    Cultures of career development: senior leaders' and early career teachers' views of career

    Background The TDA-funded NQT Quality Improvement Study is a 4 year, England-wide longitudinal, combined methods study of both SLT and early career teachers (ECT's) views of key issues in the first few years of teaching. The first two phases of the study focussed on entry into the NQT year and the NQT year itself; the third phase looked at the second year of teaching. This paper utilises data from this third phase - particularly case study interviews with teachers and SLT members - to consider the issues of ECTs' careers and career development. The topic is of particular interest, since whilst the picture in terms of teacher supply and retention in the profession overall is much improved in recent years (for example, proportions of unfilled vacancies have declined according to DCSF data, and Smithers and Robinson (2003, 2004, 2005) found that the retention issue tailed off and stabilised over the period of their studies), it is clear that schools vary widely in their ability to recruit and retain staff in their early careers. This paper aims to explore these variations in different contexts and school cultures, to illuminate these differences. Research Questions This focus of this paper is to examine how SLT members in different contexts and cultures manage, and view, career development for ECTs in their schools and to compare these views with those of ECTs in the same schools

    Exploring the influence of professional development on teacher careers : developing a path model approach

    This paper develops a path model of professional development (PD) to explore the relationship between teacher PD and teacher careers and retention. A focussed literature review frames the study, which is based on a survey of 500+ teachers and interviews with 25 teachers. The findings provide evidence of the influence of PD on intermediate outcomes within the model and some evidence of influence on career progression. The paper concludes that a path model can provide a useful frame for examining the influence of PD on career, but the approach is limited given the complex, situated nature of teachers' careers

    Complexity and leadership in teacher professional development : the case of the National Centre for Excellence in the Teaching of Mathematics

    There has been considerable interest in the teaching of mathematics over the last two decades, both internationally and in the UK. This has led to a number of government sponsored interventions in both curriculum and teacher professional development. The establishment of the National Centre for Excellence in the Teaching of Mathematics (NCETM) in 2006, arguably, represented a departure from previous policy and initiatives related to professional development for teachers of mathematics. This paper looks at what was distinctive about the NCETM approach (2006-2010) and the impact of its work, as well as exploring a number of theoretical issues that arise when describing these. The paper draws on data from a study of the impact of the NCETM that was informed by interview and case studies. Telephone interviews were conducted with 89 teachers and others with differing levels of involvement with the NCETM. In addition, 10 school-based case studies of different NCETM-supported activity were conducted. This material was analysed using a CPD evaluation model (Coldwell and Simkins, 2011) and more generally in relation to literature on school and teacher change. In this paper, we explore ways in which theoretical tools drawn from complexity theory - complex adaptive systems and formal and informal systems - can be used to describe the nature and consequences of the NCETM's actions. Further, in understanding and assessing the impact of the NCETM intervention on subject leadership and teacher identity we suggest that parallels can be made with analyses of identity in social movements. Finally, we examine the concepts of dispersed and distributed leadership in relation to their applicability to the organic development of mathematics teacher leadership that the NCETM promotes. The paper outlines both the type of outcomes of the NCETM's activity and the factors that supported these. Many of these are similar to those previously identified in relation to professional development that focuses on and supports school-based leadership and can be analysed in terms of theoretical concepts such as distributed and dispersed leadership. However, the NCETM's approach had some distinctive impacts and features that, we contend, are particular to the complex interrelationship of the different forms of NCETM activity

    Professional learning and professional careers: theory, evaluation and practice

    This thesis uses a set of theoretically informed approaches to understand aspects of the professional careers, development and practices of teachers, addressing three questions in particular. Firstly, how can models, and other theorisations, help illuminate the influence of professional development and practice on a range of outcomes? Secondly, how can focussing on the situated nature of professional practice and initiatives improve understanding of professional learning and practices? Thirdly what new empirical research evidence can the approaches described in the first two research questions produce in relation to professional learning and wider professional practice? It does so via a set of eight papers published over eleven years, drawing on seven mainly mixed methods studies conducted over a six year period. In relation to the first research question, the papers use realist understandings of the social world to build a set of path and level models of professional development alongside critiques of these and other models. Additionally, they provide theoretical constructs to support understanding of professional practice, in particular boundary theory and career constructs. In relation to the second, the papers develop a set of features of context which are missing from earlier accounts, indicating that the context for programmes and change processes can be: dynamic, rather than static; agentic, acting causally not just as a backdrop; relational, operating at different points and in concert with or against other contextual factors; historically located; complex and systemic. Finally, relating to the third question, the papers cover a wide range of studies; however, all focus on the relationship between outcomes and change processes in situ, and in particular the various relationships between the programme or change process; individual teachers or leaders; the organisations within which they work; and wider political and other contexts. The findings link to and illuminate aspects of these relationships

