The Confrontation of Federal Preemption and State Right-to-Work Laws
That Congress in enacting section 14(b) of the National Labor Relations Act authorized the states to adopt right-to-work laws banning forms of compulsory unionism otherwise permissable under federal law has never been seriously questioned. In this article the author discusses the more difficult problem of the extent to which section 14(b) does, or should, enable the states to deal with union-security issues irrespective of an elaborate federal regulatory scheme which touches identical or related subject matter
Beneficial "firm runs"
The author argues that runs, which are generally considered undesirable, also have a beneficial effect--improving lenders' monitoring incentives. Lenders' ability to run on the firm helps control its moral hazard problem, while the first-come, first-served aspect of asset distribution keeps lenders from wanting to free ride on the monitoring efforts of others.Bankruptcy ; Bank loans
The role of warrants in corporate reorganizations
An argument that informational asymmetries explain why the original shareholders of some firms emerge from Chapter 11 bankruptcy proceedings with stock in the reorganized company, while others receive warrants. By proposing a reorganization plan in which they receive warrants, the original stockholders of a firm with good future prospects can signal their superior information to the creditors in a way that firms with poor prospects will not wish to mimic.Bankruptcy ; Options (Finance) ; Stocks
Measuring pricing bias in mortgages
Detecting and measuring discrimination in the pricing of mortgage loans present unique challenges for bank regulators. This Commentary outlines how loans are priced in the mortgage market and the difficulties involved in comparing the prices charged to different borrowers.Mortgages ; Discrimination in mortgage loans
The temperature dependence of inelastic light scattering from small particles for use in combustion diagnostic instrumentation
A computer calculation of the expected angular distribution of coherent anti-Stokes Raman scattering (CARS) from micrometer size polystyrene spheres based on a Mie-type model, and a pilot experiment to test the feasibility of measuring CARS angular distributions from micrometer size polystyrene spheres by simply suspending them in water are discussed. The computer calculations predict a very interesting structure in the angular distributions that depends strongly on the size and relative refractive index of the spheres
A note on absolute priority rule violations, credit rationing, and efficiency
An argument that APR violations exacerbate credit rationing problems by reducing the payment lenders receive in default states.Bankruptcy ; Credit
Toe Tip Morphology in Six Species of Salamanders, genus Ambystoma (Caudata: Ambystomatidae) from Arkansas Using Scanning Electron Microscopy
The toe tip friction surface in six species of Ambystoma (A. annulatum, A.maculatum, A.opacum, A. talpoideum, A. texanum, and A. tigrinum) from Arkansas was examined using scanning electron microscopy. We found no sexual dimorphism in cell surface ultrastructure. Variation within and between species was considerable. The most active burrower, A. tigrinum, possessed the most disorganized cell surface, whereas the least active burrowers (A.annulatum, A.maculatum, and A. opacum) had morphologically similar and relatively smooth toe tips. In A. talpoideum and A. texanum, cell surfaces exhibited microprojections. Only these two species possessed mucous pores in close proximity to the friction surface. The microstructure of cell surfaces transcended species groups in Ambystoma and would not represent a reliable taxonomic tool
