    Labour market programmes and labour market outcomes: a study of the Swedish active labour market interventions

    This paper assesses the impact of Swedish welfare-to-work programmes on labour market performance including wages, labour market status, unemployment duration and future welfare-to-work participation. We develop a structural dynamic model of labour supply which incorporates detailed institutional features of these policies and allows for selection on observables and unobservables. We estimate the model from a rich administrative panel data set and show that training programmes - which account for a large proportion of programmes - have a little effect on future outcomes, whereas job experience programmes have a beneficial effect.Labour market programmes; labour market outcomes

    The long-term effects of in-work benefits in a life-cycle model for policy evaluation

    This paper presents a life-cycle model of woman's labour supply, human capital formation and savings for the evaluation of welfare-to-work and tax policies. Women's decisions are formalised in a dynamic and uncertain environment. The model includes a detailed characterisation of the tax system and of the dynamics of family formation while explicitly considering the determinants of employment and education decisions: (i ) contemporaneous incentives to work, (ii ) future consequences for employment through human capital accumulation and (iii) anticipatory effects on the value of employment and education. The choice of parameters follows a careful calibration procedure, based of a large sample of data moments from the British population during the nineties using BHPS data. Many important features established in the empirical literature are reproduced in the simulation exercises, including the employment effects of the WFTC reform in the UK. The model is used to gain further insight into the responses to two recent policy changes, the October 1999 WFTC and the April 2003 WTC/CTC reforms. We find small but non-negligible anticipation effects on employment and education.

    Evaluating the employment impact of a mandatory job search assistance program

    This paper is an evaluation of the British labor market program the "New Deal for the Young Unemployed" using administrative panel data on individuals between 1982 and 1999. This mandatory program involves extensive job assistance followed by various other options, including wage subsidies. We exploit the differential timing of the introduction of the program across regions as well as age-related eligibility rules to identify the program effect. Estimates of the employment effects of the mandatory job search assistance part of the program are presented using a variety of estimation techniques exploring combined "difference in differences" and matching procedures. Our key finding is that unemployed men are now 20% more likely to gain jobs than prior to the New Deal.

    The Measuring of Assortativeness in Marriage: A Comment

    Measuring the extent to which such assortative matching diïŹ€ers between two economies is challenging when the marginal distributions of the characteristic along which sorting takes place (e.g. education) also changes for either or both sexes. Drawing from the statistics literature we deïŹne simple conditions that any index has to satisfy to provide a measure of change in sorting that is not distorted by changes in the marginal distributions of the characteristic. While most indices used in the literature satisfy these conditions, one of them – the likelihood ratio of Eika et al. (2019) – does not. We attribute their empirical result of declining homogamy at the top of the distribution to the violation of our conditions

    Changes in Assortative Matching: Theory and Evidence for the US

    The extent to which like-with like marry is particularly important for inequality as well as for the outcomes of children that result from the union. In this paper we discuss approaches to the measurement of changes in assortative mating. We derive two key conditions that a well-deïŹned measure should satisfy. We argue that changes in assortativeness should be interpreted through a structural model of the marriage market; in particular, a crucial issue is how they relate to variations in the economic surplus generated by marriage. We propose a very general criterion of increase in assortativeness, and show that almost all indices used in the literature are implied by our criterion with one notable exception, that moreover violates one of our conditions. Finally, we use our approach to evaluate the evolution of assortative matching in the US over the last decades, and conclude that assortative matching has increased, particularly at the top of the education distribution

    We investigate the role of training in reducing the gender wage gap using the UK- BHPS which contains detailed records of training. Using policy changes over an 18 year period we identify the impact of training and work experience on wages, earnings and employment. Based on a lifecycle model and using reforms as a source of exogenous variation we evaluate the role of formal training and experience in deïŹning the evolution of wages and employment careers, conditional on education. Training is potentially important in compensating for the eïŹ€ects of children, especially for women who left education after completing high school

    Changes in Assortative Matching and Inequality in Income: Evidence for the UK

    The extent to which like-with like marry is important for inequality as well as for the outcomes of children that result from the union. In this paper we present evidence on changes in assortative mating and its implications for household inequality in the UK. Our approach contrasts with others in the literature in that it is consistent with an underlying model of the marriage market. We argue that a key advantage of this approach is that it creates a direct connection between changes in assortativeness in marriage and changes in the value of marriage for the various possible matches by education group. Our empirical results do not show a clear direction in the change in assortativeness in the UK, between the birth cohorts of 1945-54 and 1965-74. We ïŹnd that changes in assortativeness pushed income inequality up slightly, but that the strong changes in education attainment across the two cohorts contributed to scale down inequality
