    Visitations and Transfers in Non-Intact Households

    Recent research reveals that divorce negatively impacts children's welfare as a consequence of the reduction in monetary and time contributions of the non-custodial parent. When the custody arrangement is sole custody, the variables that link the absent parent to the child are visitations and child support transfers. We explain visitations and child support transfers using a behavioral model of competitive equilibrium in which both variables are the results of competitive allocations realized in a decentralized non-cooperative manner. In our framework the mother has control over visitations and the father has control over child support. Estimates of the model are used to simulate the effects of alternative endowment levels on the proportion of time spent with the noncustodial parent and the ex-post parental income distribution. Our results show that a more equal allocation of time with the child, though beneficial to the children, may negatively affect the mother's welfare, increasing the income gap between ex-spouses.

    Welfare effects of fixed and percentage-expressed child support awards

    Over the last decade a large number of states have significantly altered their legal statutes concerning the disposition of divorce cases involving children. In particular, many states have increasingly employed percentage-expressed orders in which child support obligations in a given period are determined as a proportion of the contemporaneous income of the noncustodial parent. In contrast to more traditional systems in which obligations were set in fixed nominal terms at the time of the divorce settlement and were infrequently (or never) updated, the dynamic system has the advantages of allowing children (and the custodial parent) an opportunity to share in the general income gains experienced by the noncustodial parent over the life cycle and of possibly alleviating some noncompliance problems. In this paper we conduct a rather extensive theory-based empirical investigation of the effects of these systems on the income process for divorced fathers and the child support transfer decision. We estimate a flexible statistical model for the income- generation process for divorced fathers which encompasses the period both before and after the divorce. We interpret the estimates from this model to indicate small behavioral effects of the type of order on postdivorce income, but nonrandom assignment (in terms of the means and variances of predivorce income) into the percentage-expressed-order state. Our analysis of the effects of the order type on child support transfers is divided into two parts. In the first, a "reduced form" analysis, we investigate whether or not the divorced father's regime defined as the order type and withholding status can be considered exogenous vis-a-vis the transfer decision, and examine the relative effects of the various regimes on the transfer rate. We further attempt to investigate order-type effects on compliance in the context of a structural model of the compliance decision. The results of the two analyses are for the most part consistent. Percentage orders are generally associated with lower compliance rates, though withholding tends to alleviate the problem. The highest compliance rates are associated with fixed orders coupled with withholding.

    Economic models of the household allocation have predicted that increased levels of education and wage rates of women would lead to increases in their labor supply and lower levels of fertility. In international comparisons, however, differences in this pattern appear which cannot easily be explained by the traditional model.     Child care choices by working mothers: the case of Italy

    In spite of relatively generous public subsidies and a reputation for high quality, only a very limited proportion of Italian families use public child-care and a large proportion use informal care. In this paper, we attempt to explore the determinants of the use of child-care among dual workers families. Given the limitations of data available we match two different data sets: the Bank of Italy (SHIW) and ISTAT Multiscopo. We find evidence that the availability of public child-care affects in an important way its demand. We also find that increases in costs of public child-care reduce the use of public as well as private indicating a shift to informal child-care. The presence of a grandmother who lives near and is in good health is an important explanation of the choice especially in presence of very small children. An understanding of the importance of these factors is relevant in the evaluation of child-care policies. This is particularly important in Italy, where the majority of families with children have only one child and children would benefit also from the socialization aspects of the child-care system

    Cavity QED with Single Atoms and Photons

    Recent experimental advances in the field of cavity quantum electrodynamics (QED) have opened new possibilities for control of atom-photon interactions. A laser with "one and the same atom" demonstrates the theory of laser operation pressed to its conceptual limit. The generation of single photons on demand and the realization of cavity QED with well defined atomic numbers N = 0, 1, 2,... both represent important steps toward realizing diverse protocols in quantum information science. Coherent manipulation of the atomic state via Raman transitions provides a new tool in cavity QED for in situ monitoring and control of the atom-cavity system. All of these achievements share a common point of departure: the regime of strong coupling. It is thus interesting to consider briefly the history of the strong coupling criterion in cavity QED and to trace out the path that research has taken in the pursuit of this goal

    Optical pumping via incoherent Raman transitions

    A new optical pumping scheme is presented that uses incoherent Raman transitions to prepare a trapped Cesium atom in a specific Zeeman state within the 6S_{1/2}, F=3 hyperfine manifold. An important advantage of this scheme over existing optical pumping schemes is that the atom can be prepared in any of the F=3 Zeeman states. We demonstrate the scheme in the context of cavity quantum electrodynamics, but the technique is equally applicable to a wide variety of atomic systems with hyperfine ground-state structure.Comment: 8 pages, 4 figure

    Experimental realization of a one-atom laser in the regime of strong coupling

    Conventional lasers (from table-top systems to microscopic devices) typically operate in the so-called weak-coupling regime, involving large numbers of atoms and photons; individual quanta have a negligible impact on the system dynamics. However, this is no longer the case when the system approaches the regime of strong coupling for which the number of atoms and photons can become quite small. Indeed, the lasing properties of a single atom in a resonant cavity have been extensively investigated theoretically. Here we report the experimental realization of a one-atom laser operated in the regime of strong coupling. We exploit recent advances in cavity quantum electrodynamics that allow one atom to be isolated in an optical cavity in a regime for which one photon is sufficient to saturate the atomic transition. The observed characteristics of the atom–cavity system are qualitatively different from those of the familiar many-atom case. Specifically, our measurements of the intracavity photon number versus pump intensity indicate that there is no threshold for lasing, and we infer that the output flux from the cavity mode exceeds that from atomic fluorescence by more than tenfold. Observations of the second-order intensity correlation function demonstrate that our one-atom laser generates manifestly quantum (nonclassical) light, typified by photon anti-bunching and sub-poissonian photon statistics
