Employee access to economic and social information may be a right but having an enabling legal framework is not enough. To appreciate the extent to which the introduction of this right (in its different forms over time) has created opportunities for worker emancipation, its genesis must be reconstituted, along with the stages marking its implementation and the roles that different categories of actors have played at both a national and an international level. The present Controverse article achieves this using the image of a round table around which legal specialists and managers sit and debate the law’s strengths and weaknesses. The right to information may be linked to the creation of a works council but its application reflects the complex nature of all the attitudes framing its development, together with employer and employees’ asymmetrical power relationships. In particular, the analysis signposts the importance of building up company law while revealing the difficult battles that have been fought to achieve true workplace democracy
