    Can a 3+2 Oscillation Model Explain the NuTeV Electroweak Results?

    The weak mixing angle result from NuTeV falls three standard deviations above the value determined by global electroweak fits. It has been suggested that one possible explanation for this result could be the oscillation of electron neutrinos in the NuTeV beam to sterile neutrinos. This article examines several cases of masses and mixings for 3+2 neutrino oscillation models which fit the current oscillation data at 99% CL. We conclude that electron to sterile neutrino oscillations can account for only up to a third of a standard deviation between the NuTeV determination of the weak mixing angle and the standard model.Comment: 3 pages, 2 figures, submitted to Brief Report

    Photodegradation Mechanisms of Tetraphenyl Butadiene Coatings for Liquid Argon Detectors

    We report on studies of degradation mechanisms of tetraphenyl butadiene (TPB) coatings of the type used in neutrino and dark matter liquid argon experiments. Using gas chromatography coupled to mass spectrometry we have detected the ultraviolet-blocking impurity benzophenone (BP). We monitored the drop in performance and increase of benzophenone concentration in TPB plates with exposure to ultraviolet (UV) light, and demonstrate the correlation between these two variables. Based on the presence and initially exponential increase in the concentration of benzophenone observed, we propose that TPB degradation is a free radical-mediated photooxidation reaction, which is subsequently confirmed by displaying delayed degradation using a free radical inhibitor. Finally we show that the performance of wavelength-shifting coatings of the type envisioned for the LBNE experiment can be improved by 10-20%, with significantly delayed UV degradation, by using a 20% admixture of 4-tert-Butylcatechol.Comment: 12 pages, 9 figures.     Consumer Heterogeneity: Does It Affect Policy Responses to the Obesity Epidemic?

    The fight against obesity in the U.S. has become a priority area for policy makers due to the additional health risks and health care costs. In developing policy to lower obesity rates, it is important to accurately characterize the impact that exercise, smoking and demographic characteristics have on BMI in order to draft effective policy. This analysis uses data from the Behavioral Risk Factor Surveillance System (BRFS) to evaluate the relationship between behavioral and demographic factors with BMI while explicitly accounting for individual heterogeneity by using a quantile analysis. Results suggest that the effect of exercise, smoking, occupation and race vary by BMI quantile, indicating that consumers should be treated as heterogeneous at least for these factors in obesity policy and related analyses.Obesity, Quantile Regression, Heterogeneity, Policy, Food Consumption/Nutrition/Food Safety, I18,

    Is the employed scholar free not to publish?:Limitations of disclosure rights in a comparative perspective

    The control of works produced by academics in the course of their employment is a controversial issue. This paper examines the protection offered to employed scholars who do not want to publish their work because of the fear that premature dissemination would damage their academic reputation. The right not to publish of employed scholars has been analyzed considering Anglo-American copyright law on the one hand, and French legislation on the other. Irrespective of the differences between these jurisdictions, both positions allow labour conditions to restrict the right not to publish. On top of the comparison of three legal systems, this paper investigates the question of whether the limitations on the right of disclosure conflict with article 15, paragraph 1 c of the International Covenant on Economic, Social and Cultural Rights ICESCR. Both Anglo-American and French copyright law are not fully consistent with the protection of moral interests offered by the ICESCR. The reason is that it depends on the labour conditions whether there exists any obligation on academic employees to publish. In the absence of this obligation, the employed scholar enjoys the freedom to decide not to publish. ICESCR does not allow these limitations of disclosure rights since article 15, paragraph 1 c does not refer to working conditions

    UK/US naval interoperability collaborative rersearch

    This paper outlinees a collaborative program being carried out under an agreement between the US and the UK which started in January 2000, and is due to continue for four years. The research and is looking at the operational problems of coalition force interoperability initial from a naval perspective at the command and combat system level but then moving to a wider domain to cover both land and air participation. Details are given of why the research is necessary, the objectives and the approach being adopted. It then provides some information on the experiences gain from the initial trials which have been carried out during the first six months of this year

    This paper describes an undergraduate-level physics project that incorporates various aspects of machine- and electronics-shop technical development. The desktop muon detector is a self-contained apparatus that employs plastic scintillator as a detection medium and a silicon photomultiplier for light collection. These detectors can be used in conjunction with the provided software to make interesting physics measurements. The total cost of each counter is approximately $100.Comment: 29 pages, 14 figure
