Contribuições para a revisão textual: as práticas textuais discursivas aplicadas pelos revisores de textos no Departamento de Taquigrafia, Revisão e Redação da Câmara dos Deputados (DETAQ) em discursos parlamentares
Este trabalho representa uma análise, sob a ótica da linguística, de intervenções de revisores do Departamento de Taquigrafia, Revisão e Redação da Câmara dos Deputados (DETAQ) nos textos referentes a transcrições do áudio de discursos parlamentares proferidos naquela casa legislativa, com o objetivo de investigar tanto essas intervenções quanto as transcrições sob a perspectiva das nove operações textuais-discursivas propostas por Marcuschi (2010), como uma contribuição à revisão textual. O estudo parte dos conceitos de texto apresentados por Marcuschi (2008) e Koch (2003) e do conceito de discurso proposto por Dubois et al (1995), no âmbito desta pesquisa. Em seguida, com diversas contribuições teóricas, especialmente de Saussure (1972), destaca a comunicação, que é a finalidade do discurso parlamentar, como elemento importante nas relações entre a linguagem utilizada nos discursos e o público-alvo, tendo por fator de forte influência a transmissão dos eventos pela TV Câmara. Ao adentrar o cerne da pesquisa, busca primeiramente diferenciar revisor de textos de revisor do DETAQ, pelo apontamento das particularidades da atuação deste. Em segundo lugar, faz a diferenciação entre as práticas textuais-discursivas de transcrição e de revisão no âmbito daquele departamento, com a exposição das tarefas de cada uma e descrição dos procedimentos adotados a partir do áudio dos eventos, até a retextualização para a produção do texto final a ser publicado. Ademais, apresenta análises linguísticas de algumas intervenções do revisor do DETAQ em discurso parlamentar, bem como considerações finais do presente estudo

Normais climatológicas do Brasil 1981–2010
In the last decades, especially since 2000, the natural vulnerability of Earth’s climate system has been a cause of great concern as to the status of global climate change due to the interference of natural and/or anthropic activities. Instituto Nacional de Meteorologia (Inmet), the government body officially responsible for monitoring weather and climate in Brazil, and also a member of the World Meteorological Organization (WMO), is proud to release the new edition of the climate normals for the period of 1981–2010. The new edition aims to analyze and register the climate changes that occurred during the two decades following the previous edition of 1961–1990. For that purpose, Inmet created a working group to prepare and edit these normals, as a basis of knowledge for different spheres of meteorology, aiming to strengthen the study and research of climate variability, as well as the Paris Agreement, which limits global warming to 1.5°C above pre-industrial levels. Finally, the publication intends to offer guidance, information, and assistance to the communities of climate sciences, agribusiness, and public and private institutions, both national and international. Overall, activities related to climate have expanded in practically every sphere of human life, especially in the fields of science and public policies.Nas últimas décadas, principalmente desde 2000, a vulnerabilidade natural do sistema climático da Terra tem causado preocupações quanto à mudança climática global devido a processos naturais e/ou atividades antropogênicas. O Instituto Nacional de Meteorologia (Inmet), responsável por monitorar o tempo e o clima no Brasil, e também membro da Organização Meteorológica Mundial (OMM), tem o orgulho de lançar a nova edição das normais climatológicas 1981–2010. Esta nova edição visa analisar e registrar as mudanças climáticas que ocorreram durante as duas décadas após a edição anterior de 1961–1990. Com esse propósito, o Inmet criou um grupo de trabalho para preparar e editar essas normais, como base para conhecimento em diferentes esferas da meteorologia, para fortalecer o estudo e a pesquisa da variabilidade climática, bem como o Acordo de Paris, que limita o aquecimento global a 1,5°C acima dos níveis da era pré-industrial. Por fim, a publicação visa oferecer diretrizes, informações e assistência a comunidades de ciências climáticas, agronegócios, instituições públicas e privadas, tanto no âmbito nacional quanto internacional. No geral, as atividades relacionadas ao clima têm expandido em praticamente todas as esferas da vida humana, sobretudo nas áreas de ciências e políticas públicas

