Stable splittings, spaces of representations and almost commuting elements in Lie groups
In this paper the space of almost commuting elements in a Lie group is
studied through a homotopical point of view. In particular a stable splitting
after one suspension is derived for these spaces and their quotients under
conjugation. A complete description for the stable factors appearing in this
splitting is provided for compact connected Lie groups of rank one.By using
symmetric products, the colimits \Rep(\Z^n, SU), \Rep(\Z^n,U) and
\Rep(\Z^n, Sp) are explicitly described as finite products of

Spatial optical solitons supported by mutual focusing
We study composite spatial optical solitons supported by two-wave mutual
focusing induced by cross-phase modulation in Kerr-like nonlinear media. We
find the families of both single- and two-hump solitons and discuss their
properties and stability. We also reveal remarkable similarities between
recently predicted holographic solitons in photorefractive media and parametric
solitons in quadratic nonlinear crystals.Comment: 3 pages, 3 figure
Transplantes: bioética e justiça
Bioethics, as a branch of philosophy that focuses on questions relative to health and human life, is closely tied to the idea of justice and equality. As such, in understanding the concept of equality in its original sense, that is, in associating it to the idea to treat "unequals" (those who are unequal or different, in terms of conditions or circumstances) unequally (differentially), in proportion to their inequalities (differences), we see that the so-called "one-and-only waiting list" for transplants established in law no. 9.434/97, ends up not addressing the concept of equality and justice, bearing upon bioethics, even when considering the objective criteria of precedence established in regulation no. 9.4347/98, Thus, the organizing of transplants on a one-and-only waiting list, with a few exceptions that are weakly applicable, without a case by case technical and grounded analysis, according to each particular necessity, ends up institutionalizing inequalities, condemning patients to happenstance and, consequently, departs from the ratio legis, which aims at seeking the greatest application of justice in regards to organ transplants. We conclude, therefore, that from an analysis of the legislation and of the principles of bioethics and justice, there is a need for the creation of a collegiate of medical experts, that, based on medical criteria and done in a well established manner, can analyze each case to be included on the waiting list, deferentially and according to the necessity; thus, precluding that people in special circumstances be treated equal to people in normal circumstances.A bioética, como ramo da filosofia que enfoca as questões relativas a saúde e a vida humana, está intimamente ligada à idéia de justiça e igualdade. Desta forma, entendendo o conceito de igualdade em sua acepção original, ou seja, associando-o à idéia de tratar desigualmente os desiguais na medida de suas desigualdades, observamos que a denominada "lista única de espera" para transplantes, prevista na Lei 9.434/97, acaba por se afastar do conceito de igualdade e justiça, norteadores da bioética, mesmo considerando os critérios objetivos de precedência previstos na Portaria n.o 3.407/98. Assim, a organização dos transplantes em lista única de espera, com tÃmidas exceções para alguns casos, sem a análise técnica e fundamentada, caso por caso, quanto à necessidade preeminente, acaba institucionalizando desigualdades, relegando os pacientes à própria sorte e apartando-se, assim, da ratio legis, que visa buscar maior justiça no que tange ao transplante de órgãos. ConcluÃmos, então, a partir da análise da legislação e dos princÃpios da bioética e justiça, pela necessidade da criação de um colegiado de médicos experts, que baseados em critérios técnicos e de forma fundamentada, possam analisar cada caso para fins de inclusão na lista de espera, de acordo com a necessidade e preeminência, evitando-se, assim, que pessoas em situações desiguais sejam tratadas igualmente
Knowledge, the Great Challenge to Deal with Terrorism
Terrorism, radicalisation and violent extremism are great challenges in these times of uncertainty. This paper analyses the need to improve the knowledge to provide a solid foundation for the design of effective security Counter-Terrorism strategies. Broad definitions of stakeholders are considered (including universities, think-tanks, the intelligence community, media, communities, and minorities and citizens), together with the integration of methods and techniques of analysis drawn from the social sciences and intelligence techniques. It proposes new approaches to generate knowledge through the integration of critical perspectives allowing an improved decision-making process that must be followed by continuous evaluations
Presente y futuro del terrorismo de extrema derecha en Europa
Is there a risk of increased terrorism of the extreme right in Europe? This document analyses the current and future situation. Highlighting the fuzzy concepts of «terrorism» and «extreme right», the authors develop a critical analysis of the treatment of the phenomenon, noting existing factors for possible aggravation in the future. Finally, they offer several recommendations that would allow to address more effectively the latent threatY a-t-il un risque de propagation du terrorisme d’extrême droite en Europe? Ce document analyse la situation actuelle ainsi que la future. Partant des concepts diffus de «terrorisme» et d’«extrême droite», les auteurs mènent une analyse critique du traitement du phénomène, en soulignant les facteurs susceptibles d’aggraver l’état de choses actuel. Enfin, ils offrent plusieurs recommendations afin de répondre à cette menace latent de manière approprié
Serological Relationships in the <i>Leptodactylus pachypus</i> Species Group (Amphibia, Salientia)
Precipitin tests indicate that Leptodactylus ocellatus and L. chaquensis are more closely related than either is to L. pentadactylus. However, the serological differences between L. ocellatus and L. chaquensis support a separate specific ranking for these forms. Approaching steady cavitation: The time scale in hypervelocity cavity expansion in work hardening and transformation hardening solids
The extreme phenomena of dynamic cavitation is studied both theoretically and numerically for two families of strain hardening materials. Though analytical results are limited to the steady, self-similar expansion state, the numerical approach facilitates investigation of the transient response, including evaluation of the time required to approach the steady-state limit. While recent studies show that shock waves may appear in hypervelocity cavity expansion fields, the present study suggests a numerical model which can capture the appearance and evolution of these shock waves. That model is validated by comparison with theoretical results at the steady-state limit, thus facilitating future investigation of the dynamic response for materials with more complicated constitutive behavior, for which theoretical results are limited.
