Imagery obtained from an airborne multispectral scanner is presented. A synoptic view of the entire study area is shown for a number of time periods and for a number of spectral bands. Using several bands, sediment distributions, thermal plumes, and Rhodamine B dye distributions are shown
Remote sensing study of Maumee River effects of Lake Erie
The effects of river inputs on boundary waters were studied in partial support of the task to assess the significance of river inputs into receiving waters, dispersion of pollutants, and water quality. The effects of the spring runoff of the Maumee River on Lake Erie were assessed by a combination of ship survey and remote sensing techniques. The imagery obtained from a multispectral scanner of the west basin of Lake Erie is discussed: this clearly showed the distribution of particulates throughout the covered area. This synoptic view, in addition to its qualitative value, is very useful in selecting sampling stations for shipboard in situ measurements, and for extrapolating these quantitative results throughout the area of interest
Coordinated aircraft and ship surveys for determining impact of river inputs on great lakes waters. Remote sensing results
The remote sensing results of aircraft and ship surveys for determining the impact of river effluents on Great Lakes waters are presented. Aircraft multi-spectral scanner data were acquired throughout the spring and early summer of 1976 at five locations: the West Basin of Lake Erie, Genesee River - Lake Ontario, Menomonee River - Lake Michigan, Grand River - Lake Michigan, and Nemadji River - Lake Superior. Multispectral scanner data and ship surface sample data are correlated resulting in 40 contour plots showing large-scale distributions of parameters such as total suspended solids, turbidity, Secchi depth, nutrients, salts, and dissolved oxygen. The imagery and data analysis are used to determine the transport and dispersion of materials from the river discharges, especially during spring runoff events, and to evaluate the relative effects of river input, resuspension, and shore erosion. Twenty-five LANDSAT satellite images of the study sites are also included in the analysis. Examples of the use of remote sensing data in quantitatively estimating total particulate loading in determining water types, in assessing transport across international boundaries, and in supporting numerical current modeling are included. Structure-Based Stabilization of HIV-1 gp120 Enhances Humoral Immune Responses to the Induced Co-Receptor Binding Site
The human immunodeficiency virus type 1 (HIV-1) exterior envelope glycoprotein, gp120, possesses conserved binding sites for interaction with the primary virus receptor, CD4, and also for the co-receptor, generally CCR5. Although gp120 is a major target for virus-specific neutralizing antibodies, the gp120 variable elements and its malleable nature contribute to evasion of effective host-neutralizing antibodies. To understand the conformational character and immunogenicity of the gp120 receptor binding sites as potential vaccine targets, we introduced structure-based modifications to stabilize gp120 core proteins (deleted of the gp120 major variable regions) into the conformation recognized by both receptors. Thermodynamic analysis of the re-engineered core with selected ligands revealed significant stabilization of the receptor-binding regions. Stabilization of the co-receptor-binding region was associated with a marked increase in on-rate of ligand binding to this site as determined by surface plasmon resonance. Rabbit immunization studies showed that the conformational stabilization of core proteins, along with increased ligand affinity, was associated with strikingly enhanced humoral immune responses against the co-receptor-binding site. These results demonstrate that structure-based approaches can be exploited to stabilize a conformational site in a large functional protein to enhance immunogenic responses specific for that region
Human resources for health policies: a critical component in health policies
In the last few years, increasing attention has been paid to the development of health policies. But side by side with the presumed benefits of policy, many analysts share the opinion that a major drawback of health policies is their failure to make room for issues of human resources. Current approaches in human resources suggest a number of weaknesses: a reactive, ad hoc attitude towards problems of human resources; dispersal of accountability within human resources management (HRM); a limited notion of personnel administration that fails to encompass all aspects of HRM; and finally the short-term perspective of HRM. There are three broad arguments for modernizing the ways in which human resources for health are managed: • the central role of the workforce in the health sector; • the