A survey of airborne radar systems for deployment on a High Altitude Powered Platform (HAPP)
A survey was conducted to find out the system characteristics of commercially available and unclassified military radars suitable for deployment on a stationary platform. A total of ten domestic and eight foreign manufacturers of the radar systems were identified. Questionnaires were sent to manufacturers requesting information concerning the system characteristics: frequency, power used, weight, volume, power radiated, antenna pattern, resolution, display capabilities, pulse repetition frequency, and sensitivity. A literature search was also made to gather the system characteristics information. Results of the survey are documented and comparisons are made among available radar systems
Study program for encapsulation materials interface for low cost silicon solar array
An atmospheric corrosion model was developed and verified by five months of corrosion rate and climatology data acquired at the Mead, Nebraska LSA test site. Atmospheric corrosion rate monitors (ACM) show that moisture condensation probability and ionic conduction at the corroding surface or interface are controlling factors in corrosion rate. Protection of the corroding surface by encapsulant was shown by the ACM recordings to be maintained, independent of climatology, over the five months outdoor exposure period. The macroscopic corrosion processes which occur at Mead are shown to be reproduced in the climatology simulator. Controlled experiments with identical moisture and temperature aging cycles show that UV radiation causes corrosion while UV shielding inhibits LSA corrosion
Direct observation of voids in the vacancy excess region of ion bombarded silicon
The results reported in this letter indicate that the spatial separation of the vacancy and interstitial excesses which result from ion bombardment gives rise to stable voids upon annealing at 850 °C even for implants where the projected ion range is only of the order of a few thousand Ångstrom. Such voids have been observed directly by transmission electron microscopy. Furthermore, in cases where both voids and interstitial-based defects are present at different depths, it is found that Au has a strong preference for decorating void surfaces and hence Au can, indeed, be used as a selective detector of open volume defects in Si.One of the authors ~J.W.-L.!

Identification and verification of frequency-domain models for XV-15 tilt-rotor aircraft dynamics
Frequency-domain methods are used to extract the open-loop dynamics of the XV-15 tilt-rotor aircraft from flight test data for the cruise condition (V = 170 knots). The frequency responses are numerically fitted with transfer-function forms to identify equivalent model characteristics. The associated handling quality parameters meet or exceed Level 2, Category A, requirements for fixed-wing military aircraft. Step response matching is used to verify the time-domain fidelity of the transfer-function models for the cruise and hover flight conditions. The transient responses of the model and aircraft are in close agreement in all cases, except for the normal acceleration response to elevator deflection in cruise. This discrepancy is probably due to the unmodeled rotor rpm dynamics. The utility of the frequency-domain approach for dynamics identification and analysis is clearly demonstrated
The Radon Monitoring System in Daya Bay Reactor Neutrino Experiment
We developed a highly sensitive, reliable and portable automatic system
(H) to monitor the radon concentration of the underground experimental
halls of the Daya Bay Reactor Neutrino Experiment. H is able to measure
radon concentration with a statistical error less than 10\% in a 1-hour
measurement of dehumidified air (R.H. 5\% at 25C) with radon
concentration as low as 50 Bq/m. This is achieved by using a large radon
progeny collection chamber, semiconductor -particle detector with high
energy resolution, improved electronics and software. The integrated radon
monitoring system is highly customizable to operate in different run modes at
scheduled times and can be controlled remotely to sample radon in ambient air
or in water from the water pools where the antineutrino detectors are being
housed. The radon monitoring system has been running in the three experimental
halls of the Daya Bay Reactor Neutrino Experiment since November 2013

The development of AC impedance as a nondestructive evaluation (NDE) methodology for solar arrays is reported along with development of corrosion models and materials selection criteria for corrosion resistant interfaces
Eigenvector Expansion and Petermann Factor for Ohmically Damped Oscillators
Correlation functions in ohmically damped
systems such as coupled harmonic oscillators or optical resonators can be
expressed as a single sum over modes (which are not power-orthogonal), with
each term multiplied by the Petermann factor (PF) , leading to "excess
noise" when . It is shown that is common rather than
exceptional, that can be large even for weak damping, and that the PF
appears in other processes as well: for example, a time-independent
perturbation \sim\ep leads to a frequency shift \sim \ep C_j. The
coalescence of () eigenvectors gives rise to a critical point, which
exhibits "giant excess noise" (). At critical points, the
divergent parts of contributions to cancel, while time-independent

The Emergence and Development of Social Assistance in Beijing
As an integral part of the social protection system, the social assistance program in China was fully implemented in all cities in 1999. In recent years, the government has made a further commitment to guide its development, extension, and institutionalization. Accordingly, it has grown dramatically in recent years both in terms of expenditure and number of recipients. It acts as a last resort ‘safety net’ for urban poverty-stricken residents and as a ‘shock absorber’ mitigating social tensions resulting from market-oriented reforms. This paper presents an analysis of the background and development of the social assistance program in Beijing, focusing on issues related to the design and implementation of the program. Relying as it does on a decentralized delivery structure at the neighborhood level, Beijing social assistance programs can have substantial variations in terms of practice and outcomes. This paper proposes that in the long term, China needs to design a more coherent and integrated social protection system
Acceptor-like deep level defects in ion-implanted ZnO
N-type ZnO samples have been implanted with MeV Zn⁺ ions at room temperature to doses between 1×10⁸ and 2×10¹⁰cm⁻², and the defect evolution has been studied by capacitance-voltage and deep level transient spectroscopy measurements. The results show a dose dependent compensation by acceptor-like defects along the implantation depth profile, and at least four ion-induced deep-level defects arise, where two levels with energy positions of 1.06 and 1.2 eV below the conduction band increase linearly with ion dose and are attributed to intrinsic defects. Moreover, a re-distribution of defects as a function of depth is observed already at temperatures below 400 K.This work was supported by the Norwegian Research
