    A plan for the future? The Estonian state integration programme on national minorities 2000-2007

    "Events surrounding the replacement of a Soviet bronze statue in spring 2007 in Tallinn and subsequent international tensions between the EU and Russia marked a low point in inter-ethnic relations between Russian-speakers in Estonia and ethnic Estonians in recent years. This raises the question of how successful current integration efforts directed towards Russian-speakers have actually been. The paper analyses the development of the Estonian State Integration Programme (SIP) 2000-2007 from its earliest moments in the 1990s to its current form. It is argued that although its theoretical basis is well grounded, the programme does not account for minority integration needs systematically. Instead it follows a unidirectional action-plan, targeting Russian-speakers without a prior needs-assessment at grass-root level and insufficient minority participation during the drafting and implementation period. Furthermore, the paper highlights the influence the legal-restorationist concept maintains on the implementation of the SIP which partly has the effect of re-enforcing inter-ethnic alienation."     Ad Hoc Coalitions in a Changing Global Order

    Increasingly, member states of large intergovernmental organisations (IGO) are setting up ad hoc coalitions (AHC) outside of multilateral organisations at regional and global levels. What is motivating countries to circumvent traditional IGOs? Are AHCs undermining global governance institutions? AHCs are attractive short-term instruments for crisis response among like-minded states. They often appear in the security and health sectors, though they are not limited to those areas. AHCs are an expression of institutional adaption to the crisis of major IGOs, which are increasingly unable to create unity on pivotal global order questions. AHCs do not pose a substantial challenge to IGOs, because they are often operational in areas in which IGOs are not willing or able to act. AHCs are part and parcel of a wider system of crisis response. They co-govern dense institutional spaces together with IGOs and form a network of institutions responding to a crisis. German foreign policy has traditionally placed a strong emphasis on multilateral organisations as cornerstones for a rules-based international order. With the emergence of AHCs, a further instrument is available that should not be dismissed as anti-multilateral. For AHCs to make a valuable contribution to the ever more complex global governance system, they need to perform functionally different tasks from IGOs. Germany should consider actively participating in AHCs to avoid being sidelined by partner countries

    Governance Through Regime Complexity: What Role for the EU in the African Security Regime Complex?

    The international response to armed conflict in Africa often takes the form of a regime complex characterized by institutional proliferation, overlap, unclear hierarchies, and multiple interconnections. At the same time, the course of conflict is hardly predictable. In such an environment, how can component units (institutional fora) of a regime complex effectively govern through complexity? We explore this question by focusing on the EU as an important actor within regime complexes. Building on the regime complexity literature and complexity theory, we identify four conditions. We argue that actors who operate as resource hubs, create complementarity, support system self-organization, and practice adaptive forms of peacebuilding are best placed to manage regime complexity. Empirically we probe these assumptions in the context of the Sahelian security regime complex and the role the EU is playing in it

    Does Peacekeeping Reduce Violence? Assessing Comprehensive Security of Contemporary Peace Operations in Africa

    Quantitative research evaluating the effect of peacekeeping operations usually links conflict abatement to the number of casualties in order to measure mission success. Such an approach is incomplete as security concerns extend far beyond the number of conflict related deaths. This narrow understanding of mission success leaves a significant assessment gap. Therefore this study is the first which presents comprehensive data using a wider understanding of violence and peace. We apply 11 indicators measuring security comprehensively. These range from the number of battle death, to violence against civilians, domestic unrest as well as domestic governance and political stability. In contrast to the mainstream quantitative literature our analysis shows that conflict often persists even with the deployment of peacekeepers. The absence of war (decline of battle death) does not automatically equate for non-violence and peace. In order to explain variation between cases we are also exploring the significance of different peacekeeping types, the size of developmental aid, rents from natural resources and the role of governance on conflict

    Ad hoc coalitions (AHCs) are an indispensable but scantly conceptualized part of global governance. In recent years, several typologies and classifications of global governance arrangements have been provided, mostly differentiating them based on their organizational design features of degree of formality and membership composition. These do not capture AHCs and the role they play in global governance. In this article, we not only provide a conceptualization of AHCs, but also propose ways in which AHCs fit within the broader global governance architecture. We argue that what sets AHCs apart is not so much their (in)formality or membership, but rather their short-notice creation, their task-specific purpose and their temporarily circumscribed existence. We therefore define AHCs as autonomous arrangements with a task-specific mandate established at short notice for a limited time frame. We then develop a research agenda on the nature and future of AHCs, including their short- and long-term relationship with other multilateral arrangements in the global governance architecture. This is important, as we do yet not know how AHCs complement, compete and impact on international organizations and international crisis response
