Public Accountability through Soft Steering
This article argues that present-day procedures on public accountability miss the essence of being accountable. We suggest that alternatives are available in social psychology theory and network theory, which point to the decisive role of peers or experienced organization members. In this view, it is not leadership but middle management that is crucial in the socialization of newcomers in an organization to internalize values and to create a situation in which employers and employees develop mutual expectations about what is expected from one another and create multiplex networks in order to maintain such values
Familiarity and Trust: Explaining Trust in Government through Ethno-racial Differences
The paper investigates whether generalized trust in government varies among ethnic groups in a society. Theories on trust predominantly explain such institutional trust by the capabilities and intentions of the trusted actors, and research into trust is mainly done at the individual level measuring whether individual characteristics of the trustee and trusted one has explanatory power. Meanwhile, this paper analyzes the institutional trust at the macro (country) level. Based on a comparative study among 27 countries, this paper argues that there are significant differences between ethnic groups regarding their trust in the country's government and that significant effects are visible with the country's income inequality and one of Hofstede's dimensions of national culture, namely 'power distance'. This is an important finding as it calls for multi-level analyses when explaining institutional trust. Trust is not only dependent on the individual characteristics of the trusted one and the trustee but also on macro-level variables
Unanticipated Consequences of Reforms in School Governance
CC BY-NC-NDThis article argues that policy development and evaluations should not only in-corporate whether and to what extent the policies achieve the intended goals, but should also take the unintended consequences of the policies into account. Based on the classic work of the sociologist Robert Merton, this article addresses the side-effects of attempts that have been made by the Lithuanian national government to improve on the governance of basic and high-schools. The intended goals of the policies concerned the increase of autonomy of school governance through the decentralization of responsibilities; increasing autonomy of and control over school governance; increasing market-driven governance, inducing competition and collaboration between schools, and altering the relation between service providers and recipients

A Bayesian network to simulate macroinvertebrate responses to multiple stressors in lowland streams
Aquatic ecosystems are affected by multiple environmental stressors across spatial and temporal scales. Yet the nature of stressor interactions and stressor-response relationships is still poorly understood. This hampers the selection of appropriate restoration measures. Hence, there is a need to understand how ecosystems respond to multiple stressors and to unravel the combined effects of the individual stressors
on the ecological status of waterbodies. Models may be used to relate responses of ecosystems to environmental changes as well as to restoration measures and thus provide valuable tools for water management. Therefore, we aimed to develop and test a Bayesian Network (BN) for simulating the responses of stream macroinvertebrates to multiple stressors. Although the predictive performance may be further improved, the developed model was shown to be suitable for scenario analyses. For the selected lowland streams, an increase in macroinvertebrate-based ecological quality (EQR) was predicted for scenarios where the streams were relieved from single and multiple stressors. Especially a combination of measures increasing flow velocity and enhancing the cover of coarse particulate organic matter showed a significant increase in EQR compared to current conditions. The use of BNs was shown to be a promising avenue for scenario analyses in stream restoration management. BNs have the capacity for clear visual
communication of model dependencies and the uncertainty associated with input data and results and allow the combination of multiple types of knowledge about stressor-effect relations. Still, to make predictions more robust, a deeper understanding of stressor interactions is required to parametrize model relations. Also, sufficient training data should be available for the water type of interest. Yet, the
application of BNs may now already help to unravel the contribution of individual stressors to the combined effect on the ecological quality of water bodies, which in turn may aid the selection of appropriate restoration measures that lead to the desired improvements in macroinvertebrate-based ecological quality
Giant Lya nebulae associated with high redshift radio galaxies
We report deep Keck narrow-band Lya images of the luminous z > 3 radio
galaxies 4C 41.17, 4C 60.07, and B2 0902+34. The images show giant, 100-200 kpc
scale emission line nebulae, centered on these galaxies, which exhibit a wealth
of morphological structure, including extended low surface brightness emission
in the outer regions, radially directed filaments, cone-shaped structures and
(indirect) evidence for extended Lya absorption. We discuss these features
within a general scenario where the nebular gas cools gravitationally in large
Cold Dark Matter (CDM) halos, forming stars and multiple stellar systems.
Merging of these ``building'' blocks triggers large scale starbursts, forming
the stellar bulges of massive radio galaxy hosts, and feeds super-massive black
holes which produce the powerful radio jets and lobes. The radio sources,
starburst superwinds and AGN radiation then disrupt the accretion process
limiting galaxy and black hole growth, and imprint the observed filamentary and

Metal-Enriched Gaseous Halos around Distant Radio Galaxies: Clues to Feedback in Galaxy Formation
We present the results of an optical and near-IR spectroscopic study of giant nebular emission-line halos associated with three z > 3 radio galaxies, 4C 41.17, 4C 60.07, and B2 0902+34. Previous deep narrowband Lyα imaging revealed complex morphologies with sizes up to 100 kpc, possibly connected to outflows and AGN feedback from the central regions. The outer regions of these halos show quiet kinematics with typical velocity dispersions of a few hundred km s^(-1) and velocity shears that can mostly be interpreted as being due to rotation. The inner regions show shocked cocoons of gas closely associated with the radio lobes. These display disturbed kinematics and have expansion velocities and/or velocity dispersions >1000 km s^(-1). The core region is chemically evolved, and we also find spectroscopic evidence for the ejection of enriched material in 4C 41.17 up to a distance of ≈60 kpc along the radio axis. The dynamical structures traced in the Lyα line are, in most cases, closely echoed in the carbon and oxygen lines. This shows that the Lyα line is produced in a highly clumped medium of small filling factor and can therefore be used as a tracer of the dynamics of high-redshift radio galaxies (HzRGs). We conclude that these HzRGs are undergoing a final jet-induced phase of star formation with ejection of most of their interstellar medium before becoming "red and dead" elliptical galaxies

Behavioral determinants as predictors of return to work after long-term sickness absence: an application of the theory of planned behavior
Background The aim of this prospective, longitudinal cohort study was to analyze the association between the three behavioral determinants of the theory of planned behavior (TPB) model-attitude, subjective norm and self-efficacy-and the time to return-to-work (RTW) in employees on long-term sick leave. Methods The study was based on a sample of 926 employees on sickness absence (maximum duration of 12 weeks). The employees filled out a baseline questionnaire and were subsequently followed until the tenth month after listing sick. The TPB-determinants were measured at baseline. Work attitude was measured with a Dutch language version of the Work Involvement Scale. Subjective norm was measured with a self-structured scale reflecting a person's perception of social support and social pressure. Self-efficacy was measured with the three subscales of a standardised Dutch version of the general self-efficacy scale (ALCOS): willingness to expend effort in completing the behavior, persistence in the face of adversity, and willingness to initiate behavior. Cox proportional hazards regression analyses were used to identify behavioral determinants of the time to RTW. Results Median time to RTW was 160 days. In the univariate analysis, all potential prognostic factors were significantly associated (P < 0.15) with time to RTW: work attitude, social support, and the three subscales of self-efficacy. The final multivariate model with time to RTW as the predicted outcome included work attitude, social support and willingness to expend effort in completing the behavior as significant predictive factors. Conclusions This prospective, longitudinal cohort-study showed that work attitude, social support and willingness to expend effort in completing the behavior are significantly associated with a shorter time to RTW in employees on long-term sickness absence. This provides suggestive evidence for the relevance of behavioral characteristics in the prediction of duration of sickness absence. It may be a promising approach to address the behavioral determinants in the development of interventions focusing on RTW in employees on long-term sick leave
