) A multiple regression approach is used to quantify the changes in water use achieved by three common municipal sector rationing policies: (a) restrictions on time of outdoor use, (b) price increases, and (c) mandatory quantity restrictions (2) A model was presented for determing the optimal long term price schedule for rationing a stochastically variable water supply during summer peak demand season among groups of municipal water users which have different demands. (3) The third model analyzed various management policies in terms of their impact on net benefits to the agricultural and municipal sectors. The model is capable of modifying policies monthly, based upon the chaning hydrologic situation. It can vary constraints in a manner that simulates an institutional environment ranging from total freedom of price changes and water exchanges between sectors to those constraints existing during the 76-77 drought. Conclusions include: 1) Mandatory water use regulations are much more effective than price increases in reducing water use (at least in a short term drought). 2) A theoretical analysis of demand and supply functions showed that Salt Lake City\u27s pricing polity (about $0.25/1000 gallons) is very close to optimal. 3) The third model showed that very substantial losses in consumer surplus in Slat Lake County during the drought were caused by variuos institutional restrictions