The new scene of economic globalization and commercial liberalism has instigated the increase of corporative competition. For the cooperative or any other company to survive in the context of tough competition, one of the core issues to be concerned is quality. In order to accompany the present changes, the vision of cooperatives has been facing important modifications. An example of is this is Coopavel (Brazilian cooperative situated in the southern State of Paraná), which has launched a differentiated system of raw milk payment to assure the quality of its received milk, and, consequently, the improvement of its products’ quality. Medidas governamentais de enfrentamento à Covid-19 a partir do Projeto São José III
that during the period of social isolation experienced by the state was important to strengthen the maintenance of family farming enterprises served by the agrarian development policies covered by the secretariat. Thus, even having suffered losses in production and marketing, investment alternatives in technical assistance and guidance to family farmers, fairs, virtual assistance to beneficiaries contributed to minimizing the effects caused by the Covid-19 pandemic. The methodology used was a qualitative research, using a questionnaire. A total of 267 questionnaires were sent, with 237 being returned, corresponding to 88.8% of the total. The Google Web virtual tool was used to answer the questionnaire.O estudo tem por objetivo identificar os impactos causados pelo vírus Sars Cov 2, nos empreendimentos apoiados pelo Projeto São José III. No percurso de identificação de políticas públicas voltadas para o enfrentamento da crise econômica e social, fruto do avanço da Covid-19 pelo interior do Ceará. Foram identificados os esforços da Secretaria do Desenvolvimento Agrário na manutenção de uma agenda de ações que, ao longo do período de isolamento social vivenciado pelo estado, foi importante para o fortalecimento de manutenção dos empreendimentos da agricultura familiar atendidos pelas políticas de desenvolvimento agrário abrigados no âmbito da secretaria. Assim, mesmo tendo sofrido perdas na produção e comercialização, as alternativas de investimentos em assistência técnica e orientação aos agricultores familiares, realização de feiras, atendimento virtual aos beneficiários contribuíram para a minimização dos efeitos causados pela pandemia da Covid-19. A metodologia utilizada foi a de uma pesquisa de cunho qualitativo com o uso de questionário. Foram enviados 267 questionários, sendo devolvidos 237, o que corresponde a 88,8% do total. A ferramenta virtual Google Web foi utilizada para responder o questionário
Quality of Life of Patients with Type 1 Diabetes Mellitus Using Insulin Analog Glargine Compared with NPH Insulin: A Systematic Review and Policy Implications
INTRODUCTION: Insulin analogue glargine (GLA) has been available as one of the therapeutic options for patients with type 1 diabetes mellitus to enhance glycemic control. Studies have shown that a decrease in the frequency of hypoglycemia episodes improves the Quality of Life (QoL) of diabetic patients. However, there are appreciable acquisition cost differences between different insulins. Consequently, a need to assess their impact on QoL to provide future guidance to health authorities. METHOD: A Systematic review (SR) of multiple databases including Medline, LILACS, Cochrane and EMBASE databases with several combinations of agreed terms involving randomized controlled trials (RCTs) and cohorts, as well as manual searches and gray literature was undertaken. The primary outcome measure was a change in QoL. The quality of the studies and the risk of bias was also assessed. RESULTS: Eight studies were eventually included in the systematic review out of 634 publications. Eight different QoL instruments were used (2 generic, 2 mixed and 4 specific), in which the Diabetes Treatment Satisfaction Questionnaire (DTSQs) was the most used. The systematic review did not consistently show any significant difference overall in QoL scores whether as part of subsets or combined into a single score with the use of GLA versus NPH insulin. Only in patients’ satisfaction measured by DTSQ was a better result consistently seen with GLA versus NPH insulin but not using the WED scale. However, none of the cohort studies scored a maximum on the Newcastle-Ottawa scale for quality and they generally were of moderate quality with bias in the studies. CONCLUSION: There was no consistent difference in QoL or patient reported outcomes when the findings from the eight studies were collated. In view of this, we believe the current price differential between GLA and NPH insulin in Brazil cannot be justified by these findings
