    Another Look at Confidence Intervals: Proposal for a More Relevant and Transparent Approach

    The behaviors of various confidence/credible interval constructions are explored, particularly in the region of low statistics where methods diverge most. We highlight a number of challenges, such as the treatment of nuisance parameters, and common misconceptions associated with such constructions. An informal survey of the literature suggests that confidence intervals are not always defined in relevant ways and are too often misinterpreted and/or misapplied. This can lead to seemingly paradoxical behaviours and flawed comparisons regarding the relevance of experimental results. We therefore conclude that there is a need for a more pragmatic strategy which recognizes that, while it is critical to objectively convey the information content of the data, there is also a strong desire to derive bounds on models and a natural instinct to interpret things this way. Accordingly, we attempt to put aside philosophical biases in favor of a practical view to propose a more transparent and self-consistent approach that better addresses these issues.Comment: 23 pages, 11 figure

    Embedded Incentives in the Funding Arrangements for Residential Aged Care in Australia.

    We examine the Australian Government?s role in the market for residential aged care in Australia and consider its impact on the incentives of market participants. We find that, due to the structure of the funding arrangements, providers are likely to have an incentive to discriminate against high-care residents, in favour of low-care residents. Since high-care residents, unlike low-care residents, face few viable alternatives, many are forced into public hospital beds as a result. This has placed pressure on the broader health system. In providing lessons from our analysis for reform, we stress the importance of fostering proper incentives in policy design and infer the implications for health reform more broadly.

    THE INFLUENCE OF THE THREAT OF FLOODING ON HOUSING VALUES IN FARGO, NORTH DAKOTA AND MOORHEAD, MINNESOTA

    The hedonic valuation method (HVM) was used to quantify the impact of the threat of flooding on housing values in Fargo, North Dakota and Moorhead, Minnesota (Fargo-Moorhead). Prices of 3,783 Fargo-Moorhead homes sold between 1995 and 1998 were regressed against structural housing characteristics, neighborhood and environmental indicators, and three flood risk variables. Being located in the 100-year floodplain lowered the sale price of an average home by 8,990andapproximately81percentofthepricedepreciationwasassociatedwithrequiredfloodinsurancepremiums.Aftertheextensive1997flood,homesinthe100yearfloodplainwereonaveragepriced8,990 and approximately 81 percent of the price depreciation was associated with required flood insurance premiums. After the extensive 1997 flood, homes in the 100-year floodplain were on average priced 10,241 less than similar homes located outside the floodplain and before the 1997 flood event. The aftermath of publicity of the 1997 flood was specifically responsible for average 100-year floodplain homes being reduced by an additional 1,350.Incontrast,homesinthe500yearfloodplainonaveragesoldfor1,350. In contrast, homes in the 500-year floodplain on average sold for 3,100 more than similar homes not in the floodplain. It was concluded that homebuyers in Fargo-Moorhead place a value on flooding risk, that more disclosure is needed regarding the location of the 500-year floodplain, and that substantial housing value related benefits are likely to be generated by various flood mitigation projects in the area that result in a re-designation and reduction of the 100-year floodplain.Hedonic valuation method, flooding, floodplain, Fargo, Moorhead, Red River of the North, housing values, Community/Rural/Urban Development,

    Congressional Distributive Politics and State Economic Performance

    This paper tests several theories of the effects of congressional representation on state economic growth. States that were represented by very senior Democratic congressmen grew more quickly during the 1953-1990 period than states that were represented by more junior congressional delegations. We find some, but weaker, evidence that states with a high fraction of their delegation on particularly influential committees also exhibit above-average growth. We also test partisan models of distributive politics by studying the relationship between a state's degree of political competition and its growth rate. Our findings support both nonpartisan and partisan models of congressional distributive politics. In spite of our findings with respect to economic growth, we can not detect any substantively important association between congressional delegation seniority, the degree of state political competition, and the geographic distribution of federal funds. The source of the growth relationships we identify therefore remains an open question.

    An open platform for rapid-prototyping protection and control schemes with IEC 61850

    Communications is becoming increasingly important to the operation of protection and control schemes. Although offering many benefits, using standards-based communications, particularly IEC 61850, in the course of the research and development of novel schemes can be complex. This paper describes an open-source platform which enables the rapid prototyping of communications-enhanced schemes. The platform automatically generates the data model and communications code required for an intelligent electronic device to implement a publisher-subscriber generic object-oriented substation event and sampled-value messaging. The generated code is tailored to a particular system configuration description (SCD) file, and is therefore extremely efficient at runtime. It is shown here how a model-centric tool, such as the open-source Eclipse Modeling Framework, can be used to manage the complexity of the IEC 61850 standard, by providing a framework for validating SCD files and by automating parts of the code generation process. The flexibility and convenience of the platform are demonstrated through a prototype of a real-time, fast-acting load-shedding scheme for a low-voltage microgrid network. The platform is the first open-source implementation of IEC 61850 which is suitable for real-time applications, such as protection, and is therefore readily available for research and education
