    Towards a functional governance framework for regional innovation systems in emerging economies: the case of Risaralda (Colombia)

    The analysis of Regional Innovation Systems (RIS) in Latin America has grown from both academic and policy perspectives. However, the dominant structural approach on RIS has limited the scope of analysis, overlooking the functional dynamics that take place in such systems. This paper addresses the question of how to conceive the governance of RIS from a functional perspective, by conducting a case study on the emerging Risaralda RIS (Colombia), which stands out for its innovative performance while still displaying important systemic failures. We specifically inquire into the strengths, weaknesses, integration dynamics and functions of this RIS. Results show a system with institutional and governance failures, which is host to a disperse network of stakeholders and innovation processes that include prioritized and enabling functions. We discuss these results and propose a governance framework that was collectively outlined with the participation of stakeholders in the RIS of Risaralda

    El presente es un informe de los resultados obtenidos a partir de la ejecución del curso de preparación para la maternidad y la paternidad como pasantía en la modalidad de trabajo de grado, llevado a cabo con la población gestante la localidad octava de Kennedy, en la UPA 10 Abastos por los estudiantes de VII semestre de enfermería de la Universidad Nacional de Colombia, sede Bogotá. Las gestantes se han convertido en uno de los principales objetivos de intervención en el ámbito de políticas y programas en salud debido a los altos índices de mortalidad que se ha presentado en el área materno perinatal, sobre todo en países en vía de desarrollo. El curso de preparación para la maternidad y la paternidad es una de las estrategias de promoción y prevención utilizadas a nivel nacional, con la que se busca contribuir a la reducción de los números de muertes en la población gestante, a través de la difusión de información que permitan la detección temprana de factores de riesgo por parte de las gestantes, su familia y el personal de salud. Promover la salud en la familia gestante, contribuyendo a la disminución de la morbi mortalidad materna por causas prevenibles, enfocándose en las variables que pueden afectar positiva o negativamente la gestación y utilizando todas las herramientas que el profesional en formación ha adquirido para lograr el bienestar de la población. / Abstract. This document is an inform of the final results from the preparation course for maternity and paternity, as internship in the graduation project modality, that takes place with the pregnant population at the 8th locality of Kennedy, in the UPA (Unidad Primaria de Atención) 10 Abastos, by part of the VII semester students of Nursing at the Universidad Nacional de Colombia, Bogota. The pregnant population has become in one of the most important targets to have health laws and programs intervention, because of the high rates of mortality that has been presented about the perinatal maternity, overall in developing countries. This preparation course for maternity and paternity is one of the promotion and prevention strategies used throughout the country, with which it is desired to reduce the quantity of deaths in the pregnant population, by means of the information diffusion of the risks factors, which allow to identify them by part of the pregnancy population, their families and the health stuff. Promoting the health care in the pregnancy family, helping to reduce the maternal morbidity and mortality by causes totally preventable, focusing on the variables that can affect in positive or negative way, the gestation and using all the skills that the training professional has acquired to achieve the population welfare.Pregrad

Dada la importancia de la evaluación como factor auto regulador y atendiendo a la no linealidad del aula de clase, la presente investigación indaga y da a conocer los puntos de vista que poseen los estudiantes y docentes de la I.E.D Rafael Bernal Jiménez, frente a los métodos evaluativos en el área de ciencias naturales (biología y química), para lo cual se diseñaron e implementaron algunos instrumentos escritos, lo que permite establecer y analizar las concepciones que se tienen frente a la evaluación en esta Institución. En éste sentido los resultados concluyeron que la evaluación es una herramienta que retroalimenta tanto el quehacer docente, como los procesos de aprendizaje de los estudiantes, siendo un instrumento que promueve un escenario dinámico en el aula de clase

    Three red suns in the sky: A transiting, terrestrial planet in a triple M-dwarf system at 6.9 pc