The clinical effectiveness of insulin glargine in patients with Type I diabetes in Brazil: findings and implications
Aims: Published studies have challenged the cost-effectiveness of insulin glargine versus NPH insulins in Brazil with limited evidence of increased effectiveness despite considerably higher acquisition costs. However, still a controversy. Consequently, a need to address this. Methods: Retrospective cohort study of type 1 diabetes patients receiving insulin glargine in Brazil following NPH insulin who met the criteria. Results: 580 patients were enrolled. HbA1c varied from 8.80 ± 1.98% in NPH insulin users to 8.54 ± 1.88% after insulin glargine for six months, which is not clinically significant. Frequency of glycemic control varied from 22.6% with NPH insulin to 26.2% with insulin glargine. No statistically significant difference was observed between controlled and still uncontrolled groups for all analyzed factors including type and frequency of insulin use and carbohydrate counting. Conclusions: Limited differences between NPH insulins and insulin analogues in routine clinical care does not justify an appreciable cost difference
Quality of life of patients with diabetes mellitus types 1 and 2 from a regerral health care center in Minas Gerais, Brazil
Quality of life (QoL) characteristics are important in patients with diabetes mellitus (DM 1 and 2). Aim: Evaluate QoL and DM-associated factors among diabetic patients. Methods: Patients attending a University Hospital interviewed about sociodemographic, clinical and QoL characteristics, with QoL measured via the EQ-5D. Descriptive analysis, correlation, linear regression, univariate and multivariate analysis were performed. Results: 346 patients took part, comprising 67% women, 59% with DM2, and 32% DM1. DM 1 patients had a mean QoL of 0.7369, with retinopathy, depression, dyslipidemia and a serious hypoglycemic crisis significantly reducing QoL. Patients with DM type 2 had mean QoL 0.6582, with hypertension, neuropathy, depression, cancer and dyslipidemia significantly reducing QoL. Reduced QoL also correlated with a lack of physical exercise. Males with both DM1 and 2 had a better QoL. Conclusion: Need for better disease monitoring and control combined with effective activities to improve self-care, reduce complications and improve patients’ QoL
The Assessment for Disinvestment of Intramuscular Interferon Beta for Relapsing-Remitting Multiple Sclerosis in Brazil
In Brazil, inclusion and exclusion of health technologies within the Unified Health System (SUS) is the responsibility of the National Committee for Health Technology Incorporation (CONITEC). A recent Cochrane systematic review demonstrated that intramuscular interferon beta 1a (IFN-beta-1a-IM) was inferior to the other beta interferons (IFN-beta s) for multiple sclerosis (MS). As a result, CONITEC commissioned an analysis to review possible disinvestment within SUS. The objective of this paper is to describe the disinvestment process for IFN-beta-1a-IM in Brazil. The first assessment comprised a literature review and mixed treatment comparison meta-analysis. The outcome of interest was the proportion of relapse-free patients in 2 years. This analysis confirmed the inferiority of IFN-beta-1a-IM. Following this, CONITEC recommended disinvestment, with the decision sent for public consultation. More than 3000 contributions were made on CONITEC's webpage, most of them against the preliminary decision. As a result, CONITEC commissioned a study to assess the effectiveness of IFN-beta-1a-IM among Brazilian patients in routine clinical care. The second assessment involved an 11-year follow-up of a non-concurrent cohort of 12,154 MS patients developed by deterministic-probabilistic linkage of SUS administrative databases. The real-world assessment further demonstrated that IFN-beta-1a-IM users had a statistically higher risk of treatment failure, defined as treatment switching or relapse treatment or death, with the assessment showing that IFN-beta-1a-IM was inferior to the other IFN-beta s and to glatiramer acetate in both direct and indirect analysis. In the drug ranking with 40,000 simulations, IFN-beta-1a-IM was the worst option, with a success rate of only 152/40,000. Following this, CONITEC decided to exclude the intramuscular presentation of IFN-beta from the current MS treatment guidelines, giving patients who are currently on this treatment the option of continuing until treatment failure.
