Stochastic higher spin six vertex model and Macdonald measures

We prove an identity that relates the q-Laplace transform of the height function of a (higher spin inhomogeneous) stochastic six vertex model in a quadrant on one side and a multiplicative functional of a Macdonald measure on the other. On a conjecture of Widom

We prove a conjecture of H.Widom stated in [W] (math/0108008) about the reality of eigenvalues of certain infinite matrices arising in asymptotic analysis of large Toeplitz determinants. As a byproduct we obtain a new proof of A.Okounkov's formula for the (determinantal) correlation functions of the Schur measures on partitions.Comment: 9 page

Airy processes and variational problems

We review the Airy processes; their formulation and how they are conjectured to govern the large time, large distance spatial fluctuations of one dimensional random growth models. We also describe formulas which express the probabilities that they lie below a given curve as Fredholm determinants of certain boundary value operators, and the several applications of these formulas to variational problems involving Airy processes that arise in physical problems, as well as to their local behaviour.Comment: Minor corrections. 41 pages, 4 figures. From interacting particle systems to random matrices

In this contribution we consider stochastic growth models in the Kardar-Parisi-Zhang universality class in 1+1 dimension. We discuss the large time distribution and processes and their dependence on the class on initial condition. This means that the scaling exponents do not uniquely determine the large time surface statistics, but one has to further divide into subclasses. Some of the fluctuation laws were first discovered in random matrix models. Moreover, the limit process for curved limit shape turned out to show up in a dynamical version of hermitian random matrices, but this analogy does not extend to the case of symmetric matrices. Статус голови місцевої державної адміністрації в Україні: досвід законодавчого визначення

У статті висвітлюється питання визначення статусу голів місцевих державних адміністрацій в Україні в контексті історії публічної служби. Автор зосереджує увагу на таких важливих аспектах, як віднесення посад керівників органів державної виконавчої влади загальної компетенції регіонального та субрегіонального рівнів до сфери державної служби, запровадження обмежень на політичну діяльність, визначення ролі президента, уряду та прем’єр-міністра у призначенні та звільненні зазначених посадовців, застосуванні конкурсних процедур тощо. На основі аналізу законодавчих актів 1992–2017 рр., співставлення та узагальнення інформації з різних джерел показано, як постало саме питання про статус голів місцевих державних адміністрацій, яких змін воно зазнало в процесі створення конституційних засад публічного управління, ухвалення законодавства щодо державної служби, діяльності уряду, місцевих державних адміністрацій, запобігання корупції тощо. Особливу увагу приділено сучасному стану справ, який характеризується наявністю протиріч в українському законодавстві; підсиленням невизначеності статусу голів місцевих державних адміністрацій у результаті змін до законодавства про державну службу (листопад 2017 р.) стосовно виведення їх за межі державної служби, зняття з них обмежень на політичну діяльність тощо. Автор робить висновок про наявність великого досвіду органів державної влади України у зазначеній сфері, суперечливий характер дій суб’єктів визначення статусу голів місцевих державних адміністрацій, який наочно проявився в останні період, потребу визначити концептуальні засади розгляду питання та на основі них внести узгоджені зміни до українського законодавства

Опыт нормативно-правового регулирования местного самоуправления в зарубежных странах

У статті досліджується досвід нормативно-правового регулювання місцевого само-врядування в зарубіжних країнах у контексті його можливого використання в Укра-їні. Розглядається визначення місцевого самоврядування в конституційних актах,комплекс законів із зазначеної проблематики в окремих країнах. Приділено особливуувагу аналізу законодавчих актів про загальні засади місцевого самоврядування, ви-значено перелік основних питань, які розглянуто в зазначених документах та визна-чають їх структуру. У статті наведено дані про тенденцію щодо збільшення кількостінормативно-правових актів з питань місцевого самоврядування в зарубіжних краї-нах, внаслідок чого у більшості випадків окремими законами врегульовуються пи-тання засад місцевого самоврядування, виборів до представницьких органів, повно-важенням територіальних громад, статусу столиці, визначенню фінансової основимісцевого самоврядування, контролю за діяльністю органів місцевого самоврядуван-ня. Звертається увага на наявну у ряді пострадянських та посткомуністичних країнпротилежну практику поєднання в одному законодавчому документі проблематикидержавного управління та місцевого самоврядування. Звернуто увагу на терміноло-гію нормативно-правових актів з питань місцевого самоврядування.The experience of the normative and legal adjusting of local self-government in foreigncountries in the context of its possible application in Ukraine is investigated in thearticle. Local self-government definition in the constitutional acts, a set of laws on abovementionedproblems in some countries are considered. Special attention is focused on theanalysis of legislative acts on the general principles of local self-government, the list ofmain issues studied in the indicated papers and determines their structure, is defined.The article provides data on the trend towards an increase in the number of normative andlegal acts on the issues of local self-government in foreign countries that in most casessome laws regulate the issue of local self-government principles , elections to representativebodies, territorial communities powers, capital status, definition of the financial basisof local self-government, control over the activities of local self-government bodies.The attention is paid on the existing in post-Soviet and post-Communist countries the opposite practice of combination in a single legislative document of public administration and local self-government problems. The attention is focused on terminology of normative and legal acts on local self-government issues.

A Note on the Pfaffian Integration Theorem
