    The economic context for rural development has changed markedly since the 1970s. While natural resource industries have continued to decline in importance as rural employers, the internationalization of markets, reorganization of industries, new production technologies, and the rapid development of new information technologies have eroded the competitive position of many rural areas with respect to other industries. In the South, as well as in the rest of the country, the critical rural issue for the 1990s is whether rural areas will be able to find niches to replace those they lost in the 1980s.     The Geography of New Manufacturing Technology: Implications for the Nonmetropolitan South

    Despite the growth in services, manufacturing remains an essential part of the nonmetropolitan South\u27s economy, responsible for 25 percent of total personal earnings. But low-education nonmetropolitan areas, which gained more than their share of manufacturing jobs in the 1970s and 1980s, lost jobs in the 1990s. Their manufacturing base is threatened not only by low-wage competition from abroad, but also by the spread of new technologies, which is raising the demand for production worker skills. Data from the Economic Research Service Rural Manufacturing Survey (RMS) show that labor quality is a central problem for adopters, particularly in low-education areas. The silver cloud is that these New Technology manufacturers have a much greater interest in raising local education and skill levels than Old Technology manufacturers

    The Emergence of Rural Artistic Havens: A First Look

    Nearly all applied research on arts activity has examined phenomena in metropolitan areas. Findings from this past research confirm an arts specialization in a limited number of cities. This paper finds a similar pattern in nonmetropolitan areas, where a limited number of counties maintain or develop a distinct specialization in the arts. We document the emergence of these "rural artistic havens" and identify county characteristics associated with the attraction of performing, fine, and applied artists.     Rural Competitiveness: Results of the 1996 Rural Manufacturing Survey

    Establishments in metropolitan and nonmetropolitan locations are surprisingly similar in their adoption of new technologies, worker skill requirements, use of government programs and technical assistance, exports, and sources of financing, according to the results of a nationwide survey of 3,909 manufacturing businesses. The most widespread concern of both metro and nonmetro businesses appears to be with quality of labor. Survey respondents report rapidly increasing skill requirements, and many report problems finding qualified workers. Quality of local labor is the most frequently cited problem associated with nonmetro business locations. Access to credit, transportation, and telecommunications infrastructure is a problem of secondary importance for both metro and nonmetro respondents. Rural communities face a considerable challenge in supplying workers with needed skills.     Seasonality of Prescribed Fire Weather Windows and Predicted Fire Behavior in the Northern Great Plains, USA

    Background Prescribed fire is an important management practice used to control woody encroachment and invasive species in grasslands. To use this practice successfully, managers must understand the seasonal windows within which prescribed fire can be applied and how fire behavior could potentially vary among these windows. To characterize prescribed fire windows within the northern Great Plains of North America, we collected data from 20 remote weather stations positioned across North Dakota and northwestern Minnesota, USA, from station inception to 2015. We performed an hourly analysis for each station to determine if air temperature (2 to 43 °C), relative humidity (25 to 80%), and wind speed (6.44 to 24.12 km h− 1) conditions were within acceptable ranges for at least six contiguous precipitation-free hours from 0800 to 1800 h. We summarized acceptable conditions over five half-season windows and then used the Rothermel fire spread equation to simulate fire behavior within these half-season windows based on average, minimum, and maximum conditions for seasonally appropriate live herbaceous to fine dead fuel ratios. Results While the number of acceptable prescribed fire days did not change from early spring (21 March) to early fall (6 November), the number of acceptable days for conducting spring fires decreased and the number of acceptable days for conducting late summer to early fall fires increased over the study period. The change in spring acceptability reflected an increase in the number of days with air temperatures below acceptable minimum temperature and outside of acceptable wind conditions to conduct operations. Predicted rate of fire spread was highest and most sensitive to the season of the year, fuel curing status, and site invasion status when fire spread was simulated at the upper end of acceptable wind speed and at the lower end of fuel moisture conditions. Conclusions Prescribed fire planning needs to take into account the timeframe during which fire windows exist within a year, and how these conditions affect fire behavior. In the northern Great Plains, there is ample opportunity for grassland managers to use summer and fall prescribed fires, and managers should expect to get variable fire behavior results when prescribed fires are applied in more extreme conditions throughout the year

    A breast cancer meta-analysis of two expression measures of chromosomal instability reveals a relationship with younger age at diagnosis and high risk histopathological variables

    Breast cancer in younger patients often presents with adverse histopathological features, including increased frequency of estrogen receptor negative and lymph node positive disease status. Chromosomal instability (CIN) is increasingly recognised as an important prognostic variable in solid tumours. In a breast cancer meta-analysis of 2423 patients we examine the relationship between clinicopathological parameters and two distinct chromosomal instability gene expression signatures in order to address whether younger age at diagnosis is associated with increased tumour genome instability. We find that CIN, assessed by the two independently derived CIN expression signatures, is significantly associated with increased tumour size, ER negative or HER2 positive disease, higher tumour grade and younger age at diagnosis in ER negative breast cancer. These data support the hypothesis that chromosomal instability may be a defining feature of breast cancer biology and clinical outcome

    The Conservation Reserve Program: Economic Implications for Rural America

    This report estimates the impact that high levels of enrollment in the Conservation Reserve Program (CRP) have had on economic trends in rural counties since the program's inception in 1985 until today. The results of a growth model and quasi-experimental control group analysis indicate no discernible impact by the CRP on aggregate county population trends. Aggregate employment growth may have slowed in some high-CRP counties, but only temporarily. High levels of CRP enrollment appear to have affected farm-related businesses over the long run, but growth in the number of other nonfarm businesses moderated CRP's impact on total employment. If CRP contracts had ended in 2001, simulation models suggest that roughly 51 percent of CRP land would have returned to crop production, and that spending on outdoor recreation would decrease by as much as $300 million per year in rural areas.     Spatial Positioning of Immune Hotspots Reflects the Interplay between B and T Cells in Lung Squamous Cell Carcinoma

    Beyond tertiary lymphoid structures, a significant number of immune-rich areas without germinal center-like structures are observed in non–small cell lung cancer. Here, we integrated transcriptomic data and digital pathology images to study the prognostic implications, spatial locations, and constitution of immune rich areas (immune hotspots) in a cohort of 935 patients with lung cancer from The Cancer Genome Atlas. A high intratumoral immune hotspot score, which measures the proportion of immune hotspots interfacing with tumor islands, was correlated with poor overall survival in lung squamous cell carcinoma but not in lung adenocarcinoma. Lung squamous cell carcinomas with high intratumoral immune hotspot scores were characterized by consistent upregulation of B-cell signatures. Spatial statistical analyses conducted on serial multiplex IHC slides further revealed that only 4.87% of peritumoral immune hotspots and 0.26% of intratumoral immune hotspots were tertiary lymphoid structures. Significantly lower densities of CD20+CXCR5+ and CD79b+ B cells and less diverse immune cell interactions were found in intratumoral immune hotspots compared with peritumoral immune hotspots. Furthermore, there was a negative correlation between the percentages of CD8+ T cells and T regulatory cells in intratumoral but not in peritumoral immune hotspots, with tertiary lymphoid structures excluded. These findings suggest that the intratumoral immune hotspots reflect an immunosuppressive niche compared with peritumoral immune hotspots, independent of the distribution of tertiary lymphoid structures. A balance toward increased intratumoral immune hotspots is indicative of a compromised antitumor immune response and poor outcome in lung squamous cell carcinoma
