State Protection of the Youth Labor Market in the Republic of Kazakhstan in Conditions of Uncertainty
CC BY-NC-ND 4.0The development of the labour market of the Republic of Kazakhstan is
described by instability among certain age groups, an increasing imbalance between the
demand for labour and its supply. The current processes in the Republic of Kazakhstan
prioritise the provision of youth employment both at the national and regional levels.
Attracting young people to the sphere of productive labour is complicated by the imperfection
of state regulation mechanisms. The scientific originality was determined by the fact that the
growth of the labour force competitiveness and its adaptive potential necessitates advanced
methodologies and techniques for assessing structural and dynamic shifts in the labour
market, the integration of its individual segments into the existing socio-economic space, as well as the development of methodological foundations for forecasting these processes. The
labour market is a system of social relations, including legal provisions and institutions
that ensure the proper reproduction and effective use of labour, the quantity and quality
of which are appropriately rewarded. The methodological framework of the study included
general scientific and special methods of cognition. The use of systematic and integrated
research approaches allowed determining the specific features of the youth labour market as
an object of state regulation and justifying the need for the development of a comprehensive
mechanism for its state regulation. The increased need for the state to implement measures
aimed at preventing the growth of youth unemployment leads to revising and changing
the methods of the youth labour market state regulation
L.L. Fofanof: 140th anniversary of his birth. Contribution to science
The article is dedicated to Professor L.L. Fofanof’s scientific activity. He headed the faculty therapeutic clinic of Kazan Imperial University in 1915-1920. Being a student L.L. Fofanov was interested in pathological anatomy and physiology. His dissertation «To physiology of n. depressoris» was dedicated to studying the vasomotor center. During his visit in Germany he worked a lot. In Charite together with Professor His he studied gout and its treatment with Radium emanation. In Halle clinic under Professor Schmidt’s supervision he studied assimilation of starch in normal and pathological digestion. L.L. Fofanov also made a contribution to tuberculosis treatment: with professor V.F. Orlovskiy he studied treatment of tuberculosis with simulated pneumothorax. In his research professor L.L. Fofanov paid great attention to the issues of pathogenesis and pathogenetic substantiation of the clinical manifestation and treatment. During the World War I and Civil War he fought against typhus epidemies: he saw patients, gave lectures, studied the features of myocardial involvement. He died in 1920 from typhus

The aim of the study – study of the features of the course of acute myocarditis in children associated with the COVID-19 infection.
The purpose of this research article is to determine the influence of positive and negative deviations on the modern educational process. To achieve this goal, scholarly articles were analysed, the concept of "deviation" in the context of the educational process was defined, the characteristic features of negative deviations and their manifestations were identified, and the essence of "positive deviation" was revealed and methods of organising the education of gifted children were proposed
Innovative approaches to teaching and learning english as second and english as foreign language in multilingual education
© Sabirova and Khanipova. Purpose of the study: The aim of our research is to analyze modern approaches to teaching English as a foreign language and English as a second language. In our research, we analyze the works by C. Brown, B. B. Kachru, A. Matsuda, J. Peterson, and others. Methodology: In our research, the following methods were used: historical and theoretical analysis of the materials of the American pedagogical and socio-political press; statistical bulletins on the quantity of multilingual school-aged children, statistical bulletins on the quantity and quality of educational programs for training teachers of English as a foreign language in the United States; analysis and synthesis of resources used. Results: The authors hold the idea of the variety of English’s and consider English as an international language. The effectiveness of education depends on the way teachers are trained. In this article, the authors analyze English as a second, English as a foreign language teacher training programs, identify similar and distinctive features of the contents, and demonstrate ways to modernize the system of training teachers of English in the United States. Applications of this study: This research can be used for the universities, teachers, and students. Novelty/Originality of this study: In this research, the model of the Innovative approaches to teaching and learning English as Second and English as Foreign Language in Multilingual Education is presented in a comprehensive and complete manner

On a Hyperbolic Equation for the Rayleigh Wave
A 1D hyperbolic equation is derived for the Rayleigh wave induced by prescribed surface loading. The wave operator turns out to be independent of the vertical coordinate, which appears only in the right hand side of the equation as a parameter within the pseudo-differential operator acting on the given load. It is shown that in case of the classical 2D Lamb problem this operator causes smoothening of the surface concentrated impulse as the depth increases. The suggested formulation enables revealing of the peculiarities of surface elastic wave
Transient complete atrioventricular block with Morgagni—Adams—Stokes attacks in a child after aortic valve replacement
The diagnosis and treatment of life-threatening arrhythmias after surgical correction of congenital heart diseases is one the urgent problems in pediatrlc cardiology. The paper describes the clinical picture, diagnosis, and therapy in a patent with transient complete atrioventricular block after open heart surgery. A protracted Morgagni—Adams—Stokes attack is one of the causes of sudden cardiac death. The occurrence of even single syncopes in patients after surgery for congenital heart disease requires that the arrhythmogenic nature of the attack should be ruled out for the timely and adequate therapy including the implantation of antiarrhythmic devices
Evaluation method of diagnostic signal informativeness
© 2019, Institute of Advanced Scientific Research, Inc.. All rights reserved. Modern requirements for the operation of cars lead to the need to improve the efficiency of their maintenance. Diagnostics, as an element of the maintenance process, occupies one of the leading roles, making it possible to provide information on the technical condition of a particular element at different stages of operation. Due to this, it is possible to respond in a timely manner to a change in the technical condition of a diagnostic object with minimal resources. In this paper, we consider the diagnostic signal of a car gearbox, which in most cases is a discrete periodic function. Assessing the information content of such a function is an urgent task, especially when it is necessary to compare the effectiveness of various methods of this function processing or evaluate the effectiveness of the selected diagnostic method. Today, there are the methods for a diagnostic signal evaluation. This is the calculation of information amount for various states of the system and the method based on probability density comparison of diagnostic signals for the possibility of their “overlap”. These methods require good a priori data obtained experimentally, but in most cases this is difficult. In addition, the method of probability density comparison does not correctly reflect the information content of a signal, which is a periodic function. In this paper, the information content of the diagnostic signal was presented as the reciprocal of the Hartley amount of information. The uncertainty associated with a diagnostic signal consists of the uncertainty of an informative signal receiving and a defect detection. The essence of the method is to obtain the correlation function and its excess coefficient, with known characteristics of the function that describes the manifestation of the defect, because the excess coefficient is associated with the information content of the diagnostic signal. The method allows you to give a relative assessment of the information content of the diagnostic signal. Evaluation of the proposed method was performed on the diagnostic signals of the gearbox with varying degrees of the defect development, as well as on the diagnostic signal processed by two methods