various challenges thrown up by health system reforms; • the need to anticipate the effect on the health workforce (and consequently on service provision) arising from various macroscopic social trends impinging on health systems. The absence of appropriate human resources policies is responsible, in many countries, for a chronic imbalance with multifaceted effects on the health workforce: quantitative mismatch, qualitative disparity, unequal distribution and a lack of coordination between HRM actions and health policy needs. Four proposals have been put forward to modernize how the policy process is conducted in the development of human resources for health (HRH): • to move beyond the traditional approach of personnel administration to a more global concept of HRM; • to give more weight to the integrated, interdependent and systemic nature of the different components of HRM when preparing and implementing policy; • to foster a more proactive attitude among human resources (HR) policy-makers and managers; • to promote the full commitment of all professionals and sectors in all phases of the process. The development of explicit human resources policies is a crucial link in health policies and is needed both to address the imbalances of the health workforce and to foster implementation of the health services reforms
Kinematic and reduced-dynamic precise orbit determination of low earth orbiters
International audienceVarious methods for kinematic and reduced-dynamic precise orbit determination (POD) of Low Earth Orbiters (LEO) were developed based on zero- and double-differencing of GPS carrier-phase measurements with and without ambiguity resolution. In this paper we present the following approaches in LEO precise orbit determination: ? zero-difference kinematic POD, ? zero-difference dynamic POD, ? double-difference kinematic POD with and without ambiguity resolution, ? double-difference dynamic POD with and without ambiguity resolution, ? combined GPS/SLR reduced-dynamic POD. All developed POD approaches except the combination of GPS/SLR were tested using real CHAMP data (May 20-30, 2001) and independently validated with Satellite Laser Ranging (SLR) data over the same 11 days. With SLR measurements, additional combinations are possible and in that case one can speak of combined kinematic or combined reduced-dynamic POD. First results of such a combined GPS/SLR POD will be presented, too. This paper shows what LEO orbit accuracy may be achieved with GPS using different strategies including zerodifference and double-difference approaches. Kinematic versus dynamic orbit determination is presently an interesting issue that will also be discussed in this article
Quality assessment of FORMOSAT-3/COSMIC and GRACE GPS observables: Analysis of multipath, ionospheric delay and phase residual in orbit determination
The precise orbit determination antennas of F3/C and GRACE-A satellites are from the same manufacturer, but are installed in different configurations. The current orbit accuracy of F3/C is 3 cm at arcs with good GPS data, compared to 1 cm of GRACE, which has a larger ratio of usable GPS data. This paper compares the qualities of GPS observables from F3/C and GRACE. Using selected satellites and time spans, the following average values for the satellite F3/C and satellite A of GRACE are obtained: multipath effect on the pseudorange P1, 0.78 and 0.38 m; multipath effect on the pseudorange P2, 1.03 and 0.69 m; occurrence frequency of cycle slip, 1/29 and 1/84; standard error of unit weight, 4 and 1 cm; dynamic-kinematic orbit difference, 10 and 2 cm. For gravity determination using F3/C GPS data, a careful selection of GPS data is critical. With six satellites in orbit, F3/C's large amount of GPS data will make up the deficiency in data quality
CHAMP gravity field recovery using the energy balance approach
International audienceSince the early days of satellite geodesy energy balance based methods for gravity field determination have been considered. If non-conservative forces are known the Hamiltonian along the orbit is a constant of the motion. Thus the gravity field can be determined if position and velocity of the satellite are known and accelerometer measurements are available to model the non-conservative part. CHAMP is the first satellite that provides the user with those three kinds of data nearly continuously. Numerical investigations using real CHAMP data are presented to show the feasibility of the method. Using a semi-analytical approach the gravity field can be determined efficiently by a 2D-Fourier method. Those fast computations also give way to application of the method not only to a full gravity field recovery but also, e.g. for quick-look and validation of SST observations for satellite missions like CHAMP, GRACE or GOCE. The method can also be used for estimation of accelerometer calibration parameters
