    Markets for Contracts: Experiments Exploring the Compatibility of Games and Markets for Games

    The research presented here explores the relationship between games and the economic environment in which the game might be embedded. In particular, the focus is on a market institution in which agents buy and sell rights to participate in a follow-on stage of strategic interaction. Many instruments found in markets, such as insurance contracts and warranties, have that property and motivate the study. The central question posed is how the game and the market, two different types of processes, interact. Traditionally two sets of theory are applied to each of the separate processes: one relates to price formation in the market and the other involves modeling the follow-on stage of interaction as a game. However the application becomes ambiguous when the game has multiple solutions. Consequently, it is not clear from theory how or if joint convergence of the two processes might evolve. The study focuses on that issue and the results demonstrate that outcomes in the game are systematically linked to outcomes in the market. The game outcomes can be characterized by traditional game-theoretic solution concepts. Moreover, the market converges to a competitive equilibrium consistent with the Nash equilibrium that obtains in the game

    Domain Architecture of a Calcium-Permeable AMPA Receptor in a Ligand-Free Conformation

    Ligand-gated ion channels couple the free energy of agonist binding to the gating of selective transmembrane ion pores, permitting cells to regulate ion flux in response to external chemical stimuli. However, the stereochemical mechanisms responsible for this coupling remain obscure. In the case of the ionotropic glutamate receptors (iGluRs), the modular nature of receptor subunits has facilitated structural analysis of the N-terminal domain (NTD), and of multiple conformations of the ligand-binding domain (LBD). Recently, the crystallographic structure of an antagonist-bound form of the receptor was determined. However, disulfide trapping of this conformation blocks channel opening, suggesting that channel activation involves additional quaternary packing arrangements. To explore the conformational space available to iGluR channels, we report here a second, clearly distinct domain architecture of homotetrameric, calcium-permeable AMPA receptors, determined by single-particle electron microscopy of untagged and fluorescently tagged constructs in a ligand-free state. It reveals a novel packing of NTD dimers, and a separation of LBD dimers across a central vestibule. In this arrangement, which reconciles diverse functional observations, agonist-induced cleft closure across LBD dimers can be converted into a twisting motion that provides a basis for receptor activation

    An evolvable space telescope for future astronomical missions

    Astronomical flagship missions after JWST will require affordable space telescopes and science instruments. Innovative spacecraft-electro-opto-mechanical system architectures matched to the science requirements are needed for observations for exoplanet characterization, cosmology, dark energy, galactic evolution formation of stars and planets, and many other research areas. The needs and requirements to perform this science will continue to drive us toward larger and larger apertures. Recent technology developments in precision station keeping of spacecraft, interplanetary transfer orbits, wavefront/sensing and control, laser engineering, macroscopic application of nano-technology, lossless optical designs, deployed structures, thermal management, interferometry, detectors and signal processing enable innovative telescope/system architectures with break-through performance. Unfortunately, NASA’s budget for Astrophysics is unlikely to be able to support the funding required for the 8 m to 16 m telescopes that have been studied as a follow-on to JWST using similar development/assembly approaches without decimating the rest of the Astrophysics Division’s budget. Consequently, we have been examining the feasibility of developing an “Evolvable Space Telescope” that would begin as a 3 to 4 m telescope when placed on orbit and then periodically be augmented with additional mirror segments, structures, and newer instruments to evolve the telescope and achieve the performance of a 16 m or larger space telescope. This paper reviews the approach for such a mission and identifies and discusses candidate architectures

    Mathematical programming-based systems analysis is used to examine the consequences of alternative operation configuration for the agricultural operations within the Texas Department of Criminal Justice. Continuation versus elimination of the total operation as well as individual operating departments are considered. Methodology includes a firm systems operation model combined with capital budgeting and an integer programming based investment model. Results indicate the resources realize a positive return as a whole, but some enterprises are not using resources profitably.     Levels of Analysis in Comprehensive River Basin Planning

    Since nearly every water resource managment choice has two or more sides, differences must be resolved in decision making. Equitable resolution requires an understanding of the reasons for the differences. These reasons originate in the implemented plans have physical-environmental, economic, social, cultural, and political impacts at levels ranging from local to national or international in scope. Decisions are made by individuals and groups impacted in all of these dimensions and at all of these levels; the decisions generate additional impacts; and the entire interactive process changes water management practice in ways outside the control of any one decision point or even dicision dimension. The objective of this study is to conceptualize this process in a way that will help in establishing institutional mechanisms for reconciling differences among levels of analysis. The conceptualization used viewed differences in choices being made at the various levels of analysis as associated with perspective differences having value, jurisdiction, action, and temporal elements. The possible combinations of differences within and between these elements were used to identify ten categories of institutional obstacles to efficient water planning (differences in values, conflicts between value and jurisdiction, etc.). The history of water resources planning on the Colorado River basin was then examined to identify 17 specific institutional obstacles, and a computerized policy simulation was applied to levels of analysis in the Uintah basin of Utah to identify three more. These 20 obstacles were shown to be broadly distributed over the ten categories, and the nature of the obstacles defined provides valuable insight into the common characteristics of the major institutional obstacles to water management. The priciples of logic as applicable to rationality in decision making were then used to identify two root causes of levels\u27 conflicts. If alternatives are evaluated from a single perspective, the ostensible causal relationships commonly used lead to estimates of the sum of the consequences from the parts of a water management program being far more than the total consequences of the entire program. Looked at another way, since available water resources planning tools do not properly allocate consequences from interactive processes to individual causal sources, decisions made to acheive a desired impact are not based on reliable information. In fact, different decisions made over time from a single perspective have conflicting impacts. When multiple perspectices are considered, one finds that individual values do not aggregate linearly in forming social values, many actions are not efficient in achieving preferred values, and decision makers are not able to implement their plans as desired. Real world situations combine interacting perspectives and partial contributions. Nine recommendations are made on what to do next in improving water resources planning in an interactive, nonlinear world

    Antigenic and genetic characterization of a divergent African virus, Ikoma lyssavirus

    In 2009, a novel lyssavirus (subsequently named Ikoma lyssavirus, IKOV) was detected in the brain of an African civet (Civettictis civetta) with clinical rabies in the Serengeti National Park of Tanzania. The degree of nucleotide divergence between the genome of IKOV and those of other lyssaviruses predicted antigenic distinction from, and lack of protection provided by, available rabies vaccines. In addition, the index case was considered likely to be an incidental spillover event, and therefore the true reservoir of IKOV remained to be identified. The advent of sensitive molecular techniques has led to a rapid increase in the discovery of novel viruses. Detecting viral sequence alone, however, only allows for prediction of phenotypic characteristics and not their measurement. In the present study we describe the in vitro and in vivo characterization of IKOV, demonstrating that it is (1) pathogenic by peripheral inoculation in an animal model, (2) antigenically distinct from current rabies vaccine strains and (3) poorly neutralized by sera from humans and animals immunized against rabies. In a laboratory mouse model, no protection was elicited by a licensed rabies vaccine. We also investigated the role of bats as reservoirs of IKOV. We found no evidence for infection among 483 individuals of at least 13 bat species sampled across sites in the Serengeti and Southern Kenya
