    Charter School Funding: Inequity in New York City

    Charter schools have been a part of the educational landscape in New York City since the first New York charter school opened in Harlem in 1999. We define a charter school as any school that (1) operates based on a formal charter in place of direct school district management and (2) reports its finances independently from the school district. We define all other public schools as district schools. According to the New York State Department of Education (NYSDoE), New York City was home to 1,575 district and 183 charter schools in Fiscal Year 2014 (FY2014).     Subextensive Scaling in the Athermal, Quasistatic Limit of Amorphous Matter in Plastic Shear Flow

    We present the results of numerical simulations of an atomistic system undergoing plastic shear flow in the athermal, quasistatic limit. The system is shown to undergo cascades of local rearrangements, associated with quadrupolar energy fluctuations, which induce system-spanning events organized into lines of slip oriented along the Bravais axes of the simulation cell. A finite size scaling analysis reveals subextensive scaling of the energy drops and participation numbers, linear in the length of the simulation cell, in good agreement with the observed real-space structure of the plastic events.Comment: 4 pages, 6 figure

    What would an education fiscal cliff do to public charter school funding, not to mention overall public education funding? And what role, if any, did federal funds play in averting a funding disaster for all public education? This research team currently is looking for answers to these questions. A new research project has been funded to evaluate the revenues provided to traditional public schools and public charter schools during the FY11 school year, and a report on the findings in 30 states and the District of Columbia will be released in spring 2014. Prior to the release of this report, however, we can review data in five cities to see if the alarms matched the reality of school funding

    Estate Tax Deductibility of Underwriters\u27 Expenses After an Executor\u27s Sale of Stock: A Loophole in Section 2053

    This Recent Development will examine the relationship between two Code provisions that are essential to the calculation of the taxable estate. Section 2031 establishes the value of the gross estate, and section 2053 provides that certain administrative expenses are deductible from the gross estate. Recently, in Estate of Joslyn v. Commissioner and Estate of Jenner v. Commissioner,\u27 two United States Courts of Appeals applied sections 2031 and 2053 in a manner that substantially benefits estates that possess large holdings of a particular stock. Because large blocks of stock are difficult to liquidate, the per-share price of the stock will actually be lower than the stock exchange price.\u27 Under section 2031, the executor may account for this factor in calculating the fair market value of the stock. Accordingly, in both recent cases, the executors reduced the value of the section 2031 gross estate by the amount of underwriters\u27 commissions necessary to liquidate the stock. The executors then deducted the same commissions from the gross estate as administrative expenses under section 2053. In both cases, the courts allowed the deductions. The estates thus benefited from a double deduction. This Recent Development will examine the interrelationship between sections 2031 and 2053 and proposes that Congress eliminate this double deduction by amending section 2053

    Geoadditive Regression Modeling of Stream Biological Condition

    Indices of biotic integrity (IBI) have become an established tool to quantify the condition of small non-tidal streams and their watersheds. To investigate the effects of watershed characteristics on stream biological condition, we present a new technique for regressing IBIs on watershed-specific explanatory variables. Since IBIs are typically evaluated on anordinal scale, our method is based on the proportional odds model for ordinal outcomes. To avoid overfitting, we do not use classical maximum likelihood estimation but a component-wise functional gradient boosting approach. Because component-wise gradient boosting has an intrinsic mechanism for variable selection and model choice, determinants of biotic integrity can be identified. In addition, the method offers a relatively simple way to account for spatial correlation in ecological data. An analysis of the Maryland Biological Streams Survey shows that nonlinear effects of predictor variables on stream condition can be quantified while, in addition, accurate predictions of biological condition at unsurveyed locations are obtained

Although scholars are divided regarding the extent to which money affects student outcomes in K-12 education (Jackson, Johnson, & Persico 2015; Hanushek, 1997; Burtless 1996), there is basic agreement that more education revenue is better so long as the increased resources are directed towards productive educational activities and programs (Murnane & Levy 1996).     Epidemiological studies have found an increased incidence of neurodevelopmental disorders in populations prenatally exposed to selective serotonin reuptake inhibitors (SSRIs). Optical imaging provides a minimally invasive way to determine if perinatal SSRI exposure has long-term effects on cortical function. Herein we probed the functional neuroimaging effects of perinatal SSRI exposure in a fluoxetine (FLX)-exposed mouse model. While resting-state homotopic contralateral functional connectivity was unperturbed, the evoked cortical response to forepaw stimulation was altered in FLX mice.
