Rural Leadership: Backbone of Democracy in India

    Get PDF
Panchayati Raj is accepted as a way of life to-day. An attractive name like “Decentralization” seems to attract popular imagination. The birth of Panchayati Raj has necessitated self-management of the problems of the community, a sense of popular participation and the political education of the villager in the citizenship of his country. The success of Panchayati Raj and the fulfillment of the hopes of people’s participation and involvement in the development work in the villages depend largely upon effective local leadership. “No country can hope to achieve good working democracy let alone a Welfare State without a strong and healthy system of local Government.” Again, no local Government can remain healthy unless it is liable to change needed to adapt it to changes in the human and physical environment

A Role of Semantic Web and Ontology in Information Retrieval

    Get PDF
Web Mining is an application of data mining which focuses on discovering relevant data from Web content. The Semantic Web describes a web as data rather than documents. It characterizes information in understandable manner moreimplicitly for humans and computers. It wasdeveloped with the help of Ontology, which is the pillar of the Semantic Web. The semantic Web depends on integration and use of semantic data, and sematic data is depends on ontology. Ontology can provide a common vocabulary, a grammar for publishing data, and can supply a semantic d data which can be used to preserve the Ontologies and keep them ready for inference. This also helps in personalized filtering mechanisms for users to consume relevant, interesting information from web sites. By combining web mining and sematic web, we can retrieve relevant data called as semantic web mining. This paper gives an overview of sematic web mining and their applications

Analysis of Tertiary Control for PV based Microgrid System

    Get PDF
With the rising demand in electricity, increasing fuel cost, global climatic changes and concern on greenhouse gas emission the use of renewable energy resources is becoming a necessity. Microgrid is a systematic integration of various Distributed Energy Resources (DERs) and connected loads to operate as single entity which can either be connected to the grid or can operate as a separate independent island. Power electronic converters are employed to provide flexibility for the integration of various distributed energy sources in the grid. Microgrid draws power from utility grid or supplies to the grid depending upon load demand and generationin grid connected mode. In case of power interruption or load shedding microgrid can be switchedto island mode of operation. One of the important issues of microgrid is to achieve the bump less transition between the grid and islanded mode of operation. In this paper Photo voltaic (PV) sources based microgrid system has been considered and a coordinated control scheme for the control of a microgrid system is implemented in Matlab / Simulink environment. This paper investigates the bump less transition between the grid and islanded mode of operation with reduced harmonic distortion and frequency variation

Clinicodemographic profile of the cases presented with extra pulmonary manifestations during covid 19 pandemic in a tertiary covid care centre at SVPIMSR

Aims and objectives: To study severity of COVID 19 virus on various systems in body other than pulmonary system, To foresee adverse outcome of patient who were affected with COVID 19 pneumonia with prominent extra pulmonary manifestations. Methods: A retrospective observational study done in 100 cases of COVID 19 positive patients admitted to SVPIMSR and developed extrapulmonary manifestations over a period of 1 ST April 2020 to 31ST May 2021.Results: Mean age was 60.94 ± 13.91 years and maximum patients were in the age group of 70-79 years, predominantly male were found to have extrapulmonary manifestations, in which cardiovascular system was most commonly involved.COVID-19 patients who developed cardiovascular manifestations had multiple comorbidities. In our study overall mortality was 63% and 53% patients with cardiovascular manifestations were deceased. Conclusion: Patients with COVID-19 may develop extrapulmonary manifestations besides respiratory symptoms. As an emergency physician we should be very careful while managing COVID-19 patients for developing extrapulmonary manifestations. By this we can improve patient‘s survival and reduce mortality. This study guides us for future pandemics of SARS-CoV 2 and we can focus extrapulmonary manifestations beyond pulmonary manifestations

Reducing Recurrence in Campanacci Type Three Giant Cell Tumor of Bone: Outcomes from an 82-Case Study Evaluating Psuedocapsule Excision with Extended Curettage

    Get PDF
Background & Objective: In Campanacci type 3 giant cell tumor of bone (GCT), soft tissue expansion of the tumor has been considered the most important factor for recurrence. We report the outcomes in 82 consecutive patients with GCT of the extremities treated with the excision of pseudocapsule along with extended curettage in terms of recurrence and functional results. Material and Methods: We treated 82 cases with histologically proven, radiological grade 3 GCT of the extremities, which had at least two cortices intact. We performed soft tissue expansion excision along with extended curettage using a high-speed burr, phenol, hydrogen peroxide, and electrocautery. Reconstruction was done with bone cement or bone graft, and internal fixation was performed in all cases. Cases were followed up for a minimum of two years. Results: The highest incidence of GCT was found in the distal femur (28 , 34.1%), followed by the proximal tibia (18, 21.9%), with the third most common sites being in the upper limb, where the distal radius and proximal humerus each had an equal incidence of 12 cases (14.6%). Eight patients had preoperative pathological fractures. Reconstruction with bone cement was done in 65 cases, and bone grafting was done in 17 cases. Recurrence of GCT was not observed in study population. Post-operative infections were seen in 2 patients. Conclusion: Soft tissue expansion and pseudocapsule excision along with extended curettage are effective methods for decreasing the rate of recurrence in giant cell tumors of bone

The Influence of Lead Suspension in Oil Lubricant on the Sliding Wear Behaviour of Cast Iron

    Get PDF
This investigation pertains to the analysis of the sliding wear response of a cast iron over a range of applied pressures in the presence of an oil lubricant. The effect of varying concentrations of lead particles suspended in the oil lubricant on the wear behaviour of the cast iron was also examined. The wear rate increased with pressure initially at a lower rate followed by a higher rate of increase beyond a specific pressure. Furthermore, the presence of suspended lead particles up to a specific concentration in the oil proved beneficial while the trend reversed at still higher concentrations. The extent of frictional heating increased with test duration at a high rate in the beginning of the tests. This was followed by a reduced rate of temperature increase at longer test durations. In some cases, the rate of temperature rise increased once again while it reduced in one case towards the end of the tests. The severity and extent of frictional heating also increased with pressure. Lead addition to the oil lubricant up to a specific concentration led to a reduced degree of heating while the trend reversed at still higher lead contents. Specimen seizure caused significantly high wear rate and frictional heating. The observed wear response of the samples has been explained in terms of specific characteristics like cracking tendency and lubricating and load bearing capacity of various microconstituents of the specimen material. Another important factor of concern affecting wear characteristics was observed to be lubricating film formation and its stability during sliding. The wear behaviour has also been substantiated through the characteristics of wear surfaces and subsurface regions

Design and Development of Novel Configuration of Steering Knuckle for an All Terrain Vehicle (ATV)

    Get PDF
Steering knuckle or suspension upright is one of the most critical loaded parts in an automobile and especially in all terrain vehicle (ATV) as it has to sustain the forces arising from the braking torque, road bump and the steering pull. Also, in the commercial vehicles, the left knuckle cannot be interchanged with the right knuckle. Therefore there is a need of design and development of a steering knuckle which may be interchangeable and manufactured as a one piece product. Also to reduce the overall weight of an automobile a light weight steering knuckle should be designed. Thus the design and development of a low weight knuckle which is structurally rigid and has the ability to withstand all the forces arising due to bump, cornering, cyclic loading during steering and braking while being interchangeable between front wheels of an Off-Road vehicle is discussed in this article
