Relating adults' lives and learning: participation and engagement in different settings
This report shows how an understanding of language, literacy andnumeracy as social practices can help practitioners to take account oflearners' lives. It demonstrates how people's histories, currentcircumstances and imagined futures can shape their learning andaffect their level of engagement. The study is based on the research ofthe Adult Learners' Lives project in community settings in Blackburn,Lancaster and Liverpool
Mirage: a new iterative Map-Making code for CMB experiments
A major goal of CMB experiments is to obtain highly sensitive CMB maps in
order to extract Spherical Harmonic Power Spectrum (SHPS) and cosmological
parameters with unprecedented accuracy. We present a new map-making code
(Mirage), based on a two-phase iterative algorithm, involving low frequency
drift treatment, Butterworth high-pass filtering and conjugate gradient method.
This work was strongly motivated by Archeops CMB experiment data analysis. We
believe that Archeops was a good test bench for the future Planck Surveyor data
analysis, and Mirage was designed in order to be used for Planck data
processing with minimal work. A strong feature of Mirage is that it handles
experimental problems in data, such as holes in data stream, bright sources,
and galaxy side effects, without jeopardising speed. The other advantage is its
processing speed, allowing to run Monte Carlo simulations of Archeops data
processing on a single processor workstation overnight. Algorithms are
explained. Systematic effects on SHPS are investigated on various simulated
data, including typical Archeops observational systematics.

Sunyaev-Zel'dovich clusters reconstruction in multiband bolometer camera surveys
We present a new method for the reconstruction of Sunyaev-Zel'dovich (SZ)
galaxy clusters in future SZ-survey experiments using multiband bolometer
cameras such as Olimpo, APEX, or Planck. Our goal is to optimise SZ-Cluster
extraction from our observed noisy maps. We wish to emphasize that none of the
algorithms used in the detection chain is tuned on prior knowledge on the SZ
-Cluster signal, or other astrophysical sources (Optical Spectrum, Noise
Covariance Matrix, or covariance of SZ Cluster wavelet coefficients). First, a
blind separation of the different astrophysical components which contribute to
the observations is conducted using an Independent Component Analysis (ICA)
method. Then, a recent non linear filtering technique in the wavelet domain,
based on multiscale entropy and the False Discovery Rate (FDR) method, is used
to detect and reconstruct the galaxy clusters. Finally, we use the Source
Extractor software to identify the detected clusters. The proposed method was
applied on realistic simulations of observations. As for global detection
efficiency, this new method is impressive as it provides comparable results to
Pierpaoli et al. method being however a blind algorithm. Preprint with full

Prospects for Dark Energy Evolution: a Frequentist Multi-Probe Approach
A major quest in cosmology is the understanding of the nature of dark energy.
It is now well known that a combination of cosmological probes is required to
break the underlying degeneracies on cosmological parameters. In this paper, we
present a method, based on a frequentist approach, to combine probes without
any prior constraints, taking full account of the correlations in the
parameters. As an application, a combination of current SNIa and CMB data with
an evolving dark energy component is first compared to other analyses. We
emphasise the consequences of the implementation of the dark energy
perturbations on the result for a time varying equation of state. The impact of
future weak lensing surveys on the measurement of dark energy evolution is then
studied in combination with future measurements of the cosmic microwave
background and type Ia supernovae. We present the combined results for future
mid-term and long-term surveys and confirm that the combination with weak
lensing is very powerful in breaking parameter degeneracies. A second
generation of experiment is however required to achieve a 0.1 error on the

