Exit Exams and High School Dropout
In this paper, I consider the impact of the expansion of exams students must pass in order to graduate high school on dropout rates. "Exit exams," as these tests are known, have become more common, and more difficult. These exams are controversial, with opponents claiming they drive marginal students out of school, and proponents arguing they align student interests with those of the school and encourage teachers and administrators to provide effort and resources on the students' behalf. I make use of the fact that when states implement exit exams, they first affect a specific graduating class. So in some states, some students in high school are required to pass these exams, while students in the grade above are not. Using a state-grade panel constructed from the Common Core of Data I find evidence that the recent expansion of exit exams has resulted in a modest increase in high school dropout rates in the aggregate, but a large increase among students in 12th grade, where additional attempts to pass exams are not possible. I also find that a policy often used to limit the impacts of exit exams on high school completion has only limited effect: Dropout rates in states where students can earn a diploma or credential even when unable to pass exit exams, dropout increases in 12th grade at about the same rate as in other states without such alternative pathways. The earnings effect of education at community colleges
In this paper, I make use of data from the 2000 follow-up of the National Education Longitudinal Survey (NELS) post-secondary education transcript files to extend what is known about the value of education at community colleges. I examine the effects of enrollment in community colleges on students' subsequent earnings. I estimate the effects of credits earned separate from credentials because community colleges are often used as a means for students to engage in study not necessarily leading to a degree or certificate. I find consistent evidence of wage and salary effects of both credits and degrees, especially for women. There is no substantial evidence that enrollment in vocational rather than academic coursework has a particularly beneficial effect, however
Something in the Air? Pollution, Allergens and Children's Cognitive Functioning
Poor air quality has been shown to harm the health and development of children. Research on these relationships has focused almost exclusively on the effects of human-made pollutants, and has not fully distinguished between contemporaneous and long-run effects. This paper contributes on both of these fronts. Merging data on plant pollen, human-made pollutants and ECLS-K data on academic skills, I study the relationship between poor air quality in the first years of life on school-readiness, and the effects of ambient air quality on achievement of young children. I find evidence that exposure in early childhood affects school readiness at the start of kindergarten, and that the effects of air quality on the growth of cognitive skills in math and reading continue into elementary school

Allergy Test: Seasonal Allergens and Performance in School
Seasonal pollen allergies affect approximately 1 in 5 school age children. Clinical research has established that these allergies result in large and consistent decrements in cognitive functioning, problem solving ability and speed, focus and energy. However, the impact of seasonal allergies on achievement in schools has received no attention at all from economists. Here, I use data on daily pollen counts merged with school district data to assess whether variation in the airborne pollen that induces seasonal allergies is associated with performance on state reading and math assessments. I find substantial and robust effects: A one standard deviation in ambient pollen levels reduces the percent of 3rd graders passing ELA assessments by between 0.2 and 0.3 standard deviations, and math assessments by between about 0.3 and 0.4 standard deviations. I discuss the empirical limitations as well as policy implications of this reduced-form estimate of pollen levels in a community setting
The Returns to Education at Community Colleges: New Evidence from the Education Longitudinal Survey
Community colleges have long been recognized for their potential in providing access to post-secondary education for students of limited means. Indeed, the recent #FreeTuition movement is built on community colleges as a cornerstone. Previous research on the value of community colleges in shaping earnings and career outcomes suggests that encouraging access to community college is a good investment. But, the evidence base on this issue is limited. The main limitations stem from the fact that what we know comes from data collected from cohorts of students who studied in community colleges more than twenty years ago. In the meantime, the market for higher education has changed drastically, and the Great Recession and economy of the early 21st Century have reshaped how young Americans are educated and begin their careers. For these reasons, I update the evidence on the employment and earnings effects of community college education. I study the experiences of the Educational Longitudinal Survey (ELS) cohort, which graduated from high school and began studying in community colleges at the start of the Great Recession, and who began their working careers in the years after. The experiences of this cohort are important in their own right, since they provide insight into the experiences of American workers during and after one of the largest economic downturns in modern history. Moreover, this paper will provide insight into the role post-secondary education plays in shaping economic security more generally
Rising Tuition and Enrollment in Public Higher Education
In this paper we review recent trends in tuition at public universities and estimate impacts on enrollment. We use data from the Integrated Postsecondary Education Data System on all public four-year colleges and universities from 1991 to 2007 and illustrate that tuition increased dramatically beginning in the early part of this decade, increasing at rates unprecedented in the past half century. We examine impacts of these tuition increases on total enrollment and credit hours, and estimate differences by type of institution. We estimate that the average tuition and fee elasticity of total headcount is -0.1072. So, at the mean a $100 increase in tuition and fees (in 2006 dollars) would lead to a decline in enrollment of a little more than 0.25 percent, with larger effects at Research I universities. We find no evidence that especially large increases from one year to the next have a disproportionately large negative effect on enrollment.higher education, tuition, enrollment
Anti-depressants and Suicide
Does drug treatment for depression with selective serotonin reuptake inhibitors (SSRIs) increase or decrease the risk of completed suicide? The question is important in part because of recent government warnings that question the safety of SSRIs, one of the most widely prescribed medications in the world. While there are plausible clinical and behavioral arguments that SSRIs could have either positive or negative effects on suicide, randomized clinical trials have not been very informative because of small samples and other problems. In this paper we use data from 26 countries for up to 25 years to estimate the effect of SSRI sales on suicide mortality using just the variation in SSRI sales that can be explained by cross-country variation in the growth of drug sales more generally. We find that an increase in SSRI sales of 1 pill per capita (about a 12 percent increase over 2000 sales levels) is associated with a decline in suicide mortality of around 5 percent. These estimates imply a cost per statistical life far below most other government interventions to improve health outcomes.
Sexual Violence, Title IX and Women's College Enrollment
Sexual violence has long been a problem on college campuses, yet federal policies to protect students have largely been ineffectual. Spurred by student grievances, the U.S. Department of Education's Office of Civil Rights recently began investigating how sexual assault cases were handled at a number of institutions under the Title IX provisions of the Education Amendments of 1972. These investigations focus attention on specific colleges' responses to cases of sexual violence and raise the specter that these institutions may fail to properly investigate allegations or punish perpetrators. In this paper, we examine the implications of these investigations on college enrollment, particularly for women. We combine institution-level panel data on enrollment by age and gender, with information on Title IX investigations to study changes in women's college enrollment. We estimate that enrollment of women at colleges under Title IX investigation declined by 16 to 22 percent. The declines are consistent with both declining matriculation and retention of female students
