GOVERNANÇA COLABORATIVA NA GESTÃO DE REDES PÚBLICAS

The governance of cornea donation networks is investigated, presenting the proposition that collaborative governance, defined as mechanisms, rules, and norms of collective actions created and or adjusted by local actors to each reality, is a management tool capable of solving the network functionality and results. Two networks of cornea donations in the State of São Paulo were investigated, using a qualitative strategy, interviews, and data from secondary sources. Results show that collaborative governance in the FIRST Network resolved the functionality indicator, which is the focus on the task and the results. In this case, the results are the number of donations and the waiting list. Those results did not occur in the SECOND network, presenting unresolved conflicts. The article offers the benefit of advancing theoretical knowledge about governance and, above all, offers a matrix of indicators that can guide the management of this public policy in Brazil.Investiga-se a governança das redes de doações de córneas, com a proposição que a governança colaborativa, definida como mecanismos, regras e normas das ações coletivas criadas e/ou ajustadas pelos atores locais a cada realidade, é ferramenta de gestão capaz de solucionar a funcionalidade da rede e os resultados. Investigaram-se duas redes de doações de córneas no Estado de São Paulo, com estratégia qualitativa, entrevistas e dados de fontes secundárias. Resultados apontam que a governança colaborativa na Rede UM resolveu o indicador de funcionalidade, que é o foco na tarefa e o de resultados que são a quantidade de doações e a fila de espera, o que não ocorreu na rede DOIS, que apresenta conflitos não resolvidos. O artigo oferece o benefício do avanço no conhecimento teórico sobre governança e, principalmente, oferece uma matriz de indicadores que pode orientar a gestão dessa política pública no Brasil