Estratégia e Plano de Acção Nacional para o Desenvolvimento das Capacidades na Gestão Ambiental Global em Cabo Verde
- A ligação entre a Gestão Ambiental Global e o Desenvolvimento Durável é capital para um
país como Cabo Verde. Os “cenários” de desenvolvimento humano e económico, tendo em
conta a vulnerabilidade ambiental e no contexto de um pequeno estado insular em
desenvolvimento (SIDS), devem ser bem avaliados e implementados com uma visão estratégica
integrada, sinérgica e de longo prazo.
- É necessário ultrapassar as políticas e traduzir essas políticas em acções práticas e concretas,
principalmente em acções de capacitação em gestão ambiental, é assim que surge o projecto
NCSA-GEM para desenvolver as capacidades nacionais em termos individuais, institucionais e
sistémico, nos domínios prioritários das Convenções Internacionais de Rio e, consequentemente
reforçar a implementação do PANA II enquanto instrumento nacional para a gestão do ambiente.
- A implementação das Convenções Internacionais do Rio revela muitas interacções,
semelhanças e intersecções. A sua compreensão e apreensão através de uma abordagem
coordenada são susceptíveis de melhorar a eficácia e eficiência. As ligações existentes entre as
convenções devem ser entendidas como oportunidades favorecendo a implementação de acções
concretas. A implementação das obrigações ou engajamentos das convenções necessita fortes
capacidades nacionais e locais de acordo com a importância dos seus objectivos. As Convenções
Internacionais já foram implantadas em Cabo Verde há vários anos; no entanto, o problema da
coordenação das suas implementações quer separada ou sinérgica não teve ainda solução,
revelando se necessário a elaboração de uma Estratégia e Plano de Acção para o
Desenvolvimento das Capacidades.
- A abordagem utilizada, de acordo com a metodologia e orientações do projecto NCSA, foi a
análise de toda a documentação existente sobre as três Convenções (CCD, CBD; CCC), Gestão
Ambiental, Estratégias Nacionais de Desenvolvimento, DCRP, Planos de Acção Nacionais,
CCD, CBD, CCC, PANA II, Guia Metodológico do NCSA-GEF, Modelos existentes em outros
países, Perfis Temáticos e Estudo de Transversalidade e Sinergia entre as três Convenções do
Rio em Cabo Verde, entre outros.
Também priorizou se a abordagem participativa e pró-activa com os diferentes actores e
parceiros técnicos e financeiros, através de realizações de sessões de trabalho, jornadas e ateliers
a nível central e descentralizado.
- Para que haja uma implementação efectiva do EPAN-NCSA, recomenda-se :
• Garantir um suporte de político de alto nível para a gestão do processo
(playdoyer/lobbying junto das mais altas autoridades governamentais do país e dos
parceiros estratégicos de desenvolvimento);
• Escolher a opção para a estrutura de coordenação e implementação do EPAN-NCSA ou a
combinação das opções apresentadas;
Elaborar os TDR para a organização ou entidade líder do processo de coordenação
implementação do EPAN-NCSA, incluindo todos os requisitos organizacionais e
operacionais;
• Elaborar e divulgar brochuras NCSA de informação sobre as (oportunidades) das
Convenções de Rio e um Manual de Procedimentos integrando o papel e
responsabilidades dos actores/parceiros chaves no desenvolvimento das capacidades para
a gestão ambiental;
• Procurar fundos para a instalação da estrutura/organização responsável pela
implementação do EPAN-NCSA e procurar fundos operacionais para as acções
específicas propostas no Plano. Algumas fontes de financiamento podem ser abordadas
nomeadamente: (1) Os orçamentos nacionais; (2) Fundos e programas País – do sistema
das NU; (3) Fundos do GEF; (4) Fundo para o Ambiente; (5) Mecanismos financeiros
Inovadores no âmbito das Convenções.
- A sustentabilidade da implementação do EPAN no âmbito do processo NCSA é condicionada
por alguns riscos, nomeadamente:
• Mudanças ou revisões institucionais;
• Necessário enquadramento no novo sistema de gestão para o apoio orçamental com
obrigação de apresentação de resultados sustentáveis;
• Capacidade de resposta do País tendo em conta a sua graduação para PDM;
• Consistência e viabilidade a longo prazo das Convenções do Rio.
Esses riscos devem ser deliberadamente considerados nas opções governamentais, em como as
capacidades prioritárias podem ser desenvolvidas, os mecanismos de sustentabilidade e
mobilização de fundos podem ser alargados/ampliados e o desenho do sistema de seguimento e
avaliação nacional pode ser implementado de forma a permitir a avaliação do progresso do
desenvolvimento das capacidades no país.
Esses riscos poderão ser mitigados para a sustentabilidade do Processo NCSA através de
implementação de : (1) Uma estratégia NCSA de Mobilização de Recursos; (2) Uma Estratégia
de Comunicação e Integração Estratégica do NCSA com o SIA e IEC; (3) Uma Estratégia PANNCSA
para a investigação integrada, interdisciplinar e sustentável
Lock-in detection using a cryogenic low noise looped current preamplifier for the readout of resistive bolometers
We implemented a low noise current preamplifier for the readout of resistive
bolometers. We tested the apparatus on thermometer resistances ranging from 10
Ohm to 500 Mohm. The use of current preamplifier overcomes constraints
introduced by the readout time constant due to the thermometer resistance and
the input capacitance. Using cold JFETs, this preamplifier board is shown to
have very low noise: the Johnson noise of the source resistor (1 fA/Hz1/2)
dominated in our noise measurements. We also implemented a lock-in chain using
this preamplifier. Because of fast risetime, compensation of the phase shift
may be unnecessary. If implemented, no tuning is necessary when the sensor
impedance changes. Transients are very short, and thus low-passing or sampling
of the signal is simplified. In case of spurious noise, the modulation
frequency can be chosen in a much wider frequency range, without requiring a

H-theorem for classical matter around a black hole
We propose a classical solution for the kinetic description of matter falling
into a black hole, which permits to evaluate both the kinetic entropy and the
entropy production rate of classical infalling matter at the event horizon. The
formulation is based on a relativistic kinetic description for classical
particles in the presence of an event horizon. An H-theorem is established
which holds for arbitrary models of black holes and is valid also in the
presence of contracting event horizons
Cosmology with wide-field SZ cluster surveys: Selection and Systematic Effects
The cosmological potential of large-scale structure observations for
cosmology have been extensively discussed in the litterature. In particular, it
has recently been shown how Sunyaev-Zel'dovich (SZ) cluster surveys can be used
to constrain dark energy parameters. In this paper, we study whether selection
and systematics effects will limit future wide-field SZ surveys from achieving
their cosmological potential. For this purpose, we use a sky simulation and an
SZ-cluster detection software presented in Pires et al. (2005), using the
future Olimpo, APEX and Planck surveys as a concrete examples. We show that the
SZ-cluster selection function and contamination of SZ-cluster catalogues are
more complex than is usually assumed. In particular, the simulated
field-to-field detected cluster counts is a factor 3 larger than the expected
Poisson fluctuations. We also study the impact of missing redshift information
and of the uncertainty of the scaling relations for low mass clusters. We
quantify, through hypothesis tests, how near-future SZ experiments can be used
to discriminate between different structure formation models. Using a maximum
likelihood approach, we then study the impact of these systematics on the joint
