KNOWLEDGE MANAGEMENT IN HIGHER EDUCATION â AN ONTOLOGICAL APPROACH IN COLLABORATIVE ENVIRONMENTS
The paper presents an ontology-based knowledge management system developed for a Romanian university. The university used a classic Management Information System (MIS), which was the starting point for developing the knowledge management system. The developed knowledge management system has a general ontology, containing terms which are valid for a public institution, and specific ontology for two process categories, didactic and research process. The ontology is implemented using Protege. The results are very encouraging and suggest several future developments.business intelligence, knowledge management, ontology, university
QUALITY OF THE ACADEMIC PROGRAMMES
The main issue addressed by this paper refers to the quality of training and education on project management â is it different than the perception of quality of training and education in other fields, if so, where, in what aspects, who should be responsible for it, should it only be addressed as input based â provider, trainer, curriculum, or also output based â trainee, etc. A survey was made and the main results are presented.Quality, Project management training and education
Models of Non-Life Insurance Mathematics
In this communication we will discuss two regression credibility models from Non â Life Insurance Mathematics that can be solved by means of matrix theory. In the first regression credibility model, starting from a well-known representation formula of the inverse for a special class of matrices a risk premium will be calculated for a contract with risk parameter q. In the next regression credibility model, we will obtain a credibility solution in the form of a linear combination of the individual estimate (based on the data of a particular state) and the collective estimate (based on aggregate USA data). Mathematics Subject Classification: 62P05.regression credibility theory, the risk parameter of the policy, the risk premium, the credibility calculations
Multi-Level Model
Is an original paper, which contains a hierarchical model with three levels, for determining the linearized non-homogeneous and homogeneous credibility premiums at company level, at sector level and at contract level, founded on the relevant covariance relations between the risk premium, the observations and the weighted averages. We give a rather explicit description of the input data for the multi- level hierarchical model used, only to show that in practical situations, there will always be enough data to apply credibility theory to a real insurance portfolio.hierarchical structure with three levels, observable variables with associated weights, the credibility results
The tariff equivalent of tariff-rate quotas - A case study applied to the import of an agricultural product in Romania
The paper presents one methodology of calculating the tariff equivalent of the tariff-rate quota as a particular case of a non-tariff barrier for an agricultural product imported in Romania based on recommendations in international literature. The tariff equivalent of tariff-rate quota of imports from the EU is approximately 35%, lower than the tariff outside the quota. Nonetheless this is considerable higher when compared with the Common External Tariff (CET). Elimination of the nominal protection level as consequence of the adoption the CET is expected to stimulate imports pressure especially from price competitive import partners both from EU (such as Slovakia, Belgium, Austria, Czech Republic and Italy) and non EU countries (Serbia, Bosnia and Herzegovina, Macedonia and Croatia). A basic model forecasts that, with the lowered protection, annual imports will rise with at least 13.5 thousand tonnes, thus an increase of 23% compared with the average annual imports during 1990-2005.non-tariff barriers, tariff-rate quotas, tariff equivalent
Evaluation of the Project Management Competences Based on the Semantic Networks
The paper presents the testing and evaluation facilities of the SinPers system. The SinPers is a web based learning environment in project management, capable of building and conducting a complete and personalized training cycle, from the definition of the learning objectives to the assessment of the learning results for each learner. The testing and evaluation facilities of SinPers system are based on the ontological approach. The educational ontology is mapped on a semantic network. Further, the semantic network is projected into a concept space graph. The semantic computability of the concept space graph is used to design the tests. The paper focuses on the applicability of the system in the certification, for the knowledge assessment, related to each element of competence. The semantic computability is used for differentiating between different certification levels.testing, assessment, ontology, semantic networks, certification.
DATA MINING LANGUAGES STANDARDS
The increasing of the database dimension creates many problems, especially when we need to access, use and analyze data. The data overflow phenomenon in database environments imposes the application of different data mining methods, in order to find relevant information from large databases. A lot of data mining tools emerged in the last years. The standardization of data mining languages become in the last years a very important topic. The paper presents Predictive Model Markup Language (PMML) standards from the Data Mining Group. PMML, a standard language for defining data mining models, which allows users to develop models within one vendor's application, and use other vendors' applications to visualize, analyze, evaluate or otherwise use the models.
Competence Development in IT Projects through Education and Training Programmes
The paper refers to the quality of training and education on IT project management. A survey was made and the main results are presented. 81 % of the responses came from China. The rest were professionals of different EU nationalities. The percentage of Project Managers who answered the questions is rather low â 8%. In the âOthersâ category, we have software developers, financial managers and professors, who are involved in both training on project management, but also as team members or team managers in IT and research projects, thus ensuring a balanced overview of both theory and practical issues.quality; IT Project management; training and education; project manager; competence.
FAMILY-OWNED BUSINESS IN ROMANIA
An average annual rate of growth of 6.92% during 2002-2008 has ensured the gradual decrease in the gap between Romania and other EU member states. Key economic indicators are shown in Table 1. The main growth factor for this period has been the domestic demand. Having grown at a steady pace for several years, EU-27 value added generally peaked in the first quarter of 2008. Output fell by 16.6 % for industry to reach a low in the second quarter of 2009 (with modest signs of a recovery thereafter in the second half of 2009, (Eurostat, 2010). The European economy is in the midst of the deepest recession since the 1930s, with real GDP projected to shrink by some 4% in 2009, the sharpest contraction in the history of the European Union. Although signs of improvement have appeared recently, recovery remains uncertain and fragile (European Communities, 2009)."
