    Collaborative Development of Open Educational Resources for Open and Distance Learning

    Open and distance learning (ODL) is mostly characterised by the up front development of self study educational resources that have to be paid for over time through use with larger student cohorts (typically in the hundreds per annum) than for conventional face to face classes. This different level of up front investment in educational resources, and increasing pressures to utilise more expensive formats such as rich media, means that collaborative development is necessary to firstly make use of diverse professional skills and secondly to defray these costs across institutions. The Open University (OU) has over 40 years of experience of using multi professional course teams to develop courses; of working with a wide range of other institutions to develop educational resources; and of licensing use of its educational resources to other HEIs. Many of these arrangements require formal contracts to work properly and clearly identify IPR and partner responsibilities. With the emergence of open educational resources (OER) through the use of open licences, the OU and other institutions has now been able to experiment with new ways of collaborating on the development of educational resources that are not so dependent on tight legal contracts because each partner is effectively granting rights to the others to use the educational resources they supply through the open licensing (Lane, 2011; Van Dorp and Lane, 2011). This set of case studies examines the many different collaborative models used for developing and using educational resources and explain how open licensing is making it easier to share the effort involved in developing educational resources between institutions as well as how it may enable new institutions to be able to start up open and distance learning programmes more easily and at less initial cost. Thus it looks at three initiatives involving people from the OU (namely TESSA, LECH-e, openED2.0) and contrasts these with the Peer-2-Peer University and the OER University as exemplars of how OER may change some of the fundamental features of open and distance learning in a Web 2.0 world. It concludes that while there may be multiple reasons and models for collaborating on the development of educational resources the very openness provided by the open licensing aligns both with general academic values and practice but also with well established principles of open innovation in businesses

Respiratory system resistance (Rrs) was assessed in response to 5 inspiratory manoeuvres using the forced oscillation technique: (a) single unloaded DI; (b) single DI at 25 cmH2O; (c) single DI at 50% maximum inspiratory mouth pressure [MIP]; (d) 30 DIs at 50% MIP; and (e) 30 DIs at 50% MIP with maintenance of normocapnia. Rrs increased after the unloaded DI and the DI at 25 cmH2O but not after a DI at 50% MIP (3.6 ± 1.6 hPa L s−1 vs. 3.6 ± 1.5 hPa L s−1; p = 0.95), 30 DIs at 50% MIP (3.9 ± 1.5 hPa L s−1 vs. 4.2 ± 2.0 hPa L s−1; p = 0.16) or 30 DIs at 50% MIP under normocapnic conditions (3.9 ± 1.5 hPa L s−1 vs. 3.9 ± 1.5 hPa L s−1; p = 0.55). Increases in Rrs in response to DI were attenuated after single and multiple loaded breaths at 50% MIP

    A Modified Distortion Measurement Algorithm for Shape Coding

    Efficient encoding of object boundaries has become increasingly prominent in areas such as content-based storage and retrieval, studio and television post-production facilities, mobile communications and other real-time multimedia applications. The way distortion between the actual and approximated shapes is measured however, has a major impact upon the quality of the shape coding algorithms. In existing shape coding methods, the distortion measure do not generate an actual distortion value, so this paper proposes a new distortion measure, called a modified distortion measure for shape coding (DMSC) which incorporates an actual perceptual distance. The performance of the Operational Rate Distortion optimal algorithm [1] incorporating DMSC has been empirically evaluated upon a number of different natural and synthetic arbitrary shapes. Both qualitative and quantitative results confirm the superior results in comparison with the ORD lgorithm for all test shapes, without any increase in computational complexity

    Money and Goldstone modes

    Why is ``worthless'' fiat money generally accepted as payment for goods and services? In equilibrium theory, the value of money is generally not determined: the number of equations is one less than the number of unknowns, so only relative prices are determined. In the language of mathematics, the equations are ``homogeneous of order one''. Using the language of physics, this represents a continuous ``Goldstone'' symmetry. However, the continuous symmetry is often broken by the dynamics of the system, thus fixing the value of the otherwise undetermined variable. In economics, the value of money is a strategic variable which each agent must determine at each transaction by estimating the effect of future interactions with other agents. This idea is illustrated by a simple network model of monopolistic vendors and buyers, with bounded rationality. We submit that dynamical, spontaneous symmetry breaking is the fundamental principle for fixing the value of money. Perhaps the continuous symmetry representing the lack of restoring force is also the fundamental reason for large fluctuations in stock markets.Comment: 7 pages, 3 figure

    GraffMatch: Global Matching of 3D Lines and Planes for Wide Baseline LiDAR Registration

