    This chapter is concerned with the identification and estimation of models of labor supply. The focus is on the key issues that arise from unobserved heterogeneity, nonparticipation and dynamics. We examine the simple ‘static’ labor supply model with proportional taxes and highlight the problems surrounding nonparticipation and missing wages. The difference in differences approach to estimation and identification is developed within the context of the labour supply model. We also consider the impact of incorporating nonlinear taxation and welfare programme participation. Family labor supply is looked at from botht e unitary and collective persepctives. Finally we consider intertemporal models focusing on the difficulties that arise with participation and heterogeneity

    The importance of incentives in influencing private retirement saving: known knowns and known unknowns

    We summarise what economic theory predicts about how retirement savings decisions are affected by marginal withdrawal rates created by the tax, tax credit and benefit system, and by the information individuals are provided with. All these predictions vary across individuals with their circumstances. In documenting the incentives to save in a private pension provided by the tax, tax credit and benefit system we show that some individuals face a very strong incentive to place funds in a private pension at particular times during their working lives. Those who are basic rate taxpayers who expect to become higher rate taxpayers or move onto the taper of the Working Tax Credit have an incentive to delay making any private pension contributions until that time, while those expecting to move off that taper have an incentive to bring forward future pension contributions. When examining retirement saving it is important to consider both saving decisions and also the choice of retirement age. We cite previous evidence that both of these margins have been adjusted by individuals in the light of changed financial incentives. In particular there is evidence that spending by working age individuals was increased in the light of the introduction of the State Earnings-Related Pension Scheme. In addition evidence from West Germany and the United States shows that individuals' retirement ages can be affected substantially by changing financial incentives. There is less evidence of reduced spending by working age individuals in the light of the decision to index the Basic State Pension in line with prices rather than the greater of prices or earnings. New evidence from the English Longitudinal Study of Ageing shows that it is low and high wealth individuals who are most likely to be out of the labour market prior to the State Pension Age, though often for very different stated reasons. This suggests that if retirement incomes of those with low wealth are to be increased then increased labour market participation is perhaps a margin for them to adjust. Incentives to work and save are potentially affected by two recent UK reforms: the introduction of the two new tax credits (Working Tax Credit and Child Tax Credit) and the introduction of the Pension Credit. We present some preliminary evidence on whether the strong incentive to contribute to a private pension provided by the two new tax credits has boosted private pension participation, the results of which are somewhat inconclusive and are worthy of further research. Examining the distribution of current pensioner incomes with respect to the incentives induced by the Pension Credit reform we find that many single pensioners will see an unambiguous increase in the incentive to increase their private retirement income -- for example through increased saving or later retirement. There are still large numbers of single pensioners who see a reduction in the incentive to increase their retirement income, the majority of whom have private income which they might decide to reduce. Fewer individuals in pensioner couples are eligible for the Pension Credit. Despite this we find that a similar proportion faces a reduced incentive to acquire greater income as we did for single pensioners. If the expectations of individuals do not reflect the current rules of the system, then we cannot expect to observe responses fully in line with economic theory that is predicated on full information. Recent evidence from the English Longitudinal Study of Ageing suggests that on average individuals underestimate their longevity and overestimate the private pension income that they can expect to receive. On the other hand, expectations of being in paid employment at older ages are, on average, similar to the current proportions of older individuals who are in paid work and individuals' expectations of remaining in the labour market at older ages appear to square up with the marginal financial incentives to remain in work that are created by different types of pension scheme

    We extend the collective model of household behavior to allow for the existence of public consumption. We show how this model allows the analysis of welfare consequences of policies aimed at changing the distribution of power within the household. Our setting provides a conceptual framework for addressing issues linked to the "targeting" of specific benefits or taxes. We also show that the observation of the labor supplies and the household demand for the public good allow one to identify individual welfare and the decision process. This requires either a separability assumption or the presence of a distribution factor

    Detection of a relic X-ray jet in Cygnus A

    We present a 200 ks Chandra ACIS-I image of Cygnus A, and discuss a long linear feature seen in its counterlobe. This feature has a non-thermal spectrum and lies on the line connecting the brighter hotspot on the approaching side and the nucleus. We therefore conclude that this feature is (or was) a jet. However, the outer part of this X-ray jet does not trace the current counterjet observed in radio. No X-ray counterpart is observed on the jet side. Using light-travel time effects we conclude that this X-ray 50 kpc linear feature is a relic jet that contains enough low-energy plasma (gamma ~ 10^3) to inverse-Compton scatter cosmic microwave background photons, producing emission in the X-rays.Comment: 4 pages.     Multiwavelength study of Cygnus A IV. Proper motion and location of the nucleus

    Context. Cygnus A, as the nearest powerful FR II radio galaxy, plays an important role in understanding jets and their impact on the surrounding intracluster medium. Aims. To explain why the nucleus is observed superposed onto the eastern lobe rather than in between the two lobes, and why the jet and counterjet are non-colinear. Methods. We made a comparative study of the radio images at different frequencies of Cygnus A, in combination with the published results on the radial velocities in the Cygnus A cluster. Results. From the morphology of the inner lobes we conclude that the lobes are not interacting with one another, but are well separated, even at low radio frequencies. We explain the location of the nucleus as the result of the proper motion of the galaxy through the cluster. The required proper motion is of the same order of magnitude as the radial velocity offset of Cygnus A with the sub-cluster it belongs to. The proper motion of the galaxy through the cluster likely also explains the non-co-linearity of the jet and counterjet.Comment: Accepted for publication in A&A, 8 pages, 4 figure

    This paper presents the trends seen over the last quarter of the 20thCentury in various indicators of the well-being of the elderlyalongside those seen for the young. Specifically we look at measuresof both the level and distribution of income and expenditure, andself-reported measures of life satisfaction and health. We thenexploit the substantial reforms to the UK pension system over thisperiod to examine the impact of reforms to state pensions on theseoutcomes. We find that increases in the generosity of state pensionshave led to increased incomes of the elderly and reductions inmeasures of both relative and absolute income poverty. We also findthat increased state pensions have led to increased expenditure bythe elderly. It is perhaps not surprising that in the UK the reformsto the generosity of state pensions have affected outcomes amongthe elderly (instead of being fully offset by individuals when theywere younger) given that often very little (pre-retirement) notice wasgiven, and that some of the reforms were of a substantial magnitude.
