The Bright SHARC Survey: The Cluster Catalog
We present the Bright SHARC (Serendipitous High-Redshift Archival ROSAT
Cluster) Survey, which is an objective search for serendipitously detected
extended X-ray sources in 460 deep ROSAT PSPC pointings. The Bright SHARC
Survey covers an area of 178.6 sq.deg and has yielded 374 extended sources. We
discuss the X-ray data reduction, the candidate selection and present results
from our on-going optical follow-up campaign. The optical follow-up
concentrates on the brightest 94 of the 374 extended sources and is now 97%
complete. We have identified thirty-seven clusters of galaxies, for which we
present redshifts and luminosities. The clusters span a redshift range of
0.0696<z<0.83 and a luminosity range of 0.065<Lx<8.3e44 erg/s [0.5-2.0 keV]
(assuming Ho = 50 km/s/Mpc and qo=0.5). Twelve of the clusters have redshifts
greater than z=0.3, eight of which are at luminosities brighter than Lx=3e44
erg/s. Seventeen of the 37 optically confirmed Bright SHARC clusters have not
been listed in any previously published catalog. We also report the discovery
of three candidate ``fossil groups'' of the kind proposed by Ponman et al.

Advocacy in the tail: Exploring the implications of âclimategateâ for science journalism and public debate in the digital age
This paper explores the evolving practices of science journalism and public debate in the digital age. The vehicle for this study is the release of digitally stored email correspondence, data and documents from the Climatic Research Unit at the University of East Anglia in the weeks immediately prior to the United Nations Copenhagen Summit (COP-15) in December 2009. Described using the journalistic shorthand of âclimategateâ, and initially promoted through socio-technical networks of bloggers, this episode became a global news story and the subject of several formal reviews. âClimategateâ illustrates that media literate critics of anthropogenic explanations of climate change used digital tools to support their cause, making visible selected, newsworthy aspects of scientific information and the practices of scientists. In conclusion, I argue that âclimategateâ may have profound implications for the production and distribution of science news, and how climate science is represented and debated in the digitally-mediated public sphere

Recognising barriers to implementation of Blue-Green infrastructure: a Newcastle case study
There is a recognised need for a fundamental change in how the UK manages urban water and flood risk in response to increasingly frequent rainfall events coupled with planned urban expansion. Approaches centred on âliving with and making space for waterâ are increasingly adopted internationally. Nonetheless, widespread implementation of Blue-Green infrastructure (BGI) is currently hampered by barriers that impede uptake and innovation. We investigate the barriers to implementation of BGI in Newcastle, UK, through a series of semi-structured interviews with professional stakeholders. We identify and categorise 17 types of barrier and identify targeted strategies to overcome the dominant barriers. We recommend promotion of BGIâs capacity to meet the objectives of multiple organisations and Local Authority departments, in addition to managing urban water. We conclude that strong business cases, supported by monetised evidence of benefits, and collaborative, inter-agency working could advance implementation of BGI within the current flood risk management legislation
Interpretation, translation and intercultural communication in refugee status determination procedures in the UK and France
This article explores the interplay between language and intercultural communication within refugee status determination procedures in the UK and France, using material taken from ethnographic research that involved a combination of participant observation, semi-structured interviews and documentary analysis in both countries over a two-year period (2007â2009). It is concerned, in particular, to examine the role played by interpreters in facilitating intercultural communication between asylum applicants and the different administrative and legal actors responsible for assessing or defending their claims. The first section provides an overview of refugee status determination procedures in the UK and France, introducing the main administrative and legal contexts of the asylum process within which interpreters operate in the two countries. The second section compares the organisation of interpreting services, codes of conduct for interpreters and institutional expectations about the nature of interpretersâ activity on the part of the relevant UK and French authorities. The third section then explores some of the practical dilemmas for interpreters and barriers to communication that exist in refugee status determination procedures in the two countries. The article concludes by emphasising the complex and active nature of the interpreter's role in UK and French refugee status determination procedures
Film support and the challenge of âsustainabilityâ: on wing design, wax and feathers, and bolts from the blue
In recognition of the importance of film in generating both economic and cultural value, the UK Labour government set up a new agencyâââthe United Kingdom Film Council (UKFC)âââin 2000 with a remit to build a sustainable film industry. But, reflecting a plethora of differing expectations in relation to the purposes behind public support for film, the UKFC's agenda shifted and broadened over the organisation's lifetime (2000â11). Apparently unconvinced by the UKFC's achievements, the Coalition government which came to power in May 2010 announced the Council's abolition and reassigned its responsibilities as part of a general cost-cutting strategy. Based on original empirical research, this article examines how the UKFC's sense of strategic direction was determined, how and why the balance of objectives it pursued changed over time and what these shifts tell us about the nature of film policy and the challenges facing bodies that are charged with enacting it in the twenty-first century
Private finance for the delivery of school projects in England
This paper analyses the use of the private finance initiative (PFI) approach to deliver school projects in England. The findings are based on case-study research in the Building Schools for the Future scheme (BSF), the largest single capital investment in SO years to rebuild and renew all of England's secondary schools. Up to half of the school infrastructure is to be procured by PFI contracts. A major concern has been the high cost associated with PFI procurement and any subsequent changes to scope. Furthermore, in some cases PFI-funded schools have been closed soon after completion; at great cost to the public sector. The aim of this research was therefore to
understand the underlying reasons for these problems.
The main conclusion is that the difficulties in BSF arise
from not sorting out strategic issues and instituting
appropriate organisational frameworks before engaging
the private sector. The result of this is a lack of clarity
about the long-term needs and end user aspirations. A
brief outline of current programme management methods
is given and it is suggested that this might be integral to
the successful delivery of schools using private finance. A
clear strategic vision that cascades into projects via
programmes will ensure that the school infrastructure is
appropriate for the anticipated strategic benefits and is
aligned to the overall service delivery ambitions
Learning From Early Attempts to Generalize Darwinian Principles to Social Evolution

A logically separate and potentially complementary argument is to consider the application of Darwinian principles not only to genes but also to social entities and processes. This idea of extending Darwinian principles was suggested by Darwin himself. Attempts to do this appeared as early as the 1870s and proliferated until the early twentieth century. But such ideas remained dormant in the social sciences from the 1920s until after the Second World War. Some lessons can be learned from this earlier period, particularly concerning the problem of specifying the social units of selection or replication