    Using geometric landmarks like lines and planes can increase navigation accuracy and decrease map storage requirements compared to commonly-used LiDAR point cloud maps. However, landmark-based registration for applications like loop closure detection is challenging because a reliable initial guess is not available. Global landmark matching has been investigated in the literature, but these methods typically use ad hoc representations of 3D line and plane landmarks that are not invariant to large viewpoint changes, resulting in incorrect matches and high registration error. To address this issue, we adopt the affine Grassmannian manifold to represent 3D lines and planes and prove that the distance between two landmarks is invariant to rotation and translation if a shift operation is performed before applying the Grassmannian metric. This invariance property enables the use of our graph-based data association framework for identifying landmark matches that can subsequently be used for registration in the least-squares sense. Evaluated on a challenging landmark matching and registration task using publicly-available LiDAR datasets, our approach yields a 1.7x and 3.5x improvement in successful registrations compared to methods that use viewpoint-dependent centroid and "closest point" representations, respectively.Comment: accepted to RA-L; 8 pages. arXiv admin note: text overlap with arXiv:2205.0855

    Short-term voiding patterns after vaginal hysterectomy and pelvic floor repair

    Background: Post-operative transient voiding dysfunction is a known complication of vaginal hysterectomy (VH) with pelvic floor repair (PFR). This study aims to determine the duration of urinary catheterization prior to resumption of normal voiding and hospital length of stay for patients who have undergone VH, PFR with or without concomitant application of transvaginal mesh (TVM) and/or mid-urethral sling (MUS).Methods: This is a retrospective cohort study of women who underwent VH with PFR at a single urogynaecology centre in Singapore between 01 October 2016 and 30 September 2017. Patients’ files were reviewed for data collection and analysis.Results: A total of 238 women with VH with PFR were studied, of whom 68 (28.6%) did not have any implant, 60 (25.2%) had only TVM, 50 (21.0%) had only MUS, and 60 (25.2%) had both TVM and MUS. Overall, 1/68 (1.5%) patients without implants, 16/110 (14.5%) patients with one implant and 13/60 (21.7%) patients with two implants failed at least 1 inpatient voiding trial. Patients undergoing VH PFR without implants had shorter duration of catheterization compared to those with concomitant implants (2.2 versus 5.6 days, p<0.01). Duration of catheterization was shorter in patients with only MUS compared to patients with only TVM (3.5 versus 4.7 days, p<0.01). Patients with single implant had significantly shorter duration of catheterization compared to those with two implants (4.2 versus 5.6 days, p=0.001).Conclusions: One in 68 patients with VH with PFR without implants experienced short term voiding difficulties. This risk increased to 1 in 5 when concomitant implants were inserted

    Robust incremental SLAM with consistency-checking

    Incorrect landmark and loop closure measurements can cause standard SLAM algorithms to fail catastrophically. Recently, several SLAM algorithms have been proposed that are robust to loop closure errors, but it is shown in this paper that they cannot provide robust solutions when landmark measurement errors occur. The root cause of this problem is that the robust SLAM algorithms only focus on generating solutions that are locally consistent (i.e. each measurement agrees with its corresponding estimates) rather than globally consistent (i.e. all of the measurements in the solution agree with each other). Moreover, these algorithms do not attempt to maximize the number of correct measurements included in the solution, meaning that often correct measurements are ignored and the solution quality suffers as a result. This paper proposes a new formulation of the robust SLAM problem that seeks a globally consistent map that also maximizes the number of measurements included in the solution. In addition, a novel incremental SLAM algorithm, called incremental SLAM with consistency-checking, is developed to solve the new robust SLAM problem. Finally, simulated and experimental results show that the new algorithm significantly outperforms state-of-the-art robust SLAM methods for datasets with incorrect landmark measurements and can match their performance for datasets with incorrect loop closures.Charles Stark Draper Laboratory.     Regge poles and inelastic scattering at high energies

    The Regge pole hypothesis is applied to some inelastic processes at high energies. Particular attention is given to production of pion-nucleon resonances N* in the reaction N+N→N+N*. Data on production of the I=1/2 resonances are interpreted in terms of exchange of the "Pomeranchuk" Regge pole which is believed to be responsible for the diffraction peaks in elastic reactions, and production of the 3-3 resonance is interpreted in terms of exchange of the pion Regge pole. The prediction is obtained that production and decay of the I=1/2 resonances provides secondary pions and neutrons with energies that rise proportionally to the incident proton energy—a result of interest in connection with the secondary beams in future accelerators