    We present the discovery from Transiting Exoplanet Survey Satellite (TESS) data of LTT 1445Ab. At a distance of 6.9 pc, it is the second nearest transiting exoplanet system found to date, and the closest one known for which the primary is an M dwarf. The host stellar system consists of three mid-to-late M dwarfs in a hierarchical configuration, which are blended in one TESS pixel. We use MEarth data and results from the Science Processing Operations Center data validation report to determine that the planet transits the primary star in the system. The planet has a radius of 1.380.12+0.13{1.38}_{-0.12}^{+0.13} R{R}_{\oplus }, an orbital period of 5.358820.00031+0.00030{5.35882}_{-0.00031}^{+0.00030} days, and an equilibrium temperature of 43327+28{433}_{-27}^{+28} K. With radial velocities from the High Accuracy Radial Velocity Planet Searcher, we place a 3σ upper mass limit of 8.4 M{M}_{\oplus } on the planet. LTT 1445Ab provides one of the best opportunities to date for the spectroscopic study of the atmosphere of a terrestrial world. We also present a detailed characterization of the host stellar system. We use high-resolution spectroscopy and imaging to rule out the presence of any other close stellar or brown dwarf companions. Nineteen years of photometric monitoring of A and BC indicate a moderate amount of variability, in agreement with that observed in the TESS light-curve data. We derive a preliminary astrometric orbit for the BC pair that reveals an edge-on and eccentric configuration. The presence of a transiting planet in this system hints that the entire system may be co-planar, implying that the system may have formed from the early fragmentation of an individual protostellar core.Accepted manuscrip

    Latin American anaphylaxis registry

    Background: Recent data about clinical features, triggers and management of anaphylaxis in Latin America is lacking. Objective: To provide updated and extended data on anaphylaxis in this region. Method: An online questionnaire was used, with 67 allergy units involved from 12 Latin-American countries and Spain. Among data recorded, demographic information, clinical features, severity, triggering agents, and treatment were received. Results: Eight hundred and seventeen anaphylactic reactions were recorded. No difference in severity, regardless of pre-existing allergy or asthma history was found. Drug induced anaphylaxis (DIA) was most frequent (40.6%), followed by food induced anaphylaxis (FIA) (32.9%) and venom induced anaphylaxis (VIA) (12%). FIA and VIA were more common in children-adolescents. Non-steroidal anti-inflammatory drugs (NSAIDs) and beta-lactam antibiotics (BLA) were the most frequent drugs involved. Milk (61.1% of FIA) and egg (15.4% of FIA) in children, and shellfish (25.5% of FIA), fresh fruits (14.2% of FIA), and fish (11.3% of FIA) in adults were the most common FIA triggers. Fire ants were the most frequent insect triggers, and they induced more severe reactions than triggers of FIA and DIA (p < 0.0001). Epinephrine was used in 43.8% of anaphylaxis episodes. After Emergency Department treatment, epinephrine was prescribed to 13% of patients. Conclusions: Drugs (NSAIDs and BLA), foods (milk and egg in children and shellfish, fruits and fish in adults) and fire ants were the most common inducers of anaphylaxis. Epinephrine was used in less than half of the episodes emphasizing the urgent need to improve dissemination and implementation of anaphylaxis guidelines.Revisión por pare

    The Fourteenth Data Release of the Sloan Digital Sky Survey: First Spectroscopic Data from the extended Baryon Oscillation Spectroscopic Survey and from the second phase of the Apache Point Observatory Galactic Evolution Experiment

    The fourth generation of the Sloan Digital Sky Survey (SDSS-IV) has been in operation since July 2014. This paper describes the second data release from this phase, and the fourteenth from SDSS overall (making this, Data Release Fourteen or DR14). This release makes public data taken by SDSS-IV in its first two years of operation (July 2014-2016). Like all previous SDSS releases, DR14 is cumulative, including the most recent reductions and calibrations of all data taken by SDSS since the first phase began operations in 2000. New in DR14 is the first public release of data from the extended Baryon Oscillation Spectroscopic Survey (eBOSS); the first data from the second phase of the Apache Point Observatory (APO) Galactic Evolution Experiment (APOGEE-2), including stellar parameter estimates from an innovative data driven machine learning algorithm known as "The Cannon"; and almost twice as many data cubes from the Mapping Nearby Galaxies at APO (MaNGA) survey as were in the previous release (N = 2812 in total). This paper describes the location and format of the publicly available data from SDSS-IV surveys. We provide references to the important technical papers describing how these data have been taken (both targeting and observation details) and processed for scientific use. The SDSS website (www.sdss.org) has been updated for this release, and provides links to data downloads, as well as tutorials and examples of data use.     Developments and applications of the OPTIMADE API for materials discovery, design, and data exchange

    The Open Databases Integration for Materials Design (OPTIMADE) application programming interface (API) empowers users with holistic access to a growing federation of databases, enhancing the accessibility and discoverability of materials and chemical data. Since the first release of the OPTIMADE specification (v1.0), the API has undergone significant development, leading to the upcoming v1.2 release, and has underpinned multiple scientific studies. In this work, we highlight the latest features of the API format, accompanying software tools, and provide an update on the implementation of OPTIMADE in contributing materials databases. We end by providing several use cases that demonstrate the utility of the OPTIMADE API in materials research that continue to drive its ongoing development
