WISTA – Wirtschaft und Statistik, Ausgabe 5/2022

Qualitätssicherung bildet einen Schwerpunkt in dieser Ausgabe des Wissenschaftsmagazins WISTA: Ein Artikel berichtet über den Peer Review 2021, ein weiterer untersucht die Qualität von Mobilfunkdaten im Hinblick auf den Einsatz in der amtlichen Statistik. Das zur Optimierung der Statistikproduktion genutzte Verfahren der Digitalen Assessments ist Thema eines Beitrags, die Fortschritte bei der Einrichtung einer Large Cases Unit behandelt ein anderer. Zwei Aufsätze stellen die neue Strukturstatistik im Handels- und Dienstleistungsbereich sowie den neu veröffentlichten Lkw-Maut-Grenzfahrtenindex vor. Der letzte Artikel beantwortet die Frage nach der bisherigen Wirksamkeit des Flexirentengesetzes und analysiert dazu amtliche Statistiken sowie quantitative und qualitative Befragungen.Quality assurance is a focus of this issue of the science magazine WISTA: One article reports on the peer review 2021, another examines the quality of mobile phone data with regard to use in official statistics. The first article in the magazine presents and analyzes labor costs and the associated competitiveness over the past two decades in an EU comparison. Further articles deal with the European harmonization of gross domestic product and gross national income, the effects of the new European regulation for business statistics on the national statistical system, the number of children of men, the term migration background, dynamic price setting in online trading, web scraping in consumer price statistics, the measurement error -related bias in small subsets as well as the user-oriented further development of the life situation surveys

Diese Ausgabe des Wissenschaftsmagazins WISTA ist unter den Leitgedanken "Bundesstatistik im Wandel der Zeit" gestellt. Wie die ehemaligen Leitungen des Statistischen Bundesamtes die Arbeiten geprägt haben, stellt der Einführungsaufsatz zu dieser Themenausgabe dar. Die weiteren Artikel schlagen thematisch einen Bogen von der Programmplanung über die Entwicklung verschiedener Verbreitungswege, des Forschungsdatenzentrums und des Dienstleistungszentrums für Bessere Rechtsetzung bis zum Zensus 2022 und den Umweltökonomischen Gesamtrechnungen. Ein weiterer Beitrag beschreibt, wie Wahlrechtsnovellierungen als Teil einer gelebten Demokratie durch stets neu gewonnene Erfahrungswerte einem regelmäßigen Wandel unterliegen. Die Laudationes auf die Preisträgerin und die Preisträger des Wissenschaftlichen Nachwuchspreises 2022 "Statistical Science for the Society" und des Corona-Sonderpreises des Statistischen Bundesamtes schließen die Ausgabe ab.This issue of the science magazine WISTA is based on the motto "Federal Statistics through the Ages". The introductory essay on this thematic issue shows how the former presidents of the Federal Statistical Office shaped the work. Welche Nutzungsmöglichkeiten eröffnen Geodaten, also digitale Daten mit Raumbezug, der amtlichen Statistik? Zwei Artikel in dieser Ausgabe des Wissenschaftsmagazins WISTA befassen sich mit diesem Thema: Der eine liefert eine Machbarkeitsstudie zur Aufbereitung und Geokodierung von Angaben zum Geburtsort im Ausländerzentralregister mithilfe der Geodaten von OpenStreetMap. Der andere analysiert den Zusammenhang zwischen raumstrukturellen sowie arbeitsmarktrelevanten Merkmalen und der Binnenmobilität von Geflüchteten mit Schutzstatus in Deutschland in den Jahren 2015 bis 2020. Weitere Beiträge stellen die neue Statistik untergebrachter wohnungsloser Personen in Deutschland vor sowie das ESSnet-Projekt Smart Surveys, bei dem Befragungsmöglichkeiten mithilfe mobiler Geräte untersucht wurden. Ein Aufsatz schildert, wie die im Statistischen Verbund entwickelte neue Geheimhaltungs-Informationsplattform dazu beiträgt, die Statistikproduktion zu modernisieren. Two articles in this issue of the science magazine WISTA deal with this topic: one provides a feasibility study for the processing and geocoding of information on the place of birth in the central register of foreigners using geodata from OpenStreetMap. The other analyzes the connection between spatial structure and labour market-relevant characteristics and the internal mobility of refugees with protection status in Germany in the years 2015 to 2020. Other articles present the new statistics for housed homeless people in Germany and the ESSnet project Smart Surveys, in which survey options are available with the help of mobile devices were examined. An essay describes how the new confidentiality information platform developed by the Statistical Network is helping to modernize the production of statistics. The last article gives an insight into the basic ideas of the work that was awarded the Corona Special Prize of the Federal Statistical Office and deals with the estimation of excess mortality in the years 2020 and 2021

Die ersten drei Beiträge in dieser Ausgabe des Wissenschaftsmagazins WISTA stellen drei mit dem Gerhard-Fürst-Preis beziehungsweise Förderpreisen 2021 prämierte Arbeiten vor: Maria Thurow hat in einer Simulationsstudie Güten verschiedener Imputationsmethoden miteinander verglichen, Christina Meyer untersuchte geschlechtsspezifisches Altersvorsorgeverhalten mit dem deutschen Taxpayer-Panel und David Kläffling prüfte politökonomische Einflussfaktoren auf die aggregierten Ersparnisse des Unternehmenssektors. Der Inflationsmessung kommt derzeit besondere Bedeutung zu, denn in der Coronakrise mit ihren enormen Auswirkungen auf Gesellschaft und Wirtschaft sind qualitativ hochwertige Statistiken unverzichtbar. Der erste Beitrag in der Ausgabe 1/2021 von WISTA schildert die Praxis der Berechnung des nationalen Verbraucherpreisindex und des europaweit Harmonisierten Verbraucherpreisindex. Er geht auf aktuell besonders diskutierte Aspekte der Inflationsmessung – etwa den Umgang mit Qualitätsänderungen und die Einbeziehung von Vermögensgegenständen – ein. Die weiteren Artikel befassen sich mit der wirtschaftlichen Entwicklung im Coronajahr 2020, der neuen Studienverlaufsstatistik, dem Analysepotenzial des Umsatzsteuerpanels und stellen die mit dem Gerhard-Fürst-Preis 2020 ausgezeichneten Dissertationen vor.Like Inflation measurement is of particular importance at present, because high-quality statistics are indispensable in the Corona crisis with its enormous impact on society and the economy.
