AbstractToday's manufacturing companies are faced with the challenge to achieve a high adherence to delivery dates under volatile market demands and to achieve a high efficiency of the order to delivery process. This challenging situation can only be handled with the help of an optimal alignment of the production, the production planning as well as the production controlling processes. Sufficient and high quality information from the production are the major basis for successfully mastering the tasks of production planning and control. With the help of the approach proposed in this paper, companies can start setting up a targeted data acquisition concept for their product process combination. It helps them, amongst other things, preventing production problems and responding rapidly to fluctuating customer needs

'Maybe I will give some help ... maybe not to help the eyes but different help': an analysis of care and support of children with visual impairment in community settings in Malawi

Background: Visual impairment in children is common in low and middle‐income settings. Whilst visual impairment (VI) can impact on the development of children, many reach full potential with appropriate early intervention programmes. Although there is increased emphasis on early child development globally, it is not yet clear how to provide specific programmes for children with VI in low and middle‐income settings. This study aims to identify facilitators and barriers to the provision of a developmental stimulation programme for children with VI in rural and urban Malawi. Methods: We undertook 6 focus groups, 10 home observations and 20 in‐depth interviews with carers of children with VI under 6 years in urban and rural Southern Malawi. We utilised topic guides relating to care, play, communication and feeding. Qualitative data were subject to thematic analysis that included placing themes within Bronfenbrenner's ecological framework. We established authenticity of themes through feedback from participants. Results: We identified themes within Bronfenbrenner's framework at five levels: (1) blindness acting as a barrier to stimulation and communication, health and complex needs all affecting the individual child; (2) understanding of VI, ability to be responsive at the microsystem level of the carer; (3) support from other carers at microsystem level within a mesosystem; (4) support from other professionals (knowledge of, identification and management of children with VI, responsibilities and gender roles, environmental safety and prejudice, stigma and child protection all at the level of the exosystem. Discussion: This study has revealed the requirements needed in order to produce meaningful and appropriate programmes to support nutrition, care and early stimulation for children with VI in this and similar African settings. This includes supporting carers to understand their child's developmental needs, how to better communicate with, feed and stimulate their child; offering advice sensitive to carers' responsibilities and professional training to better support carers and challenge community stigma

Secure parent-child attachment may help children to overcome the challenges of growing up with a visual or visual-and-intellectual impairment. A large literature exists that provides a blueprint for interventions that promote parental sensitivity and secure attachment. The Video-feedback Intervention to promote Positive Parenting (VIPP) is based on that blueprint. While it has been adapted to several specific at risk populations, children with visual impairment may require additional adjustments. This study aimed to identify the themes that should be addressed in adapting VIPP and similar interventions. A Delphi-consultation was conducted with 13 professionals in the field of visual impairment to select the themes for relationship-focused intervention. These themes informed a systematic literature search. Interaction, intersubjectivity, joint attention, exploration, play and specific behavior were the themes mentioned in the Delphi-group. Paired with visual impairment or vision disorders, infants or young children (and their parents) the search yielded 74 articles, making the six themes for intervention adaptation more specific and concrete. The rich literature on six visual impairment specific themes was dominated by the themes interaction, intersubjectivity, and joint attention. These themes need to be addressed in adapting intervention programs developed for other populations, such as VIPP which currently focuses on higher order constructs of sensitivity and attachment

Brambring M. Integration of children with visual impairment in regular preschools. CHILD CARE HEALTH AND DEVELOPMENT. 2001;27(5):425-438.The current practice in Germany is to integrate children who are blind or partially sighted into regular preschools providing they exhibit no further severe impairments. The present study asked 72 regular preschool teachers about their experiences in integrating 24 children who were blind and 16 who were partially sighted. Results showed that integration seemed to be unproblematic except for greater emotional difficulties in children who are partially sighted. According to preschool teachers, integrating children who are blind is far more complex and difficult than integrating the partially sighted. One fifth of the blind exhibited marked to serious problems in 10 out of 28 preschool activities surveyed. Most of these difficulties involved manual, cognitive, interactive and daily living skills. When asked about difficulties that had not been anticipated before integration commenced, preschool teachers emphasized four domains: the increase in their own workload; the children's problems with concentration and motivation; fixation on one preschool teacher; and difficulties in the fine- and gross-motor domain as well as in daily living skills. Findings indicate the need for improved preparations and support when integrating the blind into regular preschool

Brambring M. Divergent development of gross motor skills in children who are blind or sighted. JOURNAL OF VISUAL IMPAIRMENT & BLINDNESS. 2006;100(10):620-634.This empirical study compared the average ages at which four congenitally blind children acquired 29 gross motor skills with age norms for sighted children. The results indicated distinct developmental delays in the acquisition of motor skills and a high degree of variability in developmental delays within and across the six subdomains that were analyzed

    The legal biotope protection

The German States protect specific biotopes directly by law. Any action which may lead to any impairment of a listed biotope is strictly prohibited. The authorities can grant an exception or exemption to the legal prohibitions only in exceptional cases and normally not for private purposes. Due to the ipso-iure-procedure an administrative act is not necessary to implement the protection. The legal conservation comes into conflict with the municipal legally binding land-use planning. The communities are restrained in their land-use planning. Any realization of its urban regulations is interdicted when it may lead to the destruction of a listed biotope. Any unrealizable legally binding land-use plan is inoperable and void by law. Hence the legal biotope conservation causes an unjustified reduction of the municipal right of self-administration. The blanket and undifferentiated protection of any biotope of the listed types is not necessary. Furthermore the conservation of biotopes causes a serious reduction of the constitutional rights of the freeholders. The legal biotope protections has to be defined as a regulation of the contents and limits of property. As such the biotope protection is incompatible with the constitutional rights of the freeholders. The absolute and undifferentiated protection of any biotope of the listed types is not required. In extreme case the biotope conservation causes the total annulations of the freeholders rights. In these case a compensation would be obligatory, but there are no adequate regulations. Finally the ipso-iure-procedure is incompatible to the constitutional imperative that every law has to be clearly defined and understandable for the addressees. The biotope conservation directly by law violates the German constitution
