    Resident Participation: A Community-Building Strategy in Low-Income Neighborhoods

    Resident participation has been an area of community development aimed at increasing involvement of tenants in housing development, management and community-building. The precise roles and mechanisms of resident participation are not well understood, however. This paper explores the role of resident participation and its interaction with other factors that drive community revitalization. By understanding the necessary conditions, factors and other variables that strengthen resident participation, public policies can help low-income populations manifest their power and make a difference in their communities. The research presented here (1) describes the challenges and benefits of resident participation; (2) identifies examples of residents successfully contributing to the development and management of their homes; (3) details the conditions necessary for success; and (4) addresses the issue of assessing effectiveness. For those seeking to encourage resident participation, the are three major challenges include time and money; limited options due to economics; and limited community capacity. Examples of successful resident participation are presented, such as the Demonstration Disposition in Boston -- one of the most notable examples of resident participation in development in the past 10 years. Building management has also been an arena for various levels and types of resident participation, and many community development corporations have developed creative ways of involving residents in community-building efforts. The interplay of external and internal factors together creates conditions for resident participation. This paper identifies four major factors: impetus, politics, resources and values, describing the internal and external resources affected by each. To connect these external and internal resources, bridging resources of trust, community organizing, strategic partnerships and organizational capacity are necessary. Community planning and education make up a noteworthy bridging resource that allows for the necessary learning process to take place. Community education and planning happen in three phases: building a foundation, teaching skills, and following through. While there is general support for resident participation in housing development, management and community-building, measuring its effectiveness has received limited research attention. This paper describes the effectiveness of resident participation looking at the individual, building and community levels. These testimonials will be strengthened if hard measures of resident participation are developed and used to study its effects

    The number of children in nonmetropolitan (nonmetro) areas increased by 3 percent between 1990 and 2000, compared with a 16-percent increase in metropolitan (metro) areas. A number of nonmetro counties lost population in the 1990s due to outmigration of young families, and the small increase in the number of nonmetro children may reflect that. Although rural child poverty rates declined in the 1990s, they remain higher (21 percent) than the rates for urban children (18 percent). In 2003, 2.7 million rural children under 18 were poor, representing 36 percent of the rural poor.     Discursive manoeuvres and hegemonic recuperations in New Zealand documentary representations of domestic violence

    This paper examines three television documentaries--entitled Not Just a Domestic (1994), Not Just a Domestic: The Update (1994), and Picking Up the Pieces (1996)--that together formed part of the New Zealand police ‘Family Violence’ media campaign. Through a Foucauldian, feminist poststructuralist discourse analysis, the paper examines how these texts assert and privilege particular understandings of domestic violence, its causes, effects and possible solutions. The analysis illustrates the way in which five discursive explanations of domestic violence--those of medical pathology, romantic expressive tension, liberal humanist instrumentalism, tabula rasa learning and socio-systematic discourse--are articulated and hierarchically organised within these documentaries, and considers the potential hegemonic effects of each text’s discursive negotiations. It is argued that the centrality of personal ‘case studies’ and the testimonies of both battered women and formerly violent men work to privilege individualistic rather than socio-political explanations of domestic violence. Additionally, the inclusion of extensive ‘survivor speech’ means that women are frequently asked to explain and rationalize their actions as ‘victims’ of domestic violence, while fewer demands are placed on male perpetrators to account for their violent behaviour. Consequently, the documentaries leave the issue of male abuse of power largely unchallenged, and in this way ultimately affirm patriarchal hegemonic interests

    Understanding object feature binding through experimentation as a precursor to modelling

    In order to explore underlying brain mechanisms and to further understand how and where object feature binding occurs, psychophysical data are analysed and will be modelled using an attractor network. This paper describes psychophysical work and an outline of the proposed model. A rapid serial visual processing paradigm with a post-cue response task was used in three experimental conditions: spatial, temporal and spatio-temporal. Using a ‘staircase’ procedure, stimulus onset asynchrony for each observer for each condition was set in practice trails to achieve ~50% error rates. Results indicate that spatial location information helps bind objects features and temporal location information hinders it. Our expectation is that the proposed neural model will demonstrate a binding mechanism by exhibiting regions of enhanced activity in the location of the target when presented with a partial post-cue. In future work, the model could be lesioned so that neuropsychological phenomena might be exhibited. In such a way, the mechanisms underlying object feature binding might be clarified

    Commercial hospitality : a vehicle for the sustainable empowerment of Nepali women

    To illustrate how commercial hospitality has catalysed sustainable social change in Nepal through empowering women. Utilising a new framework, developed by combining existing theories, empowerment of women Tea House owners/ managers is assessed. Within a critical feminist paradigm, primary research consisting of interviews and participant observation was undertaken in Nepal over a three month period in the central region of Nepal. Involvement in the hospitality industry improved the livelihoods of the women Tea House owners/ managers, it also has the potential to facilitate sustainable empowerment for future generations, providing them with education, choice, control and opportunities. Although steps were taken to limit rhetorical issues, language barriers could have influenced the findings of the interviews. To fully investigate the potential for hospitality to act as a vehicle for the sustainable empowerment of women, it is suggested that this study be replicated again in another region or that a detailed ethnographic study be carried out. Demonstrates how the commercial hospitality industry can be a force for good; women working in the industry are agents of change, actively improving their levels of empowerment in their immediate environment. The commercial hospitality industry has pioneered the empowerment of women and this could lay the foundation for the further emancipation of women. To date, there has been limited research into the relationship between involvement in the commercial hospitality sector and the empowerment of women; this paper begins to fill this gap by investigating a tourist region of Nepal

    Consumer Choice of Private Label or National Brand: The case of organic and non-organic milk

    We use a two-stage, sample selection model to investigate organic milk purchases using Neilsen’s Homescan data. In the first stage, households decide on a weekly basis to buy mainly organic milk or non-organic milk. Results from this stage show that higher income, better education, having children at home, and several other demographic and marketing variables have a positive effect on organic choice. In the second stage, consumers then choose to buy mainly private label milk or national brand milk conditional on their first-stage choice. Most demographic and marketing variables are found to affect the organic and non-organic private label decision in the same way.
