В статье представлен успешный опыт организации работы Федерального учебно-методического объединения в системе СПО по укрупненной группе профессий и специальностей 27.00.00 Управление в технических системах и Центра опережающей профессиональной подготовки. Достигнуты значимые результаты деятельности по наиболее актуальным направлениям развития профессионального образования – разработке новых и актуализации имеющихся ФГОС СПО на основе профессиональных стандартов, оптимизации перечня профессий и специальностей СПО, методическому обеспечению внедрения стандартов Ворлдскиллс Россия и демонстрационного экзамена в практику государственной итоговой аттестации, развитию цифровой образовательной среды.Successful experience of the organization of work of Federal educational and methodical association in the SPO system by the integrated group of professions and specialties 27.00.00 Management in technical systems and the Center of the advancing vocational training is presented in article. IT-strategies of an educational institution in elearning development

The article considers conceptual issues of forming of an IT-strategy of an educational institution in the modern development conditions of the global information infrastructure. In the information society the status and the role of education promptly change. The article defines new forms of eLearning, which positively become a part of educational institutions practice. Information space is characterized by increasing role of information, knowledge and IT in societys life. The choice of innovative development strategy becomes vital for educational institutions, as it turns into a main informational line of education, necessary for preparation of competitive specialists and further progress of science, economics and social systems.В статье рассматриваются концептуальные вопросы формирования IT-стратегии образовательного учреждения в современных условиях развития глобальной информационной инфраструктуры. Blockchain as a Promising Technology for International Settlements (on the Example of the Russian Economy)

Purpose: Development and testing of methodological approaches to the empirical assessment of a possible increase in GDP in the case of simulating the transition of cross-border payments to the blockchain environment using the example of the national economy of the Russian Federation.   Theoretical framework: In modern scientific literature, much attention is paid to questions about the prospects for the transition of financial transactions to the blockchain (Adrian T. et al., 2018; Allen D. et al., 2019; Boar C. et al., 2020; Kochergin D., 2021; Nazarenko Y., 2018 and others.). However, it should be argued that the methodological base justifying the macroeconomic efficiency of such decisions has not been formed in a holistic way. In this regard, this study is an attempt to develop theoretical and methodological tools that substantiate the feasibility of creating blockchain platforms for transnational payments.   Design/Methodology/Approach: Using the national economy of Russia as an example, we conducted an empirical assessment of the potential increase in gross domestic product (GDP) by simulating transitioning cross-border payments into a blockchain ecosystem.   Findings: It was determined that the potential cumulative macroeconomic effect (i.e., GDP growth) may reach 4.0% per year, corresponding to 6.05 trillion rubles ($75.6 billion US dollars).   Research, Practical & Social implications: We propose a future research agenda and highlight the contribution of blockchain to FinTech development.   Originality/Value: Estimates demonstrate the prospects of blockchain application in transnational payments and highlight their potential use for mitigating risks associated with increasing sanction pressure, including restrictions on access to international clearing services and payment systems (SWIFT, etc.)

Factor analysis of household behaviours in saving energy

The relevance of the study is related to the role of household behavior in the field of energy saving in the context of the development of hydrocarbon energy, in the implementation of energy-saving technologies, the rational use of resources in energy generation, as well as in stabilizing the energy market. The research methodology is based on system and factor analyzes of the neoclassical direction and institutionalism of economic theory, which are ambiguously implemented in shaping the behavior of households in energy saving. The conclusions of the study include highlighting the specifics of the behavior of households in energy saving, the influence of external factors - institutional, infrastructural and others on the rational behavior of households in energy saving. It was stated that the imperfection of the regulatory framework for the provision of energy services and their constant changes limit the formation of rational behavior of households in energy saving. It is suggested that when drawing up an energy-saving policy in the short term, it is necessary to use the factorial theoretical and methodological provisions of neoclassicism, and in the long term to use the factorial approach of institutionalism. The paper analyzes and proposes four models of energy-saving behavior of households and identifies problems and difficulties in the process of their implementation in practice. A factor analysis of the influence of household behavior on the implementation of sustainable energy was also carried out. The transition to sustainable energy, as well as the solution of the problems that stand in its way, must be carried out taking into account the interests and capabilities of households
