    Responding to Afghanistan's Opium economy challenge : lessons and policy implications from a development perspective

    Opium, Afghanistan's leading economic activity, lies at the heart of the challenges the country faces in state building, governance, security, and development. With their narrow law enforcement focus and limited recognition of development, security, and political implications, current global counter-narcotics polices impose a heavy burden on Afghanistan. This paper first provides a summary overview of Afghanistan's opium economy and the factors determining rural households'decisions on cultivating opium poppy. It then discusses the dynamic evolution of the Afghan drug industry in recent years, in particular its consolidation around fewer, powerful, politically-connected actors and the associated compromising of parts of some government agencies by drug industry interests. The paper reviews the experience with different counter-narcotics interventions, analyzes some proposals not yet tried in Afghanistan, and draws lessons and policy implications. Unfortunately there are no"silver bullets"-easy, quick, or one-dimensional solutions, and a longer-term horizon along with sustained commitment and resources will be required in order to phase out the opium economy over time.     The Socio-Economic Impact of Mine Action in Afghanistan: A Cost-Benefit Analysis

    This study was conducted as part of the World Bank-funded Afghanistan Watching Brief Program , jointly implemented by UNDP and the World Bank. It is an outgrowth of a report entitled Study of the Socio-Economic Impact of Mine Action in Afghanistan (SIMAA), which was subsequently revised and rewritten. The program has supported three main types of activities: (1) economic and sector studies on topics of importance for the Afghan economy and for international assistance to Afghanistan; (2) conferences, workshops, and inter-agency teamwork on topics of interest to the assistance community (i.e. education, health, and food security); and (3) short-term training for Afghan women NGOs based in Peshawar, Pakistan to improve their job-related skills. This evaluation study was commissioned, with broad terms of reference, in early 2000 with the main objective to estimate the socio-economic costs of mines (and correspondingly the benefits of de-mining) and the costs of mine clearance activities. On this basis a cost-benefit analysis of mine action in Afghanistan has been conducted. Another objective of the study was to provide a conceptual framework and methodology, as well as to identify data needs, for regular use of cost-benefit analysis by the Mine Action Program for Afghanistan

    Unexploited potential? What role can international financial institutions play in drugs and development?

    This paper assesses the potential for and obstacles to engagement on drugs issues from a development perspective by the World Bank and other International Financial Institutions, based on a review of the World Bank’s experience in Afghanistan as well as more general institutional aspects. Afghanistan demonstrates both the possibilities and benefits as well as the limitations of World Bank/IFI engagement on drugs and development. Prospects for duplicating, let alone exceeding, the level of Bank engagement on drugs seen in Afghanistan would not appear to be good. With pro-active encouragement and support by member countries of the World Bank/IFIs, however, there may be some entry points in major drug-producing countries and relating to global themes such as money-laundering or illicit-economic activities

    Cytoplasmic Dynein Heavy Chain 1b Is Required for Flagellar Assembly in Chlamydomonas

    A second cytoplasmic dynein heavy chain (cDhc) has recently been identified in several organisms, and its expression pattern is consistent with a possible role in axoneme assembly. We have used a genetic approach to ask whether cDhc1b is involved in flagellar assembly in Chlamydomonas. Using a modified PCR protocol, we recovered two cDhc sequences distinct from the axonemal Dhc sequences identified previously. cDhc1a is closely related to the major cytoplasmic Dhc, whereas cDhc1b is closely related to the minor cDhc isoform identified in sea urchins, Caenorhabditis elegans, and Tetrahymena. TheChlamydomonas cDhc1b transcript is a low-abundance mRNA whose expression is enhanced by deflagellation. To determine its role in flagellar assembly, we screened a collection of stumpy flagellar (stf) mutants generated by insertional mutagenesis and identified two strains in which portions of the cDhc1bgene have been deleted. The two mutants assemble short flagellar stumps (<1–2 μm) filled with aberrant microtubules, raft-like particles, and other amorphous material. The results indicate that cDhc1b is involved in the transport of components required for flagellar assembly in Chlamydomonas

    BACKGROUND: Recent innovations in sequencing technologies have provided researchers with the ability to rapidly characterize the microbial content of an environmental or clinical sample with unprecedented resolution. These approaches are producing a wealth of information that is providing novel insights into the microbial ecology of the environment and human health. However, these sequencing-based approaches produce large and complex datasets that require efficient and sensitive computational analysis workflows. Many recent tools for analyzing metagenomic-sequencing data have emerged, however, these approaches often suffer from issues of specificity, efficiency, and typically do not include a complete metagenomic analysis framework. RESULTS: We present PathoScope 2.0, a complete bioinformatics framework for rapidly and accurately quantifying the proportions of reads from individual microbial strains present in metagenomic sequencing data from environmental or clinical samples. The pipeline performs all necessary computational analysis steps; including reference genome library extraction and indexing, read quality control and alignment, strain identification, and summarization and annotation of results. We rigorously evaluated PathoScope 2.0 using simulated data and data from the 2011 outbreak of Shiga-toxigenic Escherichia coli O104:H4. CONCLUSIONS: The results show that PathoScope 2.0 is a complete, highly sensitive, and efficient approach for metagenomic analysis that outperforms alternative approaches in scope, speed, and accuracy.     Ultraviolet Signatures of Tidal Interaction in the Giant Spiral Galaxy, M101

    We present new evidence for tidal interactions having occurred in the disk of M101 in the last 10^8 - 10^9 years. Recent imaging of the far-ultraviolet emission from M101 by the Shuttle-borne Ultraviolet Imaging Telescope (UIT) reveals with unprecedented clarity a disk-wide pattern of multiple linear arm segments (``crooked arms''). The deep FUV image also shows a faint outer spiral arm with a (``curly tail'') feature that appears to loop around the supergiant HII region NGC 5471 - linking this outlying starburst with the rest of the galaxy. These FUV-bright features most likely trace hot O & B-type stars along with scattered light from associated nebular dust. Counterparts of the outermost ``crooked arms'' are evident in maps at visible wavelengths and in the 21-cm line of HI. The inner-disk FUV arms are most closely associated with Hα\alpha knots and the outer (downstream) sides of CO arms. Comparisons of the ``crooked arm'' and ``curly tail'' morphologies with dynamical simulations yield the greatest similitude, when the non- axisymmetric forcing comes from a combination of ``external interactions'' with one or more companion galaxies and ``internal perturbations'' from massive objects orbiting within the disk. We speculate that NGC 5471 represents one of these ``massive disturbers'' within the disk, whose formation followed from a tidal interaction between M101 and a smaller galaxy.Comment: Paper format (latex); length of paper (8); 4 gif figure files; uses aas2pp4.sty AASTeX macro file; to be published in Part I of the Astrophysical Journa
