Lokaal veiligheidsbeleid in Nederland en Belgie: op zoek naar verschil
Veiligheid is sinds lang een verantwoordelijkheid van gemeenten. Maar het was tot
vrij recent vooral de politie die zich met (sociale) veiligheid bezighield. Lokaal veiligheidsbeleid
– als een expliciete verantwoordelijkheid van de gemeente, samen
met vele andere partners – is een relatief recent verschijnsel.
In dit artikel wordt de ontwikkeling van het lokale veiligheidsbeleid in Nederland
en België, op hoofdlijnen, vergeleken. Bijzondere aandacht gaat uit naar de rol en
positie van de gemeente. Wat opvalt is hoezeer de ontwikkelingen in beide landen
op elkaar lijken. Zowel in België als in Nederland blijkt de nationale overheid een
belangrijke, katalyserende rol te spelen bij het op gang brengen van herkenbaar
lokaal veiligheidsbeleid. En in beide landen kost het veel moeite een eind te maken
aan de oneigenlijke rol die de politie lange tijd gespeeld heeft; uitvoerend en beleidsmatig.
In deze nieuwe bestuurlijke werkelijkheid ziet de gemeente zich voor nieuwe
uitdagingen gesteld
Police reform in the Netherlands.
The Dutch police system has been under pressure during the last decades.
Critical debates focused on police’ dealing with the growing (perceived)
insecurity, the administrative problems of size and efficiency, the core tasks
of the police, the distribution of power over the police and it’s accountability.
These issues have become even more relevant since integrated local
safety policies have been developed to tackle public safety problems by the
police together with more and different partners, within government or even
outside of it. At the same time the national government wants to direct its
local and regional partners more, while holding on to local performance.
The aim of this article is to show the developments of the last decades that
have influenced the (re)organization of the police and the way they are
steered and democratically controlled. Police forces are now closely cooperating
with other actors in rather complex safety networks, steered by local
government and concentrating on their core tasks, leaving more tasks to
other actors than in the past. Finding sensible balances between centrally
organized tasks and variants of steering (direction), and more local organization
and steering (discretion) will be crucial for the future of the public
police
Integrale veiligheidszorg en de burgemeester
Van de integrale aanpak van lokale veiligheid is vooral de samenwerking tussen uiteenlopende
partners echt tot ontwikkeling gekomen. Die samenwerkingsambitie
binnen een integrale aanpak heeft consequenties voor de wijze waarop de burgemeester
zijn1 verantwoordelijkheid voor openbare orde en veiligheid waarmaakt.
Horizontale samenwerking tussen min of meer zelfstandige veiligheidspartners
blijkt gepaard te gaan met zwakke sturing en coördinatie. We constateren dat het
de burgemeester tot op heden aan voldoende doorzettingsmacht – een cruciale
voorwaarde voor effectieve regie – ontbreekt. Als oplossingsrichting schetsen we de
contouren van een anticipatiemodel dat de burgemeester enige doorzettingsmacht
biedt, in te zetten als ultimum remedium om patstellingen te kunnen doorbreken
die soms eigen lijken te zijn aan integrale veiligheidszorg
Community policing in the Netherlands: A continuously changing constant
__Abstract__
1977 was an important year for the Dutch police as it was then that a seminal strategy document called ‘A Changing Police was published that would set the course for the next three decades. The writers of the report felt that for the police to bridge the growing gap between them and the society they serve, they would have to be innovative, and think outside of their usual security paradigms. They found their solution in community policing and the strategy document laid out the framework for Community Policing (COP) in the Netherlands. This document was widely considered a milestone in the development of Dutch policing (see Cachet et al. 1998).
However, by 2005, the Dutch Board of Chief Commissioners felt it necessary to publish a new strategy document to once again map out the future of Dutch Policing. After nearly three decades, the Dutch police was again in need of a shared philosophy that would serve as a foundation for their mandate. This new document was titled ‘The Police in Evolution’ (PIE) but it stayed true to the values of COP by once again focusing on the local community and stressing community policing.
In this paper we explore the establishment and development of Dutch COP. We look at several distinct phases in the long term development of Dutch COP, and examine the factors that explain the shifts that have taken place in the way Dutch COP is carried out. We ask also about the prospects of Dutch COP in the future.
The paper will consist of four sections. In the first Section, we examine the historical roots and the development of Dutch COP since its inception in 1977. In Section 2, we look at the current state of affairs for COP in the Netherlands. In the third section, we put forward several explanations for the significant shifts that have taken place over the course of the COP’s 30-year history. In the fourth section, we discuss the prospects for Dutch COP in the coming years. Section 5 presents our conclusions
Liefde voor het Openbaar Bestuur en Liefde voor de Bestuurskunde
Arthur Ringeling heeft in zijn afscheidsrede van 28 september 2007 aan de
Erasmus Universiteit Rotterdam een terugblik gegeven op de langdurige
studiereis die hij op het vakgebied der bestuurskunde heeft afgelegd. Zijn
academische studiereis in de bestuurskunde nam een aanvang met zijn
studie politicologie aan de Vrije Universiteit van Amsterdam, welke hij in
1969 afrondde. Daarna verhuisde de protestantse Amsterdammer naar het
katholieke Zuiden om aan de katholieke Universiteit van Nijmegen wetenschappelijk
medewerker te worden en in 1978 met succes een proefschrift
te verdedigen over ‘beleidsvrijheid van ambtenaren’. In 1981 werd
hij benoemd tot hoogleraar aan de Erasmus Universiteit Rotterdam, waar
hij in 1983 zijn oratie uitsprak met de titel ‘De Instrumenten van het Beleid’.
In 1987 was hij betrokken bij het onderzoek van de parlementaire
enquêtecommissie rond de paspoortaffaire. In 1992 verbleef hij een ‘sabbatical
year’ op de School of Public and Environmental Affairs (SPEA) aan
de Indiana University te Bloomington. In 1993 publiceerde hij zijn bekende
boek ‘Het imago van de overheid’. En zoals we hierna zullen zien,
ondernam hij daarna nog allerlei activiteiten die hem tot een bestuurskundige
maakten die zowel in de wetenschap als de praktijk van het Nederlandse
openbaar bestuur naam en faam heeft gemaakt