    Tests as boundary signifiers: level 6 tests and the primary secondary divide

    This paper addresses the question: How do teachers and school leaders respond to high stakes testing of pupils transitioning from primary to secondary school? It explores how a new test, the Level 6 test, operated with regard to primary/secondary school relationships in England. It draws on an analysis of qualitative interviews with teachers and school leaders in 20 primary schools that took part in the test, 40 school leaders that chose not to and 20 secondary-school leaders. Theoretical work on social boundaries is utilised to develop an argument that this test and its results acted as a boundary signifier, crystallising many of the tensions between primary and secondary schools. These tensions included the role of accountability regimes in requiring schools to demonstrate progress; narrowing of the curriculum and teaching to the test; and the extent to which test results can provide a true representation of pupil attainment. We conclude by suggesting the potential of the boundary signifier concept in relation to other tests at the primary/secondary boundary and other key transition points in education, and consider whether such tests can act as an ideal boundary object, serving to help overcome, rather than cement, barriers between schools

    Context and Implications Document for: Using evidence-informed logic models to bridge methods in educational evaluation

    Designs that combine differing forms of data are increasingly used to structure educational evaluation studies, for a variety of reasons. In particular, using combinations of methods can help improve understanding and enable better interpretation of findings from evaluations with a variety of purposes including impact, pilot and scaleā€up evaluations, all of which are considered in this paper. The use of logic models as visual representations that lay out the steps from inputs to outcomes of programmes has become widespread as a tool for designing educational evaluations, especially as they have been promoted by policy makers and funders including the Education Endowment Foundation (EEF) in England. Yet, the use of logic models in educational evaluations has not been given due attention as a way of providing robust representation of the intervention being evaluated and for interpreting evaluation findings. The paper reflects on practical and theoretical implications of critical literature on logic models focusing particularly on issues of implementation logic, causal mechanisms, context and complexity. The paper uses two EEF evaluations to illustrate how these issues can be addressed and also to present a new framework for evidenceā€based logic models thatdraws out a set of key issues to address in future evaluations that use logic models

    Evaluation of valued youth: a national peer-tutoring programme to increase self confidence and motivation

    Established first in the USA, Valued Youth has operated in the UK since 1996, and is currently implemented in about 50 schools in 8 regions. The programme is intended to help secondary school students who are at risk of disengaging with school or underperforming for a variety of reasons. These students are selected as tutors, given training on how to work with younger children and placed in a local primary school where they support pupils' learning. Valued Youth can be seen as one of many initiatives in secondary schools on re-engagement in learning and contributes to the UK government strategy of extending opportunities and providing flexible learning experiences to meet individual learners' needs and aptitudes. Evidence from the USA has shown the value of the programme in reducing drop-out, strengthening youngsters' perceptions of self and school, and reducing disciplinary referrals and absenteeism. The evaluation discussed in this paper considers the effect of the programme in a UK context, not only in terms of young people's attendance, attainment and confidence, but also in terms of what sort of youngsters seem to benefit and the effects of financial rewards, if any, on the outcomes. The paper reports on the first year of a two-year evaluation. Data were obtained from a pre- and post-questionnaire survey among tutors, a workshop with coordinators and visits to selected case study schools in several regions. Almost all tutors enjoyed the programme and would recommend the experience to others. There was a relatively low dropout and the programme was warmly appreciated by participating primary schools. We have evidence that Valued Youth markedly raises confidence, improves communication skills and keeps some at risk youngsters on track in school. Many types of youngsters benefit from the experience; those who lack confidence and have poor communication skills seem to make the most progress. Successful tutors tend to be those who are committed to the programme, willing to learn, are flexible and cooperative, and have some ability to interact with others, particularly children and primary teachers.</p
